a.Proposed Amendment to Future Land Use Plan of the Development Guide for the City of Williston from Residential Classification to Commercial for Lots 4-9, Block 2, Ferndale Subdivision.-Bethel Lutheran Foundation/Bethel Home
Planning and Zoning Commission held a public hearing to amend the Future Land Use Map of the City=s Development Guide from a Residential Classification to Commercial on December 17, 2007. Amendment is to allow to rezone the property from R-3: Lowrise-Multifamily to C-2: General Commercial to allow for an assisted living development.
The applicant has proposed Lots 4-9 be rezoned for Residential, R-3 to C-2: General Commercial. Lots 1-3 to the north adjacent to 18th Street are currently zoned C-2 Commercial. The rezone would allow the proposed assisted living development as a permitted use meeting the Quasi-institutional definition in the C-2: General Commercial zoning district.
Further discussions continue regarding the amount and location of parking and Planning and Zoning request the rezone not take effect until the applicants obtain a building permit for the proposed property. Proper legal notice has been completed.
Public hearing was opened by President Koeser. Jim Yockim spoke on behalf of the Bethel Lutheran Foundation/Bethel Home. Currently they have a seventeen unit living facility on the property and they propose to connect to the apartment building with the new construction consisting of a thirty to thirty five assisted living apartments.
The plans for access calls for the front entrance to be located on 3rd Avenue West.
2nd call for public input was sought, followed by a third and final call. Hearing was closed.

Roger Cymbaluk met with Grant Archer, Brion Norby, Kent Jarcik, and the surveyors. At the request from the City to bring the property in as one contiguous piece. Subject to this approval, the proposed annexation will be annexed as one contiguous piece and then identify that property in Auditor=s lots, so they may tax it properly for the different school districts.

a.Williams County Weed Control Board Request for Parcel located at Ruetten Addition Block 1, Lot 21 less N 140.95 Feet
The Williams County Weed Control Board plans to construct a storage building this spring to the east of the Weed Office located at 631 2nd Street East. The intended use of the storage building, and perhaps a fenced area as well, will be utilized by other county departments, such as the sheriff=s department during the weed off season.
