SECTION 01100 - SUMMARY
PART 1 - GENERAL
1.1SUMMARY OF WORK
- Project: Laura Wilcox Memorial Building Exterior Painting
- Owner: County of Nevada
- Architect: County of Nevada
- The Work consists of: exterior painting and sealing of penetrations that may allow moisture infiltration. All previously painted surfaces are to be painted, except the black wrought iron fencing. Work to include all necessary surface preparations, cleaning, scraping, filling, caulking, priming, and painting. All surface preparation is to be per paint manufacturers specifications. The existing paint is known to not contain lead.
1.2WORK RESTRICTIONS
- Contractor's Use of Premises: During construction, Contractor will have unlimited use of siteindicated. Contractor's use of premises is limited only by the ability for the Contractor to provide a safe environment for all pedestrian and vehicular traffic on the siteand access to the building during hours of operation.
Subparagraph below contains two examples of limitations on Contractor's use of premises; delete if not applicable. Insert other descriptions of areas or types of limited use, requirements for cooperation with Owner's personnel, noninterference with Owner's or public use, and other necessary restrictions if required.
- Owner will occupy building during painting. Clean up work areas and return to a useable condition at the end of each work period.

SECTION 01300 - ADMINISTRATIVE REQUIREMENTS
PART 1 - GENERAL
1.1PROJECT MANAGEMENT AND COORDINATION
- Coordinate the project to ensure efficient and orderly execution of each part of the Work.
- Conduct progress meetings at Project site every week. Notify Owner of meeting dates and times. Require attendance of each subcontractor or other entity concerned with current progress or involved with planning or coordination of future activities.
1.2SUBMITTAL PROCEDURES
- Coordinate each submittal with fabrication, purchasing, testing, delivery, other submittals, and related activities that require sequential activity.
- No extension of the Contract Time will be authorized because of failure to transmit submittals enough in advance of the Work to permit processing.
- Project Manager will not accept submittals from sources other than Contractor.
- Identify deviations from the Contract Documents.
- Submit 2 (two) copies of each submittal.
- Place a permanent label or title block on each submittal for identification. Include the following information on the label:
- Project name.
- Date.
- Name and address of Contractor.
- Name and address of subcontractor or supplier.
- Number and title of appropriate Specification Section.
- Owner will review each action submittal, mark as appropriate to indicate action taken, and return copies less those retained. Compliance with specified requirements remains Contractor's responsibility.
- Construction Schedule Submittal Procedure:
- Submit schedule within 7 days after date established for Commencement of the Work. Distribute copies to Owner, subcontractors, and parties required to comply with dates.
- Revise the schedule after each meeting or activity where revisions have been made. As Work progresses, mark each bar to indicate actual completion. Distribute revised copies to Owner, subcontractors, and parties required to comply with dates.
PART 2 - PRODUCTS
2.1ACTION SUBMITTALS
- Product Data: Mark each copy to show applicable choices and options. Include the following:
- Data indicating compliance with specified standards and requirements.
- Notation of coordination requirements.
- Samples: Submit Samples finished as specified and identical with the material proposed. Where variations are inherent in the material, submit sufficient units to show full range of the variations. Include name of manufacturer and product name on label.

3.1EXAMINATION AND PREPARATION
- Examine substrates and conditions for compliance with manufacturer's written requirements including, but not limited to, surfaces that are sound, level, plumb, smooth, clean, and free of deleterious substances; substrates within installation tolerances; and application conditions within environmental limits. Proceed with installation only after unsatisfactory conditions have been corrected.
- Prepare substrates and adjoining surfaces according to manufacturer's written instructions, including, but not limited to, filler and primer application.
3.2CUTTING AND PATCHING
- Do not cut structural members without prior written approval of Owner.
- For patching, provide materials whose installed performance will equal or surpass that of existing materials. For exposed surfaces, provide or finish materials to visually match existing adjacent surfaces to the fullest extent possible.
3.3INSTALLATION
- Comply with manufacturer's written instructions for installation. Anchor each product securely in place, accurately located and aligned. Clean exposed surfaces and protect from damage. If applicable, prepare surfaces for field finishing.
