1. INTRODUCTION AND ELIGIBILITY

Introduction:

The Department of Agriculture, Food and the Marine is inviting applications for funding under its competitive research funding programmes, Food Institutional Research Measure, the Research Stimulus Programme and the Programme of Competitive Forest Research for Development, hereafter referred to as DAFM Research Funding Programmes.

Applications will be accepted under the funding instruments outlined in Table 1 below. Instruments I to V have the same application form and guidance on completing this application form is outlined in Annex A. Funding instruments VI and VII have separate applications forms and separate guidance notes as outlined in Annex Band C.

Important Notes on the clauses and requirements of these funding instruments are outlined under Table 1 in the Call Specification document. In addition there are additional aspects to note regarding Research Plus.

The objectives of Researchplus are:

•To add value, through further research, to the outputs of recently completed or nearly completed FIRM/RSF/CoFoRD projects;

•To provide additional funding to get the research to a point where applicants are in a position to apply to Enterprise Ireland for future funding;

•To encourage researchers to apply their research findings for commercial gain to the Irish economy.

Eligibility Criteria of Research plus are:

•Principal Investigators who recently completed (within the last 24 months) or who are nearly finished (within the next 12 months) a FIRM/RSF/CoFoRD project are eligible to apply.

•Applicants have to be in a position to continue to be responsible for the scientific and technical direction of the project.

•Researchers should be able to demonstrate that they have managed the intellectual property (IP) of those projects appropriately so as not to have compromised their use for future commercial potential. In this regard, applicants will have to provide documented evidence that they have discussed their research with the Technology Transfer Officer (TTO) or equivalent within their research organisation and that the TTO or equivalent has deemed the research outputs to have some future commercial potential. Funding will be contingent on this criteria being adhered to.

•Collaboration between the coordinator with other research and/or industry partners is allowed and indeed encouraged,but collaboration is not a pre-requisite of the initiative. However, if the IP was generated as a result of a previous collaboration, then FIRM/RSF/CoFoRD will require a statement from the collaborator, should that collaborator not be involved in the proposal, stating that they are supportive of the application. Should the application be successful, FIRM/RSF/CoFoRD may require confirmation from the TTO or equivalent, that this is in fact the case and there is no issue with regard to the use of that IP in future projects.

•The applicant must be a Principal Investigator / permanent member of staff of the lead organisation.

•Each application must be endorsed by the research organisation and the TTO or equivalent’s office.

2. APPLICATION SUBMISSION

Allcompletedapplicationforms mustbesignedbytheProject Coordinator, Principal Investigator (P.I), VicePresident ofResearch/Head ofResearch andtheTransferTechnologyOffice(TTO) orequivalentwithintheleadresearchorganisation. Applicationsshould be submittedelectronicallyfromtheleadresearch organisationto ththefollowingdetailsintheSubjectbox oftheemail–Research Theme, Project Coordinator and Lead Research Organisation. (For example: Animal Production,Mary Smith,UniversityCollegeCork).Receiptofapplications willbeacknowledgedby email.Allapplicationsshouldcomplywith theguidelinesbelow;thosethatdonotadheretothe guidelineswillnotbereviewedand theapplicant will be informed.

  • Applicationswill onlybeaccepted on therelevant DAFM2015Research Call ApplicationFormsand Budget Sheets (not required for Research Plus application)which are availabletodownloadfrom sections oftheapplication form mustbe completed. Incomplete applicationswill be returned withoutreview totheapplicant after the deadline submission date.
  • Alltextinattachmentsshouldbewritteninsingle-spacingusingatleast11pointfont,withatleast 2.54cm(1in) rightandleftmargins.
  • Thenumber ofwords/pages in anygiven sectionmust notexceedthose stated in these guidelines.
  • Appendices,orotherunsoliciteddocumentation,(e.g.teammemberCV’s,lettersofsupport, equipmentquotations)arenotpermitted.

3. CRITERIA FOR ASSESSMENT OF PROPOSALS

Onlycompletedapplicationsreceivedon orbeforetheclosingdatespecifiedinthepubliccallfor proposalswillbeassessedforfunding.Theproposalswillbeassessedaccordingtothefollowing threestage process:

1.Eachapplicationwillbe initiallyassessedby DAFMstafftoensurethatitiscomplete andcontains adequateinformation to properlyassesstheprojectproposal. Although not mandatory alignment with one of the fourteen priority areas in the Report of National Research Prioritisation is strongly encouraged and so each proposal will be categorised accordingly. Any proposal thatdoes not adequately address the specifics and topics of the Call Specification will be deemed ineligible at this stage.

