I refer to your e-mail received by Belfast City Council on5 August 2011seeking information under the Freedom of Information Act 2000.
You asked “has Jill Minnesigned a declaration of interest as required by the Belfast code of conduct regarding her relationship with your supplier Common Purpose”.
The council does hold some of the information you have requested. The council has decided that the information it holds in relation to your request can be disclosed and, accordingly, it is set out below.
The Code of Conduct for Belfast City Council Officers requires that “employees must declare to an appropriate manager any financial or non financial interests that they consider could bring about conflict with the council’s interests”. I can confirm that I have declared my involvement in the Common Purpose Advisory Group to an appropriate manager. There is no requirement for a written declaration in this regard in the council’s code of conduct for employees. In this particular instance no written declaration was completed and consequently, I can confirm that the council does not hold a copy of the same.
If you are dissatisfied with how the Council handled your request for information, you have the right to request that the Council formally review this decision. If you wish to do so, please write to the Records Manager, Belfast City Council, City Hall, Belfast, BT1 5GS.
Should you remain dissatisfied following the Council’s internal review, you can seek an independent review from the Information Commissioner. Requests for an independent review should be made in writing to: The Information Commissioner, Wycliffe House, Water Lane, Wilmslow, Cheshire, SK9 5AF. However I would advise you that the Information Commissioner has indicated that a review will not be undertaken unless the Council has first had an opportunity to re-consider its decision.