- Clean Project site and work areas daily, including common areas.
3.4CLOSEOUT PROCEDURES
- Substantial Completion: Before requesting Substantial Completion inspection, complete the following:
- Advise Owner of pending insurance changeover requirements.
- Submit specific warranties, maintenance agreements, and similar documents.
- Obtain and submit releases permitting Owner unrestricted use of the Work and access to services and utilities. Include occupancy permits, operating certificates, and similar releases.
- Submit Record Drawings and Specifications, operation and maintenance manuals, and similar final record information.
- Deliver extra materials, and similar items.
- Remove temporary facilities and controls.
- Complete final cleaning requirements, including touchup painting.
- Touch up and otherwise repair and restore marred exposed finishes to eliminate visual defects.
- On receipt of a request for inspection, Owner will proceed with inspection or advise Contractor of unfulfilled requirements. Owner will prepare the Certificate of Substantial Completion after inspection or advise Contractor of items that must be completed or corrected before the certificate will be issued.
- Request inspection for certification of Final Completion, once the following are complete:
- Submit a copy of Substantial Completion inspection list stating that each item has been completed or otherwise resolved for acceptance.
- Owner will reinspect the Work on receipt of notice that the Work has been completed.
- On completion of reinspection, Owner will prepare a Board of Supervisors Resolution for a Certificate of Completion and final payment. If the Work is incomplete, Owner will advise Contractor of the Work that is incomplete or obligations that have not yet been fulfilled.

SECTION 07920 - JOINT SEALANTS
PART 1 - GENERAL
1.1SECTION REQUIREMENTS
- Submittals: Product Data and color Samples.
- Environmental Limitations: Do not proceed with installation of joint sealants when ambient and substrate temperature conditions are outside limits permitted by joint sealant manufacturer.
PART 2 - PRODUCTS
2.1JOINT SEALANTS
- Compatibility: Provide joint sealants, joint fillers, and other related materials that are compatible with one another and with joint substrates under service and application conditions.
Delete first paragraph and subparagraph below if no building expansion joints.
- Sealant for General Exterior Use Where Another Type Is Not Specified
Retain one or more of three subparagraphs below.
- Single-component, nonsag urethane sealant, ASTMC920, TypeS; GradeNS; Class25; and UsesNT, M, A, and O.
Retain first two paragraphs and associated subparagraph below for traffic bearing joints if any.
2.2JOINT-SEALANT BACKING
- General: Provide sealant backings of material and type that are nonstaining; are compatible with joint substrates, sealants, primers, and other joint fillers; and are approved for applications indicated by sealant manufacturer.
- Cylindrical Sealant Backings: ASTMC1330, of size and density to control sealant depth and otherwise contribute to producing optimum sealant performance.
- Bond-Breaker Tape: Polyethylene tape or other plastic tape recommended by sealant manufacturer for preventing sealant from adhering to rigid, inflexible joint-filler materials or joint surfaces at back of joint.

SECTION 09910 - Painting
PART 1 LOCATION
1.1 208 Sutton Way, Grass Valley, CA
PART 2SCOPE
2.1 This specification defines the requirements for surface preparation, coating systems, minimum and maximum dry film thickness, special application instructions when necessary and inspection for painting of specified substrates.
PART 3MINIMUM SPECIFICATIONS
3.1 If instructions contained in this Specification, bid documents or the Painting Schedule are at variance with the paint manufacturer’s instructions or the applicable standards and codes published by SSPC or OSHA, surfaces shall be prepared and paint applied to meet the higher standard, as determined by the design authority.
PART 4RESOLUTION OF CONFLICTS
4.1 The Contractor shall be responsible for requesting prompt clarification when instructions are lacking, conflicts occur in the specification and/or paint manufacturer’s literature, or the procedure specified is not clearly understood. In the event the Contractor fails to resolve these conflicts which may exist, he shall be responsible for handling the discrepancies in a manner as prescribed by the design authority at no additional cost to the owner.