2. Following this preliminary assessment, the project proposals will be grouped into related scientific themesand assigned to an Expert EvaluationPanel. Thepanelsestablishedforthispurposewillconsist ofexpertsfromoverseas academia, theagri-foodindustryandthepublicservice.

3. Followingtheexpertevaluationstage, all projectapplications considered eligible for fundingwill be forwardedto theDAFMCompetitive ResearchCommitteecomprisingof high level representativesfrom thepublicsector andindustry. This CommitteewilladviseDAFMonthe projectstobefunded.

Whereaprojectproposal is in anareathatmaybeofrelevancetoothersectoralresearch priorities setoutin other relevant high level strategies (e.g. the Action Plans for the 14 NRPE areas, forthcomingStrategy for Science, Technology & Innovation 2020)theviewsof the relevant ImplementingAgencymaybesoughtandtaken intoaccountby theDAFMCompetitiveResearch Committee.

Stage 2: Expert Evaluation for different funding instruments

4. CONTRACT NEGOTIATION & PROCEDURE FOR AWARD OF GRANT

All applicantswillbenotifiedoftheoutcomeof theselectionprocess.Thecoordinators ofprojectsselectedforfundingwill beinformed of theindicativelevel offunding andwillbeinvitedtoaddressanyissuesraisedby the Expert Evaluators and the DAFM Competitive Research Committee withina giventimeframe. As partofthecontractnegotiations,DAFMmayalso:

• Seekadditional informationitconsidersnecessaryonthe detailsoftheproject.

• Negotiate adjustments to proposal details to achieve consistency in approach acrossprojectsinthisCall.DAFMreservetherighttogroupsuccessfulprojectsintoneworexisting programmes asappropriateatthe award /implementationstage.

Followingsuccessfulcontractnegotiations,anawardletterwillbeissuedtosuccessfulapplicants.

This letterwilloutlinethe contractualobligationsandconditions thatwill apply totheaward.Successfulapplicants mustacknowledgereceiptoftheawardletterandacceptanceofthecontract conditions. Inacceptingtheaward,theapplicantagreestocarryouttheprojectaccordingtotheworkprogrammeas laidoutinthefinalised projectproposalandtheagreed budget.

5. FUNDING PAYMENT PROCEDURE

Thegrantratemaybeupto100%fundingforeligiblecosts. Eligiblecostsarethecostsnecessarily incurredincarryingouttheresearchprojectasdescribedintheprojectdocument. Theymustfulfilthe followingconditions:

  • Bewhollynecessaryfortheproject.
  • Beincurred duringthetimeframeof theproject.
  • Berecordedinseparatefinancialaccountsthatwillbemaintainedthroughouttheduration of theprojectandreportedonasrequired.

Eligible costswillbeallowedin the following categories:

(a) Staff Costs

(b) Equipment

(c) TravelSubsistence

(d) Consumables

(e) Overheads

(f) Otheragreed costs

Please refer to the Annexes (Budget Details Section) for specific guidelines inrelationtothesecategories.

Followingacceptanceofthe contractconditions,anadvancepaymentmaybe made (not applicable to NI partners).

Furtherpayments willbedependentonsatisfactoryprogressasassessedby DAFMonsubmissionof progressreports,toincludeatechnicalreportanddetailsonfinancial expenditureincurredinthe reportingperiod.

Afinalreportwillalsoberequired. 20%ofthegrantwillbewithhelduntilthefinal reportissubmitted,evaluatedanddeemed acceptable.

Thebeneficiarymustmaintainseparaterecordsforalltransactionsrelatingtotheprojecttobe aidedandmust makethisandallsupportingdocumentsavailableasand whenrequired for examinationbyofficersofDAFM(aseparatefileholdingalldocumentsrelatingtotheprojectmust bekept).

OfficersofDAFMmustbeallowedaccesstothebeneficiary’spremisesatallreasonabletimesfor thepurposesofassessingtheprogressofprojectsandexaminingthefinancialandotherrecords

relatingtoit. DAFMaims tocarryout onsiteinspectionforallprojectsatleastonceduringtheir lifetime.All equipment purchasedusingFIRM/RSF/CoFoRDfundingshouldbelabelledwiththe DAFMlogos.

Intheevent offailurebya beneficiarytocomplywith anyorallof thegrantaidconditions,payment of aidmaybereduced, suspended orcancelled.

Paymentof thefinalclaimisdependent onDAFMbeingsatisfiedthattheprojecthasbeen successfully completed.

