2. Project Title: Cathedral City Cove Area Phase Two (2) Septic System Elimination Project
3. Project Purpose – Problem:
The use of septic tanks in a densely populated area of Cathedral City, known as the Cove area, is polluting the upper levels
of the underground aquifer that supplies drinking water to the Coachella Valley. The severity of the area’s groundwater
degradation resulted in the adoption of Assembly Bill 358 in October 2001. AB 358 changes State law to prohibit
the discharge into the ground from continued use of septic tanks in the Cove area by January 1, 2012.
In order to comply with AB 358, there is a need to construct municipal sewer facilities in the Cove for the collection,
treatment and disposal of wastewater. Cathedral City has adopted a four-phased master plan for the design and construction of
a sewer system in the Cove area. This Project will provide for the design and construction of Phase Two of the Cove sewer
collection system. Phase Two will provide sewer pipeline, eliminating approximately 400 septic tanks.
4. Project Goals:
a. Short-term Goals: Completion of Phase One of the Cove area sewer construction program will provide
- Sewer pipeline to eliminate approximately 400 septic tanks in the Cove area of Cathedral City.
- The first connection from the Cove to the City’s newest pumping station that was completed in 1999 with the intention of
accommodating the entire sewer system planned for the Cove area. - Increased citizen participation in subsequent phases of sewer construction.
- Cathedral City will attain progress in meeting standards set out in AB 358, which prohibits the use of septic tanks in the
Cove as of January 1, 2012.
b. Long-term Goals:
1. Eliminating septic tank usage in the Cove area will lead to the reduction of high concentrations of nitrates
migrating into domestic groundwater resources from old and poorly maintained septic tanks.
2. Long-term protection of the area’s groundwater resources through the implementation of Best Management
Practices (BMPs) in the Cove watershed region.
3. Increased community awareness of the affects of Septic Systems on ground water and watershed areas.
4. Compliance with SWRCB Management Measures 3.1A, 3.4A & B AND 3.6A.
5. Compliance with SWRCB Non-point Source Program Strategy and Implementation Plan, 1998-2013.
6. Compliance with RWCQB-7 WMI Strategic Planning Chapter.
7. Implements identified activities in the Targeted Non-point Source Implementation Project No.’s R7-3,4 & R7-15