PART 5 SAFETY
5.1 All pertinent safety regulations, both the owner’s and OSHA’s, shall be adhered to rigidly. In addition, all safety precautions noted on the manufacturer’s product data sheets and labels shall be observed for both materials and equipment.
PART 6PERMITS
6.1 The Contractor shall obtain, at his own expense, all permits and licenses and shall comply with all laws, codes and ordinances promulgated by authorities having jurisdiction which may bear on the work.
PART 7COORDINATION OF WORK
7.1The Contractor shall be responsible for coordination of his work with other crafts and contractors working on the same job and with the owner.
7.2The contractor shall inform the owner of any items, not to be painted, that require being moved
PART 8WORKMANSHIP
8.1 The application shall leave no sags, runs or holidays. Any damage in any coat shall be repaired to conform to this specification prior to final inspection.
8.2 Where required, imperfections and holes in surfaces to be coated shall be cleaned and repaired in a manner approved by the Project Manager.
8.3 Each coat shall be applied in a different color or shade from the preceding coat to aid in determining the uniformity and coverage of the coating.
8.4 No coating should be applied unless the surface is a minimum of 5º above the dew point. This requirement also applies during curing of the coatings.

Dew Point Chart -- Temperature at which moisture will condense on the surface.
Example:
If the ambient air temperature is 70º F and the humidity is 65%, the dew point is 57º F
and no coating should be applied unless the surface temperature is at least 62º F.
PART 9CLEANUP
9.1 Defaced Surfaces
9.1.1 At the completion of the work, the Contractor shall remove all spilled or splashed paint or over-spray from surfaces that have been defaced.
9.2 Material and Debris Removal
9.2.1 At completion of the work, the Contractor shall remove from the job site all painting equipment, scaffolding, surplus materials and debris resulting from his work.
9.3 Trash and Debris
9.3.1 The Contractor shall be responsible for keeping trash and debris from collecting or being spread across the job site during the course of the job. Oil and solvent soaked rags shall not be allowed to accumulate and they shall be removed from the job site frequently.
PART 10MATERIALS
10.1Specified Materials
10.1.1All materials specified are from PPG Industries, Inc., and are intended to establish standards of quality and generic types. All requested substitutions will be submitted to the Project Manager for approval.
10.2Delivery Conditions
10.2.1All coating materials shall be delivered to the job site in the original and unopened containers, plainly marked with the proper designation of the product, as well as the name of the manufacturer. All coating materials at the job site shall be subject to inspection by the design authority.
10.3Storage Conditions
10.3.1All painting materials shall be stored in a clean, dry, well ventilated place, protected from sparks, flame, direct rays of the sun, and excessive heat or cold. The Contractor shall be solely responsible for the protection and safety of the materials stored by himself at the job site.
10.4Paint Additives
10.4.1Paint additives are prohibited unless specified and approved by design authority or the coating manufacturer.
10.5Colors
10.5.1Colors for individual items shall be the same as existing.
PART 11 GENERAL SURFACE PREPARATIONS
11.1Surfaces not to be painted shall be protected during cleaning and painting operations.
11.2Before any surface is coated, it shall be cleaned carefully of all dust, dirt, grease, loose rust, mills scale, old paint, etc. A cleaner such as PPG Porter Prep 571 shall be incorporated along with power washing on any heavily soiled or stained areas. Immediately prior to painting the surface shall be inspected for compliance with the specified degree of surface preparation.
11.3 All cracks and joints are to be caulked and sealed per manufacturer’s specifications.
11.4Exterior painting shall only take place when good weather conditions prevail. Painting shall not be undertaken during foggy or misty conditions or when rain or snow is imminent
11.5When substrate temperatures are high, care must be taken while applying the paint to prevent formation of voids, pin holes, and bubbles due to the rapid evaporation of solvent.
11.6All jobs should be inspected, at various stages of surface preparation and coating application.
PART 12CRACK REPAIR ON MASONRY SURFACES
Cracks must be filled prior to painting. Treatment of cracks is required to obtain the water-resistant protection of the building and to help prevent further cracking and deterioration. Methods of treatment depend upon the size of the crack. Reasonable effort shall be made to match repairs to surrounding surface texture.
