There were two members of the public present. One was introduced by Cllr Ashton as the Conservative candidate for the County Council elections in May.

MINUTES OF THE MEETING HELD ON THURSDAY 02 MARCH 2017 AT 7.30pm IN THE YOUTH CENTRE, HALL LANE, STICKNEY

  1. APOLOGIES FOR ABSENCE

Apologies: were accepted from Cllrs Wood, Dodds and Perham, Dist Cllr Jones and County Cllr Ayling

Present: Cllrs Sherriff, Edwards, Spring, Cooper, and Bolland (Chairman)

  1. TO RECEIVE REPORTS FROM REPRESENTATIVES ON OUTSIDE BODIES (5 minutes)
  1. Dist Cllr Ashton reported in the Public Forum:
  2. The ELDC budget has been set and there will be an increase from £126.00 to £131.00 for a band A property.
  3. Parish Council precepts have increased across ELDC due to Parishes taking on more responsibilities.
  4. Of the £131.00 for ELDC 50% will be given to the Internal Drainage Boards.
  5. There will be no referendum regarding the possibility of a Unitary Council, consultations will take place instead. This is due to purdah rules.
  1. The Police reported incidents between 12 January and 01 March:
  2. 16 incidents of harecoursing in Stickney and surrounding villages.
  3. 2 incidents of suspicious circumstances at Holmes Road and at William Lovell Academy.
  4. 2 incidents of anti-social behaviour at Horbling Lane and at William Lovell Academy.
  5. 1 transport hazard at Main Road
  1. TO RECEIVE DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE LOCALISM ACT 2011

There are no problems with the equipment and the bins are still emptied regularly.

Nothing has been received from LCC regarding the requested specification for the removal of the toilet block.

  1. TO RECEIVE REPORT REGARDNG THE SPEED AWARENESS SIGNS
  1. Street lights numbered 32 - 37 and 54 - 57 will be requested for use on the Main Road for the 30mph signs.
  2. Street lights numbered 3 - 8 and 15 - 19 on Horbling Lane will be requested for use of the 30mph signs.
  3. Street lights numbered 5 - 15 and 18- 21 on Hall Lane will be requested for use of 30mph signs.
  1. TO DISCUSS/APPROVE THE RISK ASSESSMENT FOR THE CEMETERY AND CHURCHYARD
  1. The risk assessment was presented to Councillors and approved.
  2. Works to be carried out in the cemetery and churchyard were discussed:
  3. Ask LCC about slurry sealing the tarmac footpaths in the cemetery.
  4. Obtain quotations to re-set the paving slabs in the cemetery.
  5. Obtain quotations for re-painting two benches and replacing the wood.
  6. Ask ELDC if the Tree Warden can give a written report about the trees in the cemetery and Churchyard. If not ask for a quote for another tree surgeon.
  1. TO DISCUSS THE WINDING OF THE CHURCH CLOCK
  1. The volunteer who is currently winding the clock has written instructions about what needs to be done. Winding every 5 or 6 days, 44 steps to climb, suggest a payment of £5.00 per winding (£365.00) if payment made.
  2. A paid person winding the clock will need to have public liability insurance, carry out a risk assessment and invoice the Parish Council for payment.
  3. A volunteer is covered on the Parish Council insurance and the Parish Council must carry out a risk assessment.
  4. An item has been put in the Parish magazine for anyone interested to contact the Clerk.

  1. TO DISCUSS THE POSSIBILITY OF HAVING A DEFIBRILATOR IN THE VILLAGE
  1. The owner of the site where a defibrillator has still not confirmed if it can be sited on the building.
  2. The telephone kiosk can be adopted for £1.00 and BT will remove the phone and leave the power supply. There will be no cost for the power, but maintenance of the kiosk will be the responsibility of the Parish Council. It was resolved to get further details of how to adopt the kiosk.
  1. TO DISCUSS USING THE SOLAR CENTURY GRANT FOR STICKNEY AND WEST FEN
  1. Quotations will be required for a defibrillator, the vandal proof box and ‘defibrillator’ signs for the kiosk.
  2. West Fen would like a notice board with ‘Parish of West Fen’ above it. The West Fen Parish Meeting will approve quotations ready for this Parish Council to apply for a grant on their behalf.
  3. Applications must be with Grantscape by 26 April 2017.
  1. TO DISCUSS THE GREAT BRITISH SPRING CLEAN
  1. ELDC have been asked if they can provide pickers and bags for a ‘clean up’ at the end of April, the reply is that the Parish Council should ask at the time.
  2. The ‘clean up’ has been advertised in the parish magazine.
  3. This will be discussed at the next meeting if anyone is interested in helping on 29 or 30 April.
