SRS ASSISTANT DIRECTOR- Two year secondment opportunity
SALARY: Grade 12 POINTS 56 – 59 £50,298 - £53,073
The SRS has been engaged with Gwent Police over the last few months around the role that we need to play in the Digital Services Division (DSD).
The DSD is a new, collaborative function that will deliver digital services for both Forces moving forward. The role that we will play in DSD is therefore now clear and exciting. This is the SRS’ opportunity to help shape the delivery of Digital Policing going forward.
With that in mind I am advertising an Assistant Director role that will be based primarily in Bridgend working within the DSD. This role is a scale 12 role that is based on the existing Assistant Director Role with some of the wider strategic responsibilities paired down simply because of the breadth and remit of the role.
This is initially a two year secondment opportunity, as a fixed term role with a view to reviewing permanence and remit as we work through those two years.
The interviews for the role will take place on the 15th February. The format of the interview will be similar to those in the past, a presentation topic given the day before and a number of sessions on the day to make that presentation and an opportunity for us to get the best out of each applicant.

Job Purpose
1. The post holder will act as the key advisor to the SRS COO on all matters relating to ICT within the Digital Services Division (GP OPCC).
2. Reporting directly to the SRS COO will be expected to take a lead role in emerging information technology strategy for Policing.
3. The AD’s of the SRS must model behaviour that values all of the SRS employee’s contributions, that develops the true SRS potential, that creates the environment for innovation and that is the role model for staff across the organisation.
4. Work closely with the other members of the Digital Services Division and the Shared Resource Service management team, and contribute positively to the delivery of the service model.
5. Ensuring the provision of a cost effective and responsive ICT service to collaborative agencies to support the business and service objectives of the Shared Resource Service.
6. Actively contribute to the Shared Resource Service; to achieve the preparation, implementation and monitoring of relevant strategic plans relating to Policing.
Principal Accountabilities and Responsibilities
Strategy
1. To be an integral part of the Digital Services Division strategic planning process to develop and enhance service delivery for Policing.
2. Develop and implement Digital Services Division strategies.
3. Ensure delivery of these strategies to obtain best value and best service from IT investments, facilitating greater efficiency, communications and customer service levels for Gwent OPCC.
4. Review and evaluate present and future opportunities for the Digital Services Division, threats and risks relating to internal and external service delivery.
Leadership
1. Resource, develop and strengthen SRS ICT capacity to service the Digital Services Division to provide excellent services embracing best practice, innovation and continuous improvement.
2. Ensure the successful delivery of Digital Services Division strategies.
3. Foster a culture that engages staff and enables them to realise their full potential through making decisions, acting on common sense and forming and disbanding ad hoc / virtual teams to deliver innovative solutions.
4. Ensure that the culture within the SRS is embedded into the ethos of delivering collaboration work out of the Digital Services Division.
5. Build capacity and capability across the SRS, overseeing programmes for ongoing professional development of existing and future leaders and managers of the SRS.
Technical
1. Lead the delivery of an ICT programme for Gwent OPCC of work developed by the Digital Services Division that meets the needs of the organisation and makes the most efficient use of all the resources available to the SRS.
2. Provide subject expertise and expert knowledge to ensure the SRS is able to act as an ‘intelligent customer’ when engaging with suppliers and partners critical to the success of the Digital Services Division strategy.
Engagement
1. Integrate the SRS teams with the Digital Services Division to ensure appropriate alignment of the Digital Services Division Strategy with Gwent OPCC organisations business strategies.
2. Develop and implement an engagement and communication strategy that provides a link between the Digital Services Division and the SRS, providing an open channel of communication and an inclusive approach that supports effective internal communications though key channels.
3. Develop and widen networks across then Policing sector to promote, enhance and build the reputation of the SRS.
4. Work positively with the other members of the Digital Services Division Management Team and the SRS to contribute positively to the delivery of the Digital Services Division Service Model.
Innovation
1. Interact with senior level management across the Digital Services Division to help champion new ideas and ensure appropriate size and scope of proposed action plans.
2. Promote and strengthen the SRS' reputation as an innovative provider of IT to deliver more effective services to the Digital Services Division.
3. Introduce new thinking into the Digital Services Division and expose staff to new models of working to stimulate step changes in the quality of provision.
Others
1. Ensure that all activities are carried out in compliance with Standing Orders and Financial Regulations and any other legal requirement (e.g. Health & Safety, Data Protection, Freedom of Information etc.) or relevant organisational guideline (e.g. ICT Security Policy, Corporate Standards). Liaise and collaborate as necessary with any planned or ad hoc audit work initiated through Internal Audit.
2. Keep appraised of any relevant ‘environmental’ issues or developments which could impact on the service, to ensure that the strategy, standards and general approach match best practice and meet emerging requirements. This includes, but is not limited to, business unit service changes, legislation impacting on the Digital Services Division or Shared Resource Service; technical standards and guidelines; technical advances; supplier strategies and market trends.
3. Undertake any appropriate training with regards to SRS’ policy, operational procedures/policies or new technologies being introduced.
4. Fulfil any duties incumbent on the post in respect of the departmental emergency plan and business/service continuity plan(s).
5. Weekend and/or out of core hours working will be required from time to ensure service obligations are met and support activities are carried out.
6. Due to the rapidly changing nature of the technological and business environment, and the continuing development of the SRS, all staff will be expected to operate with a significant degree of flexibility. This will necessitate undertaking other related duties, commensurate with the grading of the post, as are required from time to time by the Shared Resource Service.
Resources/Equipment/Material
To be accountable for:
- the capital planning cycle for ICT requirements for all partner organisations.
- a specific portfolio of services relating to the outcomes of the Digital Services Division plans.
- the scoping of impact of Digital Services Division projects on Gwent OPCC.
Supervision/Management of People
1. Provide role model leadership to SRS staff working across the Digital Services Division that will foster a culture of trust and shared ownership.
2. Provide day-to-day management of the SRS Service Teams based in the Digital Services Division in Bridgend.
3. Undertake annual reviews (personal development).
4. To demonstrate effective leadership of the team and undertake regular team meetings, work-planning meetings, managing sickness/return to work interviews, training requirements and training records.
5. Assess training needs for your staff in conjunction with the Digital Services Division’s Plans and Objectives and produce annual training plans. Make sure training plans are delivered in a timely and efficient manner. Ensure all agreed training is delivered with regards to new technology, new services/applications, customer care etc. in a systematic and timely manner.
Knowledge, Skills, Training and Experience
1. Degree level qualification in a relevant discipline.
2. Evidence of ongoing professional development.
3. Minimum 10 years of experience working within ICT at a senior level.
4. Proven track record in planning and delivering daily ICT at a strategic level
5. Good organisational skills and the ability to motivate team members
6. Knowledge relevant to ICT systems and processes utilised across all SRS organisations.
7. Relevant experience in managing team of senior people.
8. Excellent customer care skills.
Special Working Conditions
1. Due to the rapidly changing nature of the technological and business environment, and the continuing development of the SRS, all staff will be expected to operate with a significant degree of flexibility. This will necessitate undertaking other related duties, commensurate with the grading of the post, as are required from time to time.
2. There may be occasion when it is required to work outside of the Authority’s core hours or at weekends, and it will be expected that there will be some flexibility on the behalf of the post holder.
3. From time to time it may be necessary to work from alternative locations.
