POSITION TITLE: Monitoring, Evaluation, and Data Manager
SUMMARY:Monitor and evaluate program design, outputs and effectiveness while ensuring data integrity and reporting is done in a consistent and timely manner.
DUTIES/RESPONSIBILITIES:
Assess organizational and performance gaps within the different programs and report on corrective actions needed
Assist Program Managers and Director in the formulation of baseline measures and targets, during writing and set up of grant proposals as well as throughout program implementation
Formulate and implement key clinical indicators and program deliverables for both new and established programs and monitor them throughout the duration of the program
Analyze indicators and performance, evaluate information and make recommendations.
Clarify the core information needs of management and provide relevant and timelyinformation to the Director
Participate in program progress evaluation, survey, andprogram follow up in order to advise and recommend tools and strategies to increaseprogram performances and results.
Document the lessons learned and best practices of the different programs andprojects.
Develop and maintain Program and Department dashboards
Ensure the development and maintenance of a functioning monitoring, evaluation and reporting system for all programs, which ensures all required reports are submitted in a timely, regular and structured way.
Responsible for ensuring data entry is being completed in a timely manner
Direct data auditing and verification to assure internal consistency and validity of program activity and monitoring data is reported
Facilitate implementation of capacity building courses through workshops and on the job trainings.
Provide technical guidance for the implementation of the M&E plan, through training and other on-site support;
Facilitate review of progress on a quarterly basis; problem solving and development of remedial actions ensuring any disparity between planned and actual outputs are addressed.
Any other tasks assigned by the Director to support the overall Management, Supervision, Monitoring and Evaluation of programs.
REQUIREMENTS/QUALIFICATIONS:
Master’s degree in public health or social science preferred, or a combination of university degree with a strong quantitative training, professional training and experience in program monitoring and evaluation.
At least five years experience in the development, design and implementation of monitoring and evaluation systems in HIV & AIDS programs, with experience in providing strategic direction and developing functional M&E frameworks based on consolidated analytical inputs.
A minimum of 5 years experience in health programs, having managed projects wherein systematic input, output and process data were collected and used to guide programming.
5 years experience in supporting a team, and the ability to contribute to and support others.
Knowledge of CDC HIV Evidence Based interventions (EBIs)
Proficiency in Microsoft Office and Excel required
Knowledge of Access Database Systems and ability to: run reports, build queries, build out new data points
Proficiency in both written & spoken English is required
