GUIDELINES FOR THE INDIVIDUALS CROSSING

THE CUSTOMS BORDER OF THE EURASIAN

ECONOMIC UNION

The Russian Federation is a member-state of the Eurasian Economic Union which includes the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan and the Russian Federation. The territory of the above mentioned states forms a customs territory of the Eurasian Economic Union.

The customs control of individuals is organised by means of the Red and Green channels.

• Green channel

Passengers not carrying the goods subject to written customs declaration may omit submission of customs declaration and follow the Green channel if:

• there are no items prohibited or restricted to circulation
• rates of importing alcoholic drinks, tobacco products and products of animal origin are not exceeded
• rates of exporting fish and seafood, caviar, precious metals and gem stones are not exceeded
• the amount of cash money does not exceed 10 000 US dollars (in the equivalent) and there are no such monetary instruments, as drafts, bank cheques
• there is not any non-accompanied luggage

 Please be aware that the detection of goods subject to customs declaration during random customs control creates grounds for exposing the passenger to liability, envisaged by the Legislation of the Russian Federation.

• Red channel

If there are goods restricted to a free circulation, it is necessary to complete passenger customs declaration and follow the Red channel. In case there is a non-accompanied luggage, which is delivered separately from the individual (on a different aerial vehicle or another transport means), it is also required to submit passenger customs declaration.

 Some goods may be imported or exported in highly restricted amounts

While importing:

• No more than 3 litres of alcoholic drinks may be imported without restrictions (including beer). No more than 2 litres of alcoholic drinks may be imported above this quantity, which are subject to payment of customs fees and completing customs declaration
• It is permitted to import 200 cigarettes or 50 cigars or 250 tobacco grams or aforesaid products of overall quantity not exceeding 250 grams. It is prohibited to import tobacco products beyond above set rates
• It is permitted to import no more than 5 kg of factory-packaged animal-origin products.

(Alcoholic drinks and tobacco products may be imported only by the individuals who have attained 18 years of age).

While exporting:

• It is prohibited to export precious metals and gem stones which value exceeds 25000 US dollars
• It is prohibited to export fish and seafood (except sturgeon caviar) in the amount exceeding 5 kg
• it is prohibited to export sturgeon caviar in the amount exceeding 250 grams

 Monetary funds import and export

Certain requirements are established regarding monetary funds. If you import or export cash or travelers’ cheques, which amount exceeds 10 000 US Dollars (in the equivalent), it is mandatory to indicate in the customs declaration the whole amount of the monetary funds you have and follow the Red channel. Other monetary funds as drafts, bank cheques, securities, etc. should be declared regardless their quantity. Other restrictions and requirements concerning monetary funds are not specified. Monetary funds on bank cards are not controlled by the customs authorities.

Dear participants and guests of the FINA World Championships!

You may temporarily import a reasonable amount of previously used items which you will need during your temporary stay in Russia. The list of the given category is provided in the appendix to the guidelines. Weight and value restrictions in this case are not specified. Please note that means of transport are not included in the given list.

You are obliged to fill in the customs declaration and follow the Red channel while importing or exporting goods restricted for free circulation. Thus, for example, there is controlled import and export of arms and ammunition, narcotic and psychotropic substances, items of cultural value, high-frequency devices and technical devices with encryption function (cryptography). These goods may be imported or exported only provided the permitting documents are present.

Please study carefully the ingredients of pharmaceutical products you intend to bring with you. Your medications might contain narcotic and psychotropic substances. In this case the medications can be imported only in restricted amount and on the basis of medical condition supported by corresponding documentation. As a rule, it is a prescription or notification issued by the doctor as well as an extract from a medical record.

 Only if permitting documents are present, it is allowed to import and export:

- firearms and ammunition

- narcotic and psychotropic substances

- items of cultural value

- high-frequency devices

- technical appliances with encryption function (cryptography).

A total ban is established regarding the import and export of certain goods by individuals. The examples of such prohibited goods include radioactive materials, dangerous wastes, poisonous substances, human organs and tissues.

 Assistance in official arrival and departure points

For your convenience there will be allocated separate booths of passport control and separate corridors of customs control, marked with relevant Championships signage in the official arrival and departure points (Kazan, Sheremetievo, Domodedovo, Vnukovo airports). You may address the Organising Committee representatives that will be provide assistance in the abovementioned zones during the whole period of the Championships.

The rules on import and export of some categories of goods are posted at the official Organising Committee website (e.g. medications, mass media professional equipment, sports equipment of large sizes, radio electronic appliances and high-frequency devices).

Organising Committee experts may beforehand answer any of your questions concerning passing the customs procedures, give recommendations on import the goods and assist in transporting your goods through the customs border.