12.1. Hairline Surface Cracks
These cracks represent surface stress defects and do not extend to significant depth through the substrate. Can be simply topcoated with 4-603 Perma-Crete Alkali Resistant Primer once appropriate surface preparation has been completed.
12.2. Hairline Cracks - Deep
These represent thin cracks, up to 1/32” (31.2 mils), which extend to a significant depth through the substrate.
All dust and dirt should be removed from areas surrounding the cracks. If mildew is present in and around the crack, it should be removed by sterilizing the surface.
The crack should be brushed with Perma-Crete Alkali Resistant Primer, 4-603, making sure penetration into the crack is thorough. Primer should overflow around the crack 1-2 inches.
12.3. Cracks up to 1/16” (62.5 mils)
Clean the surface in and around the crack. Apply Perma -Crete Alkali Resistant Primer, 4-603, into the crack as deeply and thoroughly as possible. Overflow the primer 2 inches around the crack. After the primer dries, fill the crack with PPG Perma-Crete Pitt Flex Elastomeric Patching Compound 4-1000 Series. Force the sealant into the crack using a brush, putty knife or trowel, smoothing the edges around the crack over the primed area. When filling the crack, allow for some shrinkage of the sealant.
12.4 Large Cracks - up to 3/8” (375 mils) - Method 1
Open the crack manually or mechanically up to 1/4” - 3/8” (250-375 mils) and to 1/8” (125 mils) deep.
Clean the crack and surrounding area to remove all dust, dirt and other impurities. Apply Perma-Crete Alkali Resistant Primer, 4-603, into the crack and 2” around the crack. Work the primer well with a brush to obtain uniform coverage in the crack.
Fill the crack with PPG Perma-Crete Pitt-Flex Elastomeric Patching Compound 4-1000 Series, applied with a putty knife or trowel, allowing for shrinkage. Feather edge into primed area.
After 24 hours, examine and determine if appearance is satisfactory. If excessive shrinkage has taken place, repeat application of patching compound.
After required drying time, apply by brush or roll a generous coat of Perma-Crete Alkali Resistant Primer 4-603 to the crack area up to 2” from the crack.
12.5. Large Cracks up to 3/8” (375 mils) - Method II
Proceed as explained in Section D - open, clean and prime the cracks.
Apply Pitt-Flex Elastomeric Patching Compound 4-1000 Series, as described. Allow to dry 24 hours. If excessive shrinkage occurs, repeat application of the sealant. Allow to dry 24 hours.
After required drying time, apply by brush or roll a generous coat of Perma-Crete Alkali Resistant Primer 4-603 to the crack area up to 2” from the crack.

12.6 Cracks Larger than 3/8” (375 mils)
Cracks this size indicate structural problems. If cracks of this size or larger are present consult a specialist on building materials and renovations to recommend appropriate methods of repair.
PART 13 COATING SCHEDULE
Following are the specified coatings to be used, please consult the technical data sheets for complete application instructions.
- Building Exterior:
A. Masonry:
Surface Preparation: Power wash all surfaces to be painted to remove dirt and loose paint. A cleaner such as PPG Porter Prep 571 shall be incorporated along with power washing on any heavily soiled or stained areas. Treat any areas exhibiting mildew with PPG 18-1 Mildew Check.
Cracks: Patch cracks and voids with appropriate Perma-Crete patching compound as outlined in section 12
Primer: None Required
First and Second Coat: PPG/Pittsburgh Paints 4-110 Pitt-Flex 100% Acrylic Elastomeric Coating applied at 5-7 mils DFT
Back roll all spray applied coatings
B. Galvanized Metal:
Surface Preparation: Power wash all surfaces to be painted to remove dirt, loose rust, and loose paint in accordance with SSPC SP-1. A cleaner such as PPG Porter Prep 571 shall be incorporated along with power washing on any heavily soiled or stained areas. Treat any areas exhibiting mildew with PPG 18-1 Mildew Check.
