TITLE: A5082 CLEGGS LANE, A6 – BOLTON BOUNDARY PRN RESURFACING

RECOMMENDATIONS: That consideration be given to the acceptance of the alternative tender

from Aggregate Industries UK Limited in the sum of £566,905.77 to carry out resurfacing of the

footway and carriageway at Cleggs Lane in Little Hulton.

EXECUTIVE SUMMARY: The purpose of this report is to seek authority to accept the lowest or most suitable tender to carry out resurfacing to the carriageway and footway at Cleggs Lane, Little Hulton, as part of the PRN resurfacing programmes.

1.0  BACKGROUND

1.1 At the meeting of the Lead Member on 4th April 2005, approval was given to the proposed programme of Transport Capital Expenditure for 2005/2006.

1.2 Included within the programme is an allocation for the resurfacing of the A5082 Cleggs Lane from the A6 to the Bolton Boundary.

1.3 The scheme is required to improve the condition of the Primary Route Network (PRN) within the City.

1.4 The footway condition is to be improved by reconstruction in bituminous materials in accordance with the City Council’s Footway Policy.

1.5 Where possible the existing kerbs will be taken up and re-laid at the proposed levels in accordance with Engineering Design Section Guide to Sustainable Construction.

2.0  DETAILS

2.1 The scheme comprises:

·  Resurfacing the carriageway of Cleggs Lane in Stone Mastic Asphalt from its junction with A6 Manchester Road to the Bolton Boundary.

·  Taking up and relaying the existing kerbs to proposed levels.

·  Reconstruction of the adjoining footways in bituminous materials.

3.0  FINANCIAL IMPLICATIONS & RECOMMENDATIONS

3.1 Seven conforming tenders have been submitted from the following Contractors from the Council’s Standing List:

3.  Tarmac Ltd

4.  Aggregate Industries UK Ltd

5.  Urban Vision

6.  Westshield Ltd.

7.  Bethell Construction Ltd.

3.2 The values of the tenders submitted are as follows: -

£580,238.63

3.3 The lowest conforming tender was submitted by Urban Vision in the sum of £580,238.63.

3.4 However, in accordance with the City Council’s Instructions for Tendering an additional alternative tender was submitted by Aggregate Industries UK Limited in the sum of £566,905.77. None of the remaining contractors chose to submit an alternative tender.

3.5 The alternative proposal is that:

·  The hot rolled asphalt binder course as specified will be replaced with ‘Bardon Superflex’ binder course.

·  Omit the geogrid asphalt reinforcement layer.

3.6 This tender has been checked and the alternative design investigated thoroughly and the potential advantages and disadvantages are detailed as follows: -

1 / ‘Bardon Superflex’ is a new product that has a limited history of its long term performance.
2 / It has not been directly compared to a hot rolled asphalt reinforcement system.
3 / It is a proprietary product that does not yet have HAPAS certification (Industry Standard) guaranteeing long-term performance.
4 / Salford has no experience of using this product.

3.7 From the above, it can be seen that although there are many “advantages” to the alternative material there are also a number of “disadvantages” which increase the level of risk associated with using the product. However, notwithstanding these concerns it is believed that with the appropriate safeguards the potential risks can be minimised and consequently the alternative material should be used.

3.8 The financial implications are as follows: -

TOTAL £605,421.77

3.9 The scheme will be funded from the Block 3 Transport Capital Programme 2005/06.

4.0  CONCLUSION

4.1 Resurfacing of the A5082 Cleggs Lane has been identified as necessary in the 2005/06 Block 3 Transport Capital Programme and this scheme will improve the condition of the Primary Route Network within Salford.
