Regular Monthly Meeting

July 13, 2010

The Washington Township Board of Supervisors held their regular monthly meeting on Tuesday, July 13, 2010. Supervisors present: Vice-Chairman Robert Hrin, Steven McClelland (arrived at 7:30), Mike McClintick and Harold Wilson. Absent: Chairman Ronald Sunderland. Also present: Greg Kruk, Solicitor, Colleen Pifer, Secretary/Treasurer and Daniel Whaling, Roadmaster. Visitors: Cathy Moore, Courier Reporter, Robert Shaffer, and Dave McKolanis.

Vice-Chairman Robert Hrin opened the meeting at 7:00 PM with a salute to the flag.

OPEN TO THE FLOOR

David McKlonis, a local concerned citizen spreading awareness about the irreversible environmental impact threatening our area caused from drilling in the Marcellus Gas Reserve. He said we are about to become a toxic waste sight. He encouraged citizens to attend an Awareness meeting on July 25, 2010, @ 6 PM at the DuBois VFW.

APPROVAL OF MINUTES

On a MOTION by Harold Wilson, a SECOND by Mike McClintick all the board voting in favor, the minutes of the June 08, 2010, regular monthly meeting were approved as presented.

APPROVAL OF BILLS DUE AND PAYROLL

On a MOTION by Harold Wilson, a SECOND by Mike McClintick, all the board voting in favor, the vouchers due for payment and the payroll for the employees and Supervisors pay from June 09, 2010 thru July 13, 2010 were approved.

TREASURER’S REPORT

The Treasurer presented a Budget vs Actual report. She reported that all the revenues seem to be on target for this time of the year.

On a MOTION by Harold Wilson, a SECOND by Robert Hrin, all the board voting in favor, the monthly Treasurer’s report was approved as presented

CORRESPONDENCE

An email was received from Allen & Carrie Munro. They hired Eric McCleary from Damariscotta to evaluate a wetland determination. The results will be presented at the next Township meeting.

A letter was received from Glassmare’s attorney in respect to the fuel bid rejection. This letter was referred over to the Solicitor.

The permit application for a “privy” for the Amish School House (David Troyer) was approved by Jefferson County Sewage Asso.

SOLICITOR’S REPORT

The Jefferson County Stormwater Plan is being sent to DEP for review. Eventually the Township will have to adopt their own ordinance.

Fremer structure update: Mr. Kruk suggested arranging a meeting to explain exactly what the Township wanted. The board said there was still a chimney standing and they may want to use that if they rebuild. But there is still debris and a hot water tank lying around. The board said having the debris laying round is a reminder of the tragedy.

NEW BUSINESS

Sewer Planning Module…

On a MOTION by Steve McClelland, a SECOND by Harold Wilson, all the board voting in favor, the Sewer Planning Module for Mike Duckett on Sandstone Road was approved. It will be forwarded to DEP for their final approval.

OLD BUSINESS

TCC update – Voting Delegate for the Township - Steve McClelland

The TCC met on June 29, 2010. They adopted the 2010 budget. Summerville Borough appointed Greg Furlong as primary voting delegate. Copies of the proxy vote form and a voting delegate appointment resolution were distributed. Two bids were reviewed for tax collection; Berkheimer and Central Tax. Site visits will be set up with these agencies. At the next TCC meeting on July 27, 2010, these agencies will be interviewed.

Steve said if anyone had any questions for these agencies, to let him know.

FEMA – Representative for the Township - Robert Hrin

FEMA is rezoning their flood plain maps. The Township will have to update their ordinance. The website for FEMA is http://www.msc.fema.gov for anyone interested in seeing whether or not they are located in a flood zone.

ROAD REPORT – Mike McClintick, Road Supervisor

Mr. McClintick reported that a resident on Side Hill Road requested a 35 mph speed limit. It seems to be more of a neighbor dispute and the Township is not going to get involved. Mike said he had several residents on Beechtree Road request a speed limit. He spoke to Penndot and they said the Township has to send a letter approving it first before they will look into it.

On a MOTION by Mike McClintick, a SECOND by Steve McClelland, all the board voting in favor, the Township will send Penndot a letter approving the posting of a speed limit on Beechtree Road.

Roadmaster’s report…

Kyle Run Road…

Dan Whaling requested quotes for the excavating work for the Kyle Run Road Bridge. Out of four contractors he received two. Groves Excavating - $9600; Brooks Services - $8800. He is in the process of getting quotes for the guiderail.

The work to be done is: remove stones, damn up creek, pump water, excavate for new 10’ long squash pipe, backfill pipe and put #4 stone in gabion baskets. Materials: Pipe, sandbags, stone, baskets. Equipment: Track hoe.

The Township sent a letter to the Fish Commission requesting financial support for this project.

On a MOTION by Harold Wilson, a SECOND by Steve McClelland, all the board voting in favor, the bid from Brooks Services, LLC was accepted to perform the work at the Kyle Run Road Bridge.

Bid for ’85 Dump Truck…

One bid was received. It was from Mike Veneziana in the amount of $2,401. It was below the minimum bid advertised. Mr. Veneziana submitted a bid below the amount last month also.

On a MOTION by Steve McClelland, a SECOND by Harold Wilson, all the board voting in favor, the bid from Mike Veneziana was rejected due to being under the bid requirement.

Dan Whaling will advertise on Ebay and place in the Truck Trader. The Solicitor will review the next course of action to take for the sale of the truck since we have advertised it twice.

Road Bond releases….

On a MOTION by Harold Wilson, a SECOND by Mike McClintick, all the board voting in favor, road bond releases for Hanley & Bird on Cyphert Road and for Mike Gardner on Daugherty Road were approved as recommended by the Roadmaster.

Moore Road…

Strishock Coal Company requested permission from the Township to strip out a portion of Moore Road, T-479 and to conduct surface mining activities within 100 feet of and extending up to the southern right-of-way line of a portion of Moore Road. Plans are to close the road and reopen before school reconvenes.

Dan suggested while Moore Road was closed to take the curves and hills out making the road shorter and making it easier to maintain. The Solicitor will check into the procedure for this.
