VACANT POSTS FOR EDUCATORS ON POST LEVELS 1 – 4, INCLUDING PRINCIPALS – VACANCY LIST VOLUME 1/2006 ABCF

  1. INTRODUCTION

1.1Approval has been granted for the publication of the “open” list of vacancies (Volume 1/2006) for filling in a permanent capacity with effect from 1 January 2007.

1.2Institutions are hereby invited to submit information on vacant substantive posts for educators that will exist at their institutions on 1 January 2007 in order to be advertised in the Provincial Lists of Vacancies, Vol. 1/2006 ABCF (all vacant post level one to post level four posts, including that of principal).

1.3Only vacancies at Primary, Secondary, LSEN, FET Colleges (post level one up to post level four vacant posts may be advertised), Abet schools (principals only) will be advertised in Vacancy List Vol. 1/2006 ABCF. Technical Centres may not advertise in these lists of vacancies.

2.PROCEDURE

2.2 The new post establishments to be issued in July 2006 will form the basis for these advertisements and will apply during the year 2007 in ordinary and LSEN schools.

2.3 Institutions should please submit the necessary documents regarding vacancies to be advertised (e.g. GDE 79) to the relevant District Offices (FET directorate) before Tuesday, 05 September 2006.

2.4 The list of vacancies Vol. 1/2006 ABCF will be published on Thursday, 21 September 2006. The closing date for applications will be Friday, 6 October 2006. The proposed date of appointment will be 1 January 2007.

2.5 The attached prescribed GDE 79 form (Notice of vacancy for placement in the list of vacancies – Annexure B) must be completed by the relevant institution and verified by the District HRPP unit (FET directorate).

2.6 No post will be advertised without a completed and verified (by District/ FET directorate Office) GDE 79 form. To be advertised, the vacant post must exist on the approved new post establishments that will be issued in July 2006. In terms of ELRC Resolution 5/98, all existing vacancies in institutions must be advertised. The District/FET Director, however, reserves the right to withdraw the advertisement of vacancies due to a decline in learner numbers. (For criteria on the allocation of posts please refer to the Users’ Guide enclosed with the post establishments.)

2.7 Please refer to the enclosed new descriptions for vacant posts (Annexure A.)

2.8 The Department relies on the co-operation of all educators and officials to ensure the smooth running of this process.

Annexure A

VACANT POSTS TO BE ADVERTISED

1. VACANT POSTS FOR PRINCIPAL

Information for Subject Code and Subject/Learning Programme/Phase Description on Form GDE 79 should not be completed for vacant posts for principal on post levels 3 & 4.

Additional requirements for the vacant posts for principal should be: “Leadership, Administration and Management skills related to the specific school type”.

2. VACANT POSTS TO BE ADVERTISED AS PER DESCRIPTIONS/ REQUIREMENTS OF THE NEW CURRICULUM – GRADES 1-3, 4-6, 7-9

The introduction of NCS (National Curriculum Statement) in GET (Foundation and Intermediate Phase) necessitates that vacant posts in primary and secondary schools are advertised as per the requirements of the new curriculum.

In NCS there are eight Learning areas:

2.1Foundation Phase

In the Foundation Phase the eight learning areas are organised into three learning programmes:

  • Numeracy
  • Literacy
  • Life Skills

Foundation Phase educators must as a general rule be able to teach all three learning programmes:

2.2Intermediate Phase

In the Intermediate Phase the Languages & Mathematics must be distinct learning programmes. In some schools one educator may teach all learning programmes or educators may teach a specific learning programme.

Schools may decide on the number and nature of other learning programmes based on the organizational imperatives of the school.

As a general rule, the vacant post should be advertised according to the Learning Programmes that the educator would be expected to teach.

Taking into account that most educators received pre-service training, which was related to a specific subject(s) and not a learning area or learning programme, principals may specify additional requirements on the GDE 79. For example:
