Whereas reports have been received that due to the situation prevailing in the areas of Police Stations specified in the schedule appended to this order, it is apprehended that terrorist/anti-social elements may seek hideouts in the residential areas of the said Police Stations and there is every likelihood of breach of peace and disturbance of public tranquility and also there is grave danger to human life and safety and injury to public property on that account.
2.And whereas it is necessary that some checks should be put on landlords/tenants so that terrorists/anti-social elements in the guise of tenants may not cause explosion, riots, shoot outs, affray etc. and that immediate action is necessary for the prevention of the same.
3.Now, therefore, in exercise of the powers conferred upon me by Section 144 Criminal Procedure Code, 1973 read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. U-11036/1/2008-UTL dated 26.11.2008. I, Kannan Jegadesan, Deputy Commissioner of Police, South-West Distt., Delhi do hereby order that no landlord/owner/person of any house/property which falls under the jurisdiction of area of Police Stations specified in the schedule appended to this order, shall let/sublet/rent out any accommodation to any person unless and until he has furnished the particulars of the said tenant (s) to the Station House Officer of the Police Station concerned. All persons who intend to take accommodation on rent shall inform in writing in this regard to the Station House Officer concerned in whose jurisdiction the premises fall. The persons dealing in property business shall also inform in writing to the Station House Officer concerned in whose jurisdiction the premises fall about the particulars of the said tenants.
4.The order shall come into force with effect from 22.12.2009 and shall remain in force for a period of 60 days i.e. upto 19.02.2010 (both days inclusive) unless withdrawn earlier.
5.Any person contravening this order shall be punishable under Section 188 of the Indian Penal Code; and
6.As the notice cannot be served individually on all concerned, the order is hereby passed ex-parte. It shall be published for the information of public through Press and by affixing copies on the notice boards of the offices of all Districts DCsP, Addl. DCsP, ACsP, Tehsil Offices of the District, all Police Stations concerned and the offices of the NDMC and MCD.

Whereas a large number of commercial places/shops have come up in Delhi which are popularly known as Cyber Cafes and a large number of people visit them to use the facilities available in such places including e-mail facility.
2.And whereas it has come to notice that certain criminal anti-social elements/terrorists are using these facilities to mislead the security/investigating agencies, create panic in the public, endanger the security of VVIPs and Govt. Institutions, help in the terrorist activities directly affecting the security of the State.
3.And whereas it is necessary to take speedy measures in this behalf to prevent danger to human life or safety, to thwart/prevent terrorist activities, which may affect the security of the State and disturbance of public order and tranquility.
4.Now, therefore, in exercise of the powers conferred upon me by Section 144 Criminal Procedure Code, 1973 read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. U-11036/1/2008-UTL dated 26.11.2008. I, Kannan Jegadesan, Deputy Commissioner of Police, South-West Distt., Delhi do hereby make this written order for strict compliance by the owners of such Cyber Cafes in the jurisdiction of South-West Distt :-.
a.Prohibiting the use of Cyber Café by unknown person and whose identity has not been established by the owner of the Café.
b.Maintaining a register for identity of the visitor/user.
c.Make an entry in the handwriting of the visitor/user mentioning name, address, telephone number and identity proof. The visitor/user shall also sign the register kept for this purpose.
d.The identity of the visitor/user shall be established through identity card, voter card, ration card, driving license, passport and photo credit card (any one of them).
e.Activity server log should be preserved in main server and its record should be preserved for at least six months.
f.If any activity of the visitor is of a suspicious nature the owner of Cyber Café will immediately inform the police station: and
g.Record be maintained about the specific computer used by the person.
h.Cyber Café owners to ensure that users of Cyber Café are photographed on continuous basis & the record of the same is maintained properly.
5.This order shall come into force with effect from 22.12.2009andshall remain in force for a period of 60 days i.e. up to 19.02.2010 (both days inclusive) unless withdrawn earlier.

