74. CONSULTATION ON PLANNING APPLICATIONS
74.1 17/03627/FUL – 66 Bath Road
Erection of two storey chalet bungalow to the rear of 66 Bath Road
Object on the following grounds -
i) The proposal constitutes an overdevelopment of the site and is incongruous with the street scene. Similar applications in this locality have been refused in the past. There are no other bungalows in this road and the proposed development would be inappropriate in respect of locally characteristic architectural style. Hence the proposal would be contrary to Policy D2 of the B&NES Placemaking Plan – Local Character and distinctiveness.
ii) The proposal is not designed to provide continuity of the street frontage and the development does not relate positively to the street scene. The development is therefore contrary to Policy D3 of the B&NES Placemaking Plan – Urban fabric
iii) The development does not provide for appropriate levels of amenity including privacy and overlooking for the existing neighbours and proposed occupiers of the new dwelling which is contrary to Policy D6 a and b of the B&NES Placemaking Plan – amenity
iv) The Town Council agree with the B&NES Highways Development Control that the proposal does not incorporate adequate on site vehicular parking and manoeuvring facilities to the standard required by the Local Planning Authority which is contrary to the B&NES Placemaking Plan Policy ST7.
74.2 17/03534/SDCOU – Land between convergence of Durley Park and Durley Lane, Durley Hill
Prior approval request for change of use from Storage Class B8 to Dwelling Houses Class C3 (1 unit).
Object on the following grounds -
i) The Town Council have concerns regarding the impact that this change of use will have on the junction of Durley Hill. This is an extremely narrow section of highway, directly opposite the junction exiting Stockwood Lane. In the past, the Keynsham Cemetery wall has been damaged by delivery lorries exiting at this junction. An increased volume of traffic at this junction would impact on the safety and operation of the public highway and would be contrary to B&NES Placemaking Plan Policy ST7.
ii) No consideration has been made in respect of undertaking any archaeological survey of the site. Significant Roman finds have been made in the adjacent Keynsham Cemetery site and the Town Council believe a survey of this nature would be important for this site.
74.3 17/02632/FUL – Hicks Gate Farm Access Road to Hicks Gate
Alterations to agricultural building
Support – There are no planning reasons to object to the application as the proposal is in accordance with Bath and North East Somerset Placemaking Plan policies.
74.4 17/03850/AR – 54 High Street
Display of internally illuminated fascia and projecting signs.
Support – There are no planning reasons to object to the application as the proposal is in accordance with Bath and North East Somerset Placemaking Plan policies.
74.5 17/03647/FUL – 7 Norfolk Grove
Erection of single storey rear extension
Support – There are no planning reasons to object to the application as the proposal is in accordance with Bath and North East Somerset Placemaking Plan policies.
74.6 17/03828/FUL – Parcel 7877 Stidham Lane
Construction of access track and bridge with ancillary parking and landscaping at the land to the north of Stidham Lane and east of Broadmead Lane (Retrospective) (Resubmission).
Object on the following grounds -
The traffic and highways safety is prejudiced and contrary to the B&NES Placemaking Plan Policy ST7 1b and 1d
1b - Safe and convenient access to and within the site for pedestrians, cyclists and those with a mobility impairment is NOT provided or enhanced.
1d – There would be an introduction of traffic of excessive volume, size or weight onto an access track leading along and into an environmentally sensitive area.
The Town Council also have concerns over the drainage arrangements, as the track is within both flood zones 3 and 4 - All development will be expected to incorporate sustainable drainage systems to reduce surface water run-off and minimise its contribution to flood risks elsewhere. Any development in areas at risk of flooding will be expected to be made safe throughout its lifetime, by incorporating mitigation measures – Policy CP5 - Flood Risk Management of the B&NES Placemaking Plan.
74.7 17/03805/FUL – The Arches, River View, Steel Mills
Erection of garden equipment store and car port. Installation of roof to outside living area and hedge to south boundary (replacing conifers).
Support – subject to there being agreement by the Planning Authority that the proposed development is within the allowed percentage increase. With such agreement there would be no planning reasons to object to the application as the proposal is in accordance with Bath and North East Somerset Placemaking Plan policies.
74.8 17/02861/FUL – 10 Rhode Close
Proposed construction of a two storey side and front extension following demolition of porch.
Object on the following grounds –
i) The proposal is overbearing. incongruous with the street scene and constitutes an overdevelopment of the site contrary to Policy D2 of the B&NES Placemaking Plan – Local Character and distinctiveness.
ii) The materials and design are not satisfactory contrary to Policy D2 Vii of the B&NES Placemaking Plan – Local Character and distinctiveness.
iii) The amenity of neighbour’s light and access is not preserved which is contrary to Policy D6 b – amenity of the B&NES Placemaking Plan.
74.9 17/03707/FUL – 25 St Ladoc Road
Demolition of the rear conservatory and erection of a single storey extension
Support – There are no planning reasons to object to the application as the proposal is in accordance with Bath and North East Somerset Placemaking Plan policies.
74.10 17/03837/TCA – 5 Station Road
Fir – fell
The Town Council have concerns regarding the felling of this tree which is within a conservation area and will be guided by the arboricultural team’s decision on this application.
74.11 17/03631/SRCOU – 20 Temple Street
Prior approval request for change of use from shops (class A1) to café (class A3).
Support – There are no planning reasons to object to the application as the proposal is in accordance with Bath and North East Somerset Placemaking Plan policies.

79.1 ALCA Course opportunity – A Plain Guide on Planning for Local Councillors – Saturday 30th September 10.30 a.m. – 13.00 in Emersons Green Village Hall - £50.00 per delegate.
Councillors D Brassington and K Baker expressed an interest in attending the above course. On receipt of full confirmation that they are available to attend the Deputy Town Clerk will book places.
79.2 HOUSING AND ECONOMICS LAND AVAILABILITY ASSESSMENT (HELAA) UPDATE.
There is to be an update briefing on the Joint Spatial Plan, New Local Plan & HELAA. It was reported that this event may have been postponed. The Deputy Town Clerk will contact B&NES to obtain information and inform Councillors of the outcome.
