Things are starting to get interesting on the hill and there are trends beginning to emerge that signal a long and cantankerous session. First, in the house the democratic chair of House Appropriations (Ross Hunter) is killing virtually every bill that has a fiscal not attached to it. Especially, if there is an attempt to get monies out of the state general fund. It appears the chair will only entertain bills that have a revenue stream attached. In the senate the republican chair of Senate Ways & Means is taking a dim view of any legislation that has a fee increase or proposed tax increase. The two sides do seem to be moving towards an agreement regarding funding of the state transportation package. I think we can expect some sort of gas tax increase to come out of this session to help fund aging highway infrastructure.
Most of you might have seen the email from Tim Valencia stating that HB 1194 (Surviving Spouse Bill) had made it out of house appropriations on Friday. It made it out because the monies to pay for it were to come from the LEOFF 2 pension fund and not L&I. Had it required that the monies come from L&I the bill would most likely be DOA? The WACOPS Brady Bill (1512) is still in house rules and still has an uncertain future at this point. The Liquor Control Board Bill (1537) is still in House Approps. I will keep you undated on its status.
Jarod has asked me a question regarding other pension systems (HB 1542) which I cannot answer but am requesting help from LEOFF 2 board staff. As soon as I get a response I will forward it to him.
