RE-ADVERTISEMENT: REQUEST FOR TENDERS
LesediLocalMunicipality hereby invites tenders from Accredited Security Services Companies who are registered with The Private Security Industry Regulation Authority (PSIRA), to provide Security Services to LesediLocalMunicipality. These services will consist of auditing, daylight patrol, monitoring of informal settlements, evictions and relocations from 01 March 2012 to 31 March 2013

Tender documents together with the terms of reference which are important for the preparation of the tender will be available from the receptionist at the Development and Planning Departmentin the Municipality, Heidelberg, as from the13th of December 2011at a non-refundable fee of R 250.00 payable at the rates and taxes hall during office hours Monday – Friday, 07:30 – 15:30.

Completed proposals must be submitted in a sealed envelope marked “Functionality”. Completed tender document must be submitted in the second (2nd) sealed envelope clearly marked “PRICE”:Both envelopes must be placed in one single sealed envelope marked:‘TENDER 15/2011: SECURITYSERVICES: AUDITING, DAYLIGHT PATROL, MONITORING OF INFORMAL SETTLEMENTS, EVICTIONS AND RELOCATIONS– LESEDILOCALMUNICIPALITY’.
A bidder combining the two (2) documents will be deemed to hamper the evaluation process and will be disqualified.
Bids must be placed in the Tender Box situated at the Development and Planning Department, Municipal Building, Cnr Du Preez and H F Verwoerd Street, Heidelberg which is accessible during office hours: Monday-Friday, 07:30-16:00 on or before 12:00, 21December 2011 (closing date). No late, no-emailed or faxed bids will be considered.
Bidder’s attention is specifically drawn to the provisions of the rules which are included in the bid documents. The LesediLocalMunicipalityreserves the right to accept any bid or part thereof and does not bind itself to accept the lowest or any bid. The Municipality will also not consider any bid not suitably endorsed or comprehensively completed. Bids completed in pencil will be regarded as invalid bids.
All bids will be evaluated on a 90/10 principle based on functionality, price and compliance with all criteria as set out in the general conditions of contract, experience and according to the preferential point goals as indicated in the bid documents. It is a condition of bid that the taxes of the successful bidder must be in order, or that satisfactory arrangements have been made with South African Revenue Service (SARS) to meet the bidder’s tax obligations. Additionally, no contract shall be concluded with any bidder whose municipal rates and taxes and service charges are in arrears.
