2. / TO APPROVE THE MINUTES OF THE AGM AND LAST MEETING
The minutes of the AGM and The minutes of the Parish Council meeting of 30th May 2017 were approved and signed by the Chairman on the proposal of Cllr. V Hardwick. Seconded by Cllr. Collins.

Cllr. Robertson has a standing Declaration of Interest during discussions on Stanton Prior Cross Wall Orchard amenity Area and Cllr. Collins recorded a Declaration of Interest during discussions on item 8.5.
District Cllr. Davies has a standing Declaration of Interest at meetings during Planning discussions as she is Chair of BANES Planning Committee.

17/03108/FUL West End Cottage, 1 Hunstrete, Marksbury. BS39 4NT. Erection of ancillary accommodation with car port following demolition if existing sheds. Comments raised with B&nes that a condition should be attached this may only be ancillary accommodation.
To record comments on applications dealt with since the previous meeting.
1702657/FUL. The Cottage, 1 Wilmington Hill, Stanton prior. BA2 9HX. Erection of open-sided extension to rear of existing garage to provide covered seating area.
No Objection.

8.5 / VILLAGE MAINTENANCE
Update on problems already reported to B&nes.
Road subsidence by Hamilton House on The Street has been earmarked by B&nes to be undertaken for repair in the future.
Clearance of the drain under the road on the Drumway (known as The Drive by B&nes) is on two yearly cycles for cleaning and work is only undertaken in areas deemed to be at risk from flooding. Where these circumstances occur they have to be informed to Floodwatch and property owners informed who must inform their insurance companies before any work can be carried out.
SSE Enterprise Contracting Ltd: - are unable to repair the street light next to Marksbury Village Hall outside 77 Marksbury and this has been agreed to be replaced at a cost of £928.89 proposed by Cllr. Collins and seconded by Cllr. Robertson in favour of accepting the quote raised by SSE Enterprise Contracting Ltd .The contract will be returned by the clerk to the company.
The light outside the Hall has been reset.
Overhanging vegetation at the Marksbury Bus stop has been cut back.

REPORT ON STANTON PRIOR CROSS WALL ORCHARD AMENITY AREA.
Cllr. Robertson advised the Afternoon Cream Teas would start on Sunday from 30th July to 27th August.

TRAFFIC MANAGEMENT ON THE A39.
Cllr. Collins updated on the public drop in event on 20th June held at Marksbury Village Hall where 42 residents attended; thanks to Cllr. Collins were given by the members as she had leaflet dropped the Parish to ensure residents were aware of the meeting; their comments were taken back by the B&nes Officers and responses are awaited. / EW

9.7 / SPECIAL MATTERS FOR ATTENTION
This item was discussed at 8.1.1.
Approval was given to the launch of this financial year S137 grant applications and Cllr. Robertson will check the application form continued to be current. The clerk will add it as a news item on the website to ensure interested parties could have their application to the Council by the deadline date of 30th September.
Comments are to be forwarded by the Parish Clerk to B&nes on MPC’s response to the draft revised Parish Charter.
MPC would support B&nes in its production of a Dark Sky Policy and suggested that it could become part of Planning criteria and members thanked Cllr. Collins for her research on the subject.
Cllr. Robertson would ask The Duchy if a Beacon could be lit on Stantonbury Hill
as part of the remembrance projects for WW1 Armistice remembrance 2018.
Members agreed there would not be a February or June PC meeting in 2018 to assist with austerity measures with regard to office and administration cost savings.
Cllr. Collins believed she could obtain a Red Ensign in order for MPC to “Fly the Red Ensign for Merchant Navy Day, 3 September 2017. / EW/DR

10 / TO RECEIVE REPORTS OF MEETINGS ATTENDED
Cllr. Wilson revealed as a result of attendance at the Planning Workshop that unless funding is available it would be cost prohibitive to start a Neighbourhood Plan and as we are in a R3 Rural Settlement area it was not required at this time. The Planning Workshop report is on BANES website.
Cllr. Dowdney reported from the Parish Liaison meeting on 12th July that the Bath Park & Ride at Batheaston had been cancelled, there was to be no Metro Link at Saltford, the Housing and Economic Land Availability Assessment scheme was to replace the Placemaking Plan and there were more Transparency Grants available from NALC.
