Local Governmental Relations Committee Mission Statement
Represent SCCAR membership on governmental issues affecting the real estate business; meet with local policy makers and key government staff; and recommend association policies on political and legislative issues.

December minutes approved.
3. Special Guest Speaker:
Melissa Whatley -Director, Government & Community Relations and Sarah Latham, Vice Chancellor for Business and Administrative Services
UCSC houses more students than any other UC university.
Has converted 141 lounges to bed spaces. Now only 17 lounges are left.
3 demand areas administration is focusing on – Student Experience, Support Access (accommodating California students), and Campus challenges (geography of surrounding are makes it hard to build more housing).
Wait List/ Pipeline issues: 800 to 1000 students are on the wait list, many don’t apply due to lack of spaces.
Driving forces for new student housing: Not sufficient housing, low vacancy rate, dramatic off-campus rental rate increases.
In 2016 president launched a housing initiative.
It is a system wide public private partnership.
Eight developers have been shortlisted and are eligible to compete for specific campus projects.
The USC student housing West Project is the first project advanced through this process.
5 reasons for public private partnership system:
Advance affordability of rates
Leverage creativity and efficiency of community development
Reduce impact on campus debt capacity,
Shift framework to focus on performance outcomes
Ensure fiscal integrity of current housing stock
Capstone development was chosen to work on projects.
Current P3(public/private partnership) structure:
Who develops and construct it – Capstone
Who owns it – a third party non-profit would own the housing structure and basically lease the land from the Seaside company. Collegiate Housing Foundation is the actual owner.
Who operates it – campus will operate housing.
Preliminary concept – There will be up to 3000 beds, apartments for upper division, graduate students, and family housing.
First group of beds online by 2020.
Administration plans to demolish current housing residences and implement new housing project in the proposed area. Currently located where family housing is.
Water demand on campus has stayed relatively the same for the past couple years.
4. Discussion on Point of Sale sewer lateral requirement for the County
Rose McNair discovered a code regarding a Point of Sale sewer lateral requirement for the County. Like the city of Santa Cruz, the county has a similar POS sewar lateral ordinance. The county has had one for years but never really enforces it. Association will be discussing with lawyer in regards to best legally approach the issue.
