SUBJECT: ARMY JROTC CADET LEADERSHIP CAMP (JCLC) & FRESHMEN ORIENTATION, FORT RICHARDSON, ALASKA 31 May through 04 June 2016:
1. General: The Colony High School (CHS) Army Junior Reserve Officer Training Corps (JROTC) will conduct JCLC and Freshmen Orientation at Fort Richardson from 31 May – 04 Jun 2016. Students should arrive at CHS at 0630 on the day of departure wearing boots, ACU bottom, green JROTC T-shirt and sweatshirt, and JROTC baseball cap. The bus will depart promptly at 0700 Tuesday, 31 May and return to the school at approximately 1600 on Saturday, 04 Jun. The pickup and drop off location is CHS JROTC entry on the backside (southeast corner) of the school.
2. Individuals Authorized to Participate: This camp is open to both male and female students in the Matanuska-Susitna Borough School District who are currently enrolled in JROTC or planning to enroll in JROTC at CHS Fall Semester 2015-2016. Each student planning to attend must be mentally and physically fit to participate in all phases of the camp.
3. Supervision: The Cadets will be supervised by the Army JROTC Instructors, past graduates, and other adult personnel. We will have an adult female chaperone. Male and female Cadets will participate in the same training.
4. Billeting: Students will be housed in barracks and/or tents on Ft. Richardson. Females and female chaperones will be housed in separate tents or a separate section of the barracks, separate from male Cadets and male chaperones.
5. Cost: The cost of JCLC/Freshmen Orientation is $110.00. The relatively low cost is possible through subsidy from the U.S. Army and the CHS JROTC program. This cost includes transportation, meals while at camp, camp tee shirt, sweat suit, ID tags and hat. Payment may be made through https://matsu.schoolcashonline.com/ or in cash or check payable to “Colony High School JROTC.”
Money for snacks, etc. is the responsibility of each Cadet. LARGE SUMS OF MONEY SHOULD NOT BE TAKEN TO CAMP. Cadets should not bring any more than $50.00 in small bills for snack food.
6. Transportation: Department of Defense (DOD) busses and/or other DOD vehicles will be used to transport the Cadets during JCLC/JROTC Freshmen Orientation. Busses will depart CHS at 0700 on Tuesday, 31 May 2015. Busses will return to CHS at approximately 1600, Saturday, 30 May and Cadets must be picked up no later than 1700.
7. JCLC/Freshmen Orientation Activities: Activities are designed to develop self-confidence and teamwork. Contingent upon available resources, students will participate in a variety of activities including, but not limited to the following:
a) Receive a briefing on training activities, camp organization, camp rules and regulations, safety rules and procedures.
b) Receive instruction and practical experience in rappelling, constructing the one rope bridge, and simulated parachute training on the 34-foot jump tower.
c) Participate in land navigation training, compass use, map reading, and a rural orientation course.
d) Participate in recreational activities such as physical fitness training and organized athletics.
e) Negotiate the Confidence Obstacle Course, Drown Proofing (this event is a prerequisite for participating in H2Oasis on the final day), and Leadership Reaction Course.
f) Participate in a U.S. Army Blackhawk Helicopter orientation flight with required signed release form. This will occur on 25 May and we a separate day trip. It is not a mandatory event
8. Clothing and Equipment: Uniform issue will take place from 1430-1700 on 11 and 12 May at CHS’s JROTC Supply Room. If you are unable to make it on one of those days, please call for an appointment. Each Cadet will be issued a combo lock for securing valuables. Cadets may bring electronic devices for use during non-training time at their own risk. Each Student should bring the clothing and individual equipment as outlined on Enclosure 1.