SENIOR IRS OFFICER ARRESTED FOR CHEATING
DIU/NWD has arrested senior IRS officer namely Capt. Pramod Kumar Bajaj s/o Late Prabhu Dayal Bajaj r/o 3/327, Vinay Khand, Vidhayak Puram, Gomti Nagar, Lucknow, U.P. in FIR No. 33/09 dated 6.11.09 u/s 420/494/406/323/498A/506/120B IPC PS Bharat Nagar, Delhi. The senior IRS is presently posted as Addl. Director, Regional Training Institute of Direct Taxes at Vibhuti Khand, Gomti Nagar, Lucknow, U.P.
Brief facts :
The case FIR No. 33/09, U/s 420/494/406/323/498A/506/120B IPC PS Bharat Nagar, Delhi was registered on the complaint of Ms. Rakhi D/o B.C.Gupta R/o 315, SFS Apptt. Ashok Vihar, Phase-IV, Delhi on 6.11.09. The investigation of the case was marked to a team of officers of DIU/NWD.
It is alleged in the FIR by the complainant that she was approached by the accused person through his profile on an internet matrimonial site. To obtain her consent, the accused intentionally misrepresented his date of birth and marital status. He further kept on calling the complainant on her mobile and through e-mail also and succeeded in getting her consent for marriage. After negotiations, the marriage was settled to take place on 28.12.2008 in Delhi. The marriage ceremony was held at prestigious banquet hall of North Delhi as per the status of the bridegroom. Heavy gifts and cash were given to the bridegroom by the family and relatives of the bride. After marriage Pramod Bajaj took the complainant to his Govt. Accommodation in Malabar Hill, Mumbai and started harassing her for more dowries. He further put the complainant in house arrest condition. Subsequently, it came to the knowledge of the complainant that Pramod Bajaj had wives and children from previous marriages. She raised the issue with Pramod Bajaj at which he manhandled her. He further threw her out of his house. The complainant returned to her parents’ house at Delhi and further collected more information about the antecedents of Pramod Bajaj and came to know that he was a habitual offender of atrocities against innocent girls. It came to her knowledge that till now Pramod Bajaj has ruined the lives of number of innocent girls by marrying them and making them to leave his house or by throwing them out of his house. He had also misused his official position and money power in order to achieve his objectives and illegal designs. He used to retain all the gifts and jewellery items brought by the brides at the time of their marriages. When the respective families of the harassed girls tried to seek justice, he applied his official strength in getting raids of income tax conducted to silence them and lodged number of false cases against them.
INVESTIGATION CONDUCTED:-
Investigation were conducted from M/s Info Edge (India) Ltd. A-88, Sector-2, NOIDA U.P.which revealed that the alleged misleading profile of the accused on Jeevansathi.com was created in the month of April 2008. The profile contained false information about Marital Status and date of birth of the accused. Local investigation was also conducted from the place of residence of the accused in Mumbai, his previous place of posting which established that the local people identified his previous wife Renu only to be his wife and not the complainant.
Proof of marriage and other information from Richi Rich Banquet Hall, Wazirpur were collected for 28.12.2008 which established that the marriage of the accused and the complainant took place on the given date at the cost of the payments made by the father of the complainant.
Further a team was sent to Ajmer which examined the previous wife of the accused Ms. Renu who stated that she was married to the accused in 1999 and was legally divorced with him on 27.3.2009 by the orders of Hon’ble High Court of Allahabad, Lucknow Bench after a long chain of litigations with the accused for dowry harassment and cruelties. To settle score with Renu, accused Pramod Bajaj tried to prove her characterless and tried to get divorce on the grounds of adultery. He also tried to obtain divorce from the family court of Bandra, Mumbai on grounds of mutual consent by getting papers signed on gunpoint.
