GUIDELINES

The Indiana Office of Energy & Defense Development (OED) is pleased to offer$250,000 in rebates for the installation of geothermal heat pumps (GHP)in existing Indianaresidences. GHPs are a great fit withIndiana's strategic energy plan, Hoosier Homegrown Energy. GHPs make use of a clean, renewable energyresource (constant temperature of the earth),to reducehome energy consumption and costsfor heating, cooling and water heatingby 25–50% or more. Furthermore, GHPsare a homegrown energy technologythat create and maintainskilled manufacturing and installation jobs in our state. For more information about the technology, please visit here.

The rebate programbegins August 1, 2008 and will run until program funding ($250,000)is exhausted or April 30th, 2009. OED expectsthis rebate program to result in the installation of GHPs in167 Indiana homes.Pleaseread allprogram documents carefullybefore completing your application. Manyhomeowners will be eligible for additional rebates/tax incentives from their electric utility, the state government and/or county government. Please see the document"Other GHP Incentives" on our website for more information.

REBATE AMOUNT

Homeowners are eligible to apply for a $1500 rebate if a new geothermal heat pump and a new closed loop system will be installed. Projects applying for the rebate are subject to the rules as outlined in this packet and the Indiana Office of Energy and Defense reserves the right to deny the rebate if it is discovered that the project did not comply with program guidelines.

APPLICATION ATTACHMENTS

  • Printed and signed copy of application – Printed copy of application must be submitted with homeowner’s and contractor’s signatures. Please provide the legal name of only one homeowner on the application. This name should correspond to the name provided on all rebate materials including the W-9 and Direct Deposit form.
  • W-9 Form – State form that must be filled out by the homeowner to get into the state’s disbursement system. Use the same legal name and corresponding Social Security number for the homeowner listed on the application.
  • Direct Deposit Form – Form that gives the homeowner’s banking information for the direct deposit of the rebate. Use the same legal name and corresponding Social Security number and banking information for the homeowner listed on the application.

The Indiana Office of Energy and Defense Development reserves the right to inspect installations to ensure proper installation and that all conditions of eligibility are met.

ELIGIBILITY REQUIREMENTS

  • Existing single family homes located within the State of Indiana.
  • The applicant must have a maximum household income of $100,000 or less to receive the rebate. Household income is defined as the sum of adjusted gross income as reported on all tax returns filed in 2007 for the top 2 wage earners in the household.
  • The installed system must be listed on the Energy Star webpage as an energy star certified geothermal heat pump system. The web address is provided below.
  • The system must be a replacement for an existing heating system (i.e. not for new construction)
  • Only homeowners installing both a new geothermal heat pump and a new closed loop are eligible for the rebate.
  • The system must be a closed loop system. Open loop systems are not eligible for the rebate.
  • All equipment must be new.
  • Applicable building permits must be obtained and are not the responsibility of OED.

Complete Application Requirements Checklist

All materials must be submitted to Carmen Pippenger via mail or fax as a packet after construction is complete.

Printed and signed copy of application (legal name of one homeowner)

W-9 form (with same legal name of the homeowner as listed on the application)

Direct Deposit form (with same legal name of the homeowner as listed on the application)

Program Flow

  1. Homeowner contacts an installer
  2. Homeowner reviews the Additional GHP Incentives document and contacts proper representatives.
  3. Installer submits only the completed rebate application labeled as Geothermal Residential Rebate program guidelines and application via email prior to installation to .
  4. OED reviews and approves/rejects application and notifies installer via email.
  5. Approved applications proceed to construction.
  6. Geothermal system construction completed.
  7. The W-9, Direct Deposit, and application signed by both the one homeowner listed on the application and the installer is mailed or faxed to OED within 30 days of approval.
  8. Full application is processed and rebate is deposited into applicant bank account. (allow 6-8 weeks)

Note: The application is submitted twice. The first time is via email and does not require a signature. The first submission is only meant to hold the spot of the applicant in the queue and ensure that the system qualifies. The second time is via mail or fax and does require a signature. The second submission also requires all of the documents listed in the complete application requirements above. Failure to complete the project and submit application materials within 30 days of approval will result in removal from the queue. There will be no extensions. The installer will have to resubmit the application for the homeowner to be put back in the queue and considered for the rebate again. The rebate is not guaranteed if the project exceeds the 30 day timeline.