9. Physical Certificate, Medical Care:
a) Each Participant is required to provide the Senior Army Instructor with a parental permission/medical treatment permission and Waiver form, signed by his/her parent or guardian that he/she is physically qualified to participate in all phases or training (see enclosure 2)
b) Emergency medical treatment will be available from the Military Medical Facilities on base.
c) Cadets who become sick or injured while attending camp and cannot participate in training must withdraw from camp. While medical coverage will be provided on an emergency basis, students needing non-emergency treatment will be required to arrange this treatment through their guardian.
10. Family Emergency: Should a family emergency arise while the student is at camp, the family should contact the JROTC instructors at the camp by either coming to the camp or calling the Instructor’s cell phones.
11. Visitors: Parents and family members are invited and encouraged to visit and observe training. Please attempt to coordinate all visits through the instructors 24 hours in advance. Visitors other than parents and family members are not permitted unless they have specific approval from the JROTC instructors on duty. No visitors are permitted after 2200.
12. Refunds and cancellations: Should a student who has paid find that they are unable to attend camp after uniform issue, only half the fee will be refunded to the parent or guardian due to costs already incurred by JROTC. No refunds can be made after May 26th.
13. Suspense/Required Forms: Space is limited and slots are reserved on a first-come, first-served basis. It’s recommended that Enclosures 2-5 be completed and turned into CHS JROTC not later than April 7th to secure a slot. No registrations will be accepted after May 7th which is the day uniforms are issued.
14. Camp Briefing: A briefing for Cadets and parents will be held on the evening of 12 May at 1800 in the JROTC classroom. Attendance is not required, but it is strongly encouraged.

Reasonable efforts will be made to reach the parent or guardian prior to medical treatment. However, non-availability of parental consent will not preclude the performance of those procedures deemed necessary by medical personnel. A medical fee may be charged for such treatment.

This is intended to alert you to the types of hazards you or your minor child may encounter while participating in the East, Nome, Bartlett and Colony High School JROTC Summer Leadership Camp located at Joint Base Elmendorf Richardson, Alaska. The East, Nome, Bartlett and Colony High School JROTC Summer Leadership Camp includes (but is not limited to) the following activities: Accessing an active military installation, military working dog demonstrations and orienteering, Leader Reaction Course, Jump Tower, drill and ceremony, Obstacle Course, Rappel Tower and drown proofing training and team building activities. East, Nome, Bartlett and Colony High School JROTC Summer Leadership Camp activities pose the risk of bodily injury, including possible serious or permanent injuries or even death, as a result of improper use of safety equipment, equipment malfunction, and/or failing to follow safety instructions. This list is not all inclusive and additional injuries could result from participation in the East, Nome, Bartlett and Colony High School JROTC Summer Leadership Camp.
WAIVER OF LIABILITY / HOLD HARMLESS AGREEMENT
In consideration of the privilege of me or my minor child being allowed to participate in activities associated with the East, Nome, Bartlett and Colony High School JROTC Summer Leadership Camp at Joint Base Elmendorf Richardson (JBER), Alaska, I, ______, on behalf of my, or my minor child’s, family members, dependents, agents, heirs and assigns do hereby:
a. Agree, freely and voluntarily, to not file claim or sue, and to release the United States of America, the United States Army, its employees and agents from any suit, damage action, liability, or claim of any nature, whatsoever, and for any bodily injury, death or damage to personal property, arising from me or my minor child’s participation in East, Nome, Bartlett and Colony High School JROTC Summer Leadership Camp activities on JBER, excluding, however, those arising solely from the intentional misconduct or gross negligence of the United States of America, the United States Army, its employees and agents.
b. Agree, freely and voluntarily, to indemnify, defend, and hold harmless the United States of America, the United States Army, its employees and agents, against all liability, claims, demands, suits, or actions of any nature, whatsoever, for or on account of any bodily injury, death or damage to personal property arising from me or my minor child’s participation in East, Nome, Bartlett and Colony High School JROTC Summer Leadership Camp activities on JBER, excluding, however, those arising solely from the intentional misconduct of the United States of America, the United States Army, its employees and agents.