As per the statement of Anuradha following facts have been disclosed :-
When he married to Anuradha in 1990, at that time he was posted as Sales Tax officer as DANICS cadre. That time he was staying at Vikas Puri at government accommodation when he used to fight with Anuradha and harassed her. Then family members of Anuradha came to Delhi to sort out their problem but a case was registered against family members under dacoity sections at PS Tilak Nagar. Simultaneously, the complaint was lodged by Anuradha and her parents regarding harassment and case of dowry harassment was registered against Pramod Kumar Bajaj at PS Tilak Nagar. Pramod Bajaj cunningly won over complainant and took her to Lucknow and the case was withdrawn after compromise. After that he again harassed his wife Anuradha to which she again filed a complaint in Lucknow and a case of dowry harassment was registered against him. Then family members of Anuradha again came to Lucknow to settle the matter, but Pramod Bajaj registered a case of theft against them using his local influence. Further to take revenge against his father-in-law he pasted posters in the name of his father-in-law at Punjab, wherein there was message that ‘leave the Punjab and Punjab is meant for Punjabi and not for Hindus’ was written. On enquiry a case under TADA and 153 IPC was registered against Pramod Bajaj and his brother Vijay Bajaj. His brother was arrested in this case. Some how Pramod Bajaj managed to get him out and got the case cancelled from High Court. Now this case is pending for revision in the Hon’ble Supreme Court. He also used his influence through Income Tax Department to harass his wive’s family members by sending notices and raids were conducted on most of the relatives of the family members.
The complainant Ms. Rakhi further provided list of dowry and ‘stridhan’ articles taken by her to her matrimonial house after her marriage. She also provided Photograph and video of her marriage and provided medical papers of the treatment of her injured operated ear due to the blow by the accused.
Under the supervision of Sh K.K.Sharma, ACP/DIU, a team comprising of Inspr. Shankar Lal Meena, SI Sanjeev Kumar Verma, SI Jaivir Singh, HC Narender Kumar, HC Laxmi Narayan and W/Ct.Daharam Kaur was sent to Lucknow (UP) to interrogate and arrest the accused. The accused was arrested by the team after a lot of resistance on 16.12.2009 from the office of the accused in Lucknow. The accused was produced before the Duty magistrate, Rohini Court, Delhi on 17.12.2009 who has remanded him to judicial custody .Further investigation of the case is in progress.

THREE NOTORIOUS AUTOLIFTERS ARRESTED - TWELVE LUXURY STOLEN CARS RECOVERED – MORE THAN 50 CASES OF M.V. THEFTS SOLVED
South District Police has arrested three members of an interstate gang of auto lifters who were involved in several cases of Motor Vehicle Thefts in various areas of Delhi and NCR, Chandigarh, Haryana, and UP. With their arrest, more than 50 cases of M.V. Thefts have been solved and twelve stolen vehicles i.e. one Tata Safari, one Innova, two Verna cars, two Santro cars, one Qualis, one Tavera, one Indigo, one Hyundai I-10, one Alto car and one Maruti Zen car have so far been recovered. Fifty duplicate keys of different vehicles and few instruments to be used for opening the windows/door-locks have also been recovered from them.

INCIDENT, TEAM & ARREST
In the recent past, several auto lifting cases were reported in various parts of Delhi and NCR. In order to prevent these incidents and to nab the criminals involved in these cases, several teams were constituted. A team of Special Staff, South District consisting of SIs Balbir Mann, Sanjeev Kumar, Surinder Dahiya, Jeet Singh, ASI Gyanender, HCs Vinod Kumar, Shiv Kumar, Rajinder Singh, Manoj Kumar, Ashok Kumar, Premjeet, Ramkishan, Phool Singh, Mahender Kumar, Bhoop Singh, Cts Subash, Virendar Nagar, Vikas, Shailender, Vijay, Rajbeer, and (Dvr.) Lakhvinder under the supervision of Inspector Vijay Singh, I/C Special Staff and Sh K.S.Bhatnagar, ACP/Operations was formed to collect information and bust the gang involved in these incidents. The team so formed worked relentlessly and collected details of several criminals with similar modus-operandi and activated their secret informers to collect the information about the gangs involved in these auto lifting’s. These details were analyzed minutely and on the basis of secret information and technical surveillance it came to fore that gang headed by Sagir @ Dhrampal @ Chhotu, a notorious auto lifter might be involved in these incidents. The hard work of police team bore results and specific information was received on 13/12/2009 that Sagir @ Dhrampal @ Chhotu would go towards Gurgaon from Hauzrani via Saket in a stolen white colour Santro car bearing fake number plate having number 669.
