Call to Order

Meeting was called to order by Budget Committee Chair, Robbin Dunn at 2:36 PM.

Executive Assistant, Jessica Banes verified that the agenda for this meeting was posted to the appropriate locations on Monday, April 11, 2016. Ms. Banes explained that the agendas look different from past agendas because they have been done in an accessible format. Ms. Banes also explained that meeting minutes going forward will look different as well.

Public Comment

Committee Member, Michelle Weyland, informed the Committee that she took a new position and will no longer serve on the Committee effective Friday, April 22nd. Jason Kolenut has been hired to take Ms. Weyland’s old position and he will take her place on this Committee as well.

Approval of Minutes from the February 2016 Meeting

Michelle Weyland made a motion to approve the minutes from the February 3, 2016 meeting as presented. Jack Reid seconded the motion, and the motion passed unanimously.

Presentation and Recommendations on NGCDD Council Budget

Committee Member, Michelle Weyland and Executive Director, Sherry Manning presented the budget for State Fiscal Year (SFY) 2016 and Federal Fiscal Year (FFY) 2015 and 2016 obligations and liquidations. Ms. Manning gave background information on the Council budget process. Ms. Manning updated the Committee on the progress of drawing down State funds, as well as introduced the plan to obligate the funds.

Ms. Manning reviewed the following handouts:

  • Leg Approved Fund Map – SFY16
  • BA 3154 – DHHS Director’s Office Developmental Disabilities FY2016 – L01 Legislatively Approved
  • Developmental Disabilities Council Grant
  • Federal Awards 2015, 2016
  • Match Requirements
  • Plan for Additional Match

Jennifer Casselman made a motion to approve the budget as presented. Jack Reid seconded the motion, and the motion passed unanimously.

Presentation and Recommendations on New NGCDD Staff Position

Executive Director, Sherry Manning presented justification based on the new 5-Year State Plan (Plan) Goal 2, Objective 2.1 for going forward with the State Personnel Process to create and hire a new NGCDD Staff person to fulfill the Goals and Objectives as stated in the Plan. The Plan can be viewed at Recommendations made by this Committee will be presented at the June 2016 NGCDD meeting for final approval.

Ms. Manning reviewed Goal 2, Objective 2.1 in the handout, Executive Summary. Ms. Manning explained the process for final approval of the position on the State side. Jennifer Casselman made a motion to approve the budget for staff as approved by the Council. Michelle Weyland seconded the motion, and the motion passed unanimously.

Public Comment

Committee Member, Michelle Weyland thanked the Committee and the Council for being so great to work with; and Executive Director, Sherry Manning thanked Ms. Weyland for her hard work.

The next NGCDD Budget Committee meeting is set for Wednesday, July 20, 2016 at 2:30 PM.
