MINUTES OF REGULAR MEETING

December 15, 2015

The regular meeting of the Graymoor-Devondale City Council was held at the Episcopal Church Home Memory Center, 7504 Westport Rd.

CITY OFFICERS PRESENT: Mayor John Vaughan, Council members David Beaudoin, David Meiners, Joe Meiners, Mark Sites, Harry Weddington and Yvette Winnette. ALSO PRESENT: Safety Director Marvin Bray, Police Chief Grady Throneberry, Attorney John Singler, City Engineer Mark Madison and Clerk/Treasurer Nancy Perito.

PUBLIC FORUM: Jerry Nelson of Graymoor Rd. stated that his car had been broken into and that a person had been lurking in the neighborhood checking cars and sheds. He requested better visibility from the police department. He also requested better communications from the police department after a report has been made regarding an incident.

Council person Yvette Winnette suggested to the Council that the City attempt to do something different in law enforcement. Some of the suggestions from an article on community policing which she pointed out to the Council were: parking a police car in someone’s driveway; a reward system for reporting crime; saturation patrol with more officers on duty at night and general better visibility. She called for steps to be taken to demonstrate action.

APPROVAL OF MINUTES: Harry Weddington motioned to approve the minutes of the October, 2015 meeting. Yvette Winnette seconded the motion and the October, 2015 minutes were approved by unanimous vote.

APPROVAL OF TREASURER’S REPORT: Yvette Winnette motioned to accept the treasurer’s reports for October and November, 2015 as previously distributed. David Meiners seconded the motion and the October and November, 2015 treasurer’s report was accepted by unanimous vote.

APPROVAL OF THE AUDIT FOR FISCAL YEAR 2014-2015: The approval of the 2014-2015 audit report was tabled until the January meeting in order to answer a question regarding a discrepancy between the expenses for Police Protection which is given on page 3 as $485,030 and page 11 as $499,058.

OLD BUSINESS:

Street Sign Project: David Beaudoin stated that the project was scheduled to be completed by November 30th, but several changes to the project have been made. The poles on Westport Rd. have been changed to breakaway poles. This involves six (6) poles with an additional cost of $600.00. The current holdup is with the supplier.

Mayor Vaughan stated that two residents at Arrowwood Rd. and Devondale Dr. are unhappy about the placement of the new poles for the street signs. Also a resident of Kingswood Apartments inquired about

the street signs in the complex. Mayor Vaughan stated that the signs were replaced the last time and requested that new signs be included on the public streets in Kingswood. He also requested a new agreement on a completion date.

City Office Renovation: Chief Throneberry reported that the architect has not been very responsive. He is waiting on the drawing revisions before the project can go out for bid.

NEW BUSINESS:

VA Hospital Project Updates: Mayor Vaughan reported there has not been another meeting. There is no news since the last meeting.

PUBLIC SAFETY: Chief Throneberry reported that 136 residents have signed up for Reach Alert.

He is currently scheduling all the officers for their annual in-service for next year.

Chief Throneberry reported he has recruited a new officer to replace Paul McDonald and Jack Jawor. She will not start until the end of January.

Chief Throneberry reported on the community meeting that took place to discuss some car break-ins on Fairmeadows Ln. He said the meeting was an effective one.

Council person Harry Weddington stated that communications with residents who have had an incident is a common theme. Mayor Vaughan agrees that a brief e-mail update to those who have filed a police report on a crime would be a positive step.

CODE ENFORCEMENT: Mark Madison reported that he has had requests for a few permits.

Also there is a request for approval of a 1000 square foot one story building for Kingswood Apartments.

The proposed addition will house the leasing office. Five additional parking spaces will also be constructed in conjunction with the building addition.

SANITATION: No report.


PUBLIC WORKS/SIGNAGE: No report.

BEAUTIFICATION: No report.

INSURANCE/FINANCE: No report.

PUBLIC INFORMATION: No report.

CITY CLERK: No report.

SPECIAL PROJECTS: No report.

ICE/SNOW: No report.

LEGAL: John Singler reported there will be a meeting on December 29th at the Jeffersontown Community Center at 6:00p.m. to address the prospective Google-related franchise. This would be a

cooperative county-wide franchise. Jeffersontown is taking the lead. There will be a need for the Council to authorize the Mayor to enter into an interlocal cooperation agreement along with other municipalities in Jefferson County. This will allow Metro government to administer the bid process.

John Singler also addressed the possibility of a cooperative maintenance agreement with MSD. Mark Sites inquired as to what we are actually getting for the drainage fee. John and Mark will be meeting with Angela Leet to discuss how the process might work. John requested Council members send him suggestions for definite areas of concern.

John also reported that a lien had been filed on the property at 7500 Moredale Rd. in the amount of $3,225.00 for code violations. He will send a final certified letter with a request to respond or foreclosure proceedings will move forward. They will have 15 days to respond.

There being no further business to discuss, the motion for adjournment was made by David Meiners and seconded by David Beaudoin. The meeting, by unanimous vote, was adjourned at 8:35 p.m.
