NOTICE TO BIDDERS
The EAST STROUDSBURG AREA SCHOOL DISTRICT will receive sealed bids at the District Office, 50 Vine Street, East Stroudsburg, Pennsylvania 18301, until 3:00 pm (prevailing time), Monday, September 8, 2014, for Capital Improvements - Phase 2; Concrete Repairs and Replacement at Bushkill Elementary School, located on the East Stroudsburg Area School District North Campus on Bushkill Road in Lehman Township, Pike County, Pennsylvania. Bids will be publicly opened and read at 3:00 pm (prevailing time). A Pre-Bid Conference will be held Wednesday, September 3, 2014, 1:30pm. (prevailing time) at the school, located at 131 North School Drive. Attendance at the Pre-Bid Conference is mandatory.
Sealed Bids will be received for a General Construction Contract.
Copies of Bid Documents may be secured by prospective bidders by applying to The Architectural Studio, 22 South 2nd Street, 3rd floor, Emmaus, PA 18049, 610-437-1737, with a non-refundable fee of Twenty-five Dollars ($25.00) for a compact disk (CD) of the Bid Documents. Checks shall be made payable to The Architectural Studio. An additional non-refundable fee of Twenty Dollars ($20.00) is required for shipping and handling if the Documents CD is to be sent. All bidding contractors must supply, with their request for documents, company information, name of contact person, along with numbers for phone and fax, and email address.
This project is subject to the Pennsylvania Prevailing Wage Act, approved August 15, 1961, P.L. 987 (Act No. 442), as amended and supplemented, and reference is made to the prevailing minimum wage rates applicable to this project, which have been promulgated by the Secretary of Labor and Industry. Bidders shall prepare their bids after giving consideration to the applicability of said Pennsylvania Wage Act to the work involved and all other laws and regulations, state or federal, applicable to such projects.
Each bid shall be accompanied by bid security in an amount equal to 10% of the base bid amount in the form of bid bond in the Instructions to Bidders.
A Performance Bond and Payment Bond in the form provided in the Project Manual, each in an amount equal to 100% of the amount of the contract and each with satisfactory corporate surety, shall be required to be furnished by the successful bidders prior to execution of contracts.
Bids may not be modified, withdrawn or cancelled by the bidder for 60 calendar days following the actual date of opening thereof, except as provided in 73 P.S. §1602. However, if award of contract is delayed by the required approval of another government agency, the sale of bonds, or the award of grants or grant, bids may not be withdrawn by the bidder for a period not to exceed 120 days from the date of bid opening in accordance with Pennsylvania law.
Award of the Contract will be to the lowest responsive and responsible bidder, however the East Stroudsburg Area School District reserves the right, in its sole discretion, to reject any and/or all bids or items therein and to waive any informalities and/or technicalities as it deems best to protect its interest.
