Creation of National Geographic
Information System for uzbekistan

Successful realization of reforms in agrarian and other sectors with due regard for complex territorial development of the Republic of Uzbekistan is possible only at presence full, reliable and actual information about territories and different objects and resources, their development and transformation, including legal, economic and technical data, as well as information about their actual use and potential.
It is well-known that the most efficient form of the complex presentation and analysis of information about territorial development are geographical information systems (GIS). Today’s level of Information and Communication Technologies (ICT) development in Uzbekistan allows considering the possibility of the creation GIS country wide. The main preconditions for realization National GIS (NGIS) project are as follows:
impetuous development of ICT in the country;
necessary legal and normative base in sphere of ICT, geoinformatics, geodesy, cartography and cadastre;
necessary institutions and authorities: National Centre of Geodesy and Cartography (leading organization), aero geodetic and cartographic enterprises, territorial (regional, district, town) cadastre services etc.;
positive experience of realization, due to support of Korean International Cooperation Agency, the first stage of the NGIS project in 2006-2007.
The main components of National GIS project stipulated by the plan for the first stage (2010-2015) are as follows (fig. 1):
technical design of NGIS and their components;
opening financing, preparing documentation for procurement, supply, installing hard- and software, training specialists;
creation the new State geodetic network based on GPS reference stations which will establish conditions for operational and exacting collection actual and accurate information for NGIS;
elaboration actual digital cartographic base by aerospace and ground surveys in scale from 1:200000 to 1:2000;
creation integrated computerized Real property cadastre and registration system based on “one stop shop” approach;
collection from different sources, systematization, analyzing and entering into NGIS database necessary cadastral and other thematic information;
organizing central and 14 regional Information-Analytical Centers of NGIS and situation centers for state and regional authorities;
training NGIS users from ministries, authorities, local governments;
implementation NGIS on governmental level, in ministries, authorities, local administrations with further inclusion, as forming, into the e-government of the Republic Uzbekistan.

National GIS will allow analyzing and valuing in real time different actual and reliable cartographic and other data in order to support decision makers in different spheres: territorial development, land administration, environmental protection, social development etc.