6. INFORMATION & PUBLICITY

(a)Indisseminatingresearchachievements, publicRPOsshouldacknowledgethatthe project was funded by the Department of Agriculture, Food and the Marine under the DAFM Research Funding programmes. The Department’s logomaybeobtained fromDAFMattheaddressprovidedinSection8.

(b)DAFMwillpublicisedetails of applicationsandawards madeunderthismeasure.

(c)InformationsuppliedtoDAFMmaybedisclosedinresponsetoarequestundertheFreedomof

InformationAct2014, andinaccordancewith the conditionsof that Act.

TECTUALPROPERTY

7. INTELLECTUAL PROPERTY

Institutions must adhere to the National IP Policy “Putting public research to work for Ireland” document

Successful applicants are required to take necessary steps to:

(a) Preserve and protect such intellectual property rights including, where appropriate, applying for patent registration; and

(b) Actively exploit any discoveries, inventions or processes resulting from the research, by means of commercial licensing arrangements or otherwise.

Whenever possible, IP shall be managed for the benefit of enterprise development in Ireland. Where relevant, intending applicants should discuss research outputs and potential IP with their Technology Transfer Offices and/or consult Knowledge Transfer Ireland for additional information on how to fulfil this obligation including resort to model consortium agreements especially in situations where other/industry parties are involved.

SECTION 2: PROJECT INFORMATION

2.1ProjectAbstract

Theabstractshouldbeshort,preciseandnotmorethan300words. Itshouldprovideaclear descriptionoftheobjectives ofthe projectproposalandhowtheseobjectiveswill beachieved.

2.2ProjectContext / Relevance

I. Thissectionshouldanswerthequestion:’whyisthisresearchneeded?innotmorethan 400 words.Itshould clearlyoutlinetherationaleforundertakingtheresearch.Itshouldjustifytheneed fortheresearchwithregardtoindustry/endusers,therelevanceoftheproposedresearchin DAFMResearchFundingProgrammes. Themagnitudeoftheproblem identifiedshould be supportedwith quantitative,factualevidence.

II. Theproposedresearchshouldbesetincontext ofotherrelatedresearch,bothnationallyand internationally,innotmorethan400words. Itshouldprovidedetails of previous andongoingrelated research(titleandreferencenumber),outlinehowthecurrent proposal fits inwith this research and outlinehowit builds onexistingknowledgeandcapability. Details shouldbeprovided onthespecific issuesthat mayrequirefurtherstudyandthespecificadditionaladvancestobegainedfromthe current proposal.

III. The proposed research must align to at least one of the NRPE areas outlined in Section 1 of the Application form. A detailed description as to how the proposed research is aligned with the research area(s) should be provided in not more than 200 words.

IV. This section should demonstratehowthecurrentresearch proposalaligns to broader governmentpolicy including the Government’s Action Plan for Jobs,Food Wise 2025report,Harnessing Our Ocean Wealth,and other relevant national policy documents in not more than 200 words.

V. This section should demonstratehowthecurrentresearch proposal aligns to broader European (e.g. Horizon 2020, JPIs, EIPs) / International (e.g. Global Research Alliance on Agri GHGs) Research Initiatives and other relevant European/International policy/regulatory/legislative drivers in not more than 200 words.

2.3Overview of theResearch

This sectionshould answer thequestion: ‘whatare theresearchobjectivesandhowwill youachieve them? innotmorethan 250 words. It shouldthereforeprovide an overviewoftheobjectives(bulletpoint format ispreferable),andan overview of the method or approachbeing pursued, includingan explanationof why thosemethods havebeenselected.

2.4 Industry Engagement in Research Proposal

Provide details, innotmorethan400 words, of interactions and engagement with Industry in the development of the research proposal. Where appropriate, provide details of the intellectual and financial/in-kind contribution from industry to the research proposal and its value to the proposed research. Actual amounts should be reported when referring to financial/in kind contributions.

Itshould alsoincludelikely beneficialoutcomesonconsumers,industry,StateAgenciesetc.andreferencetoany likely commercial application.Thisincludesanypotentialfornewproduct,process ortechnology development,andthepotentialforIP,includingpatentsorlicenses,howitmay assistinnovation or competitivenessintheindustryandsoforth. Where appropriate (e.g. research outcomes that support health claims) the strategy / plan that is in place to exploit the research outcome in a tangible manner should be described.

For ease of reference the likely impact should be set out under the following headings:

  • Economic development including jobs, exports, etc.
  • Benefit for Irish society/citizens.
  • Contribution to evidence-based policy formation and/or the legislative/regulatory framework.
  • Improvement of the Irish scientific capacity and capability.
  • Plan / Strategy in place to ensure that a successful outcomewill have a tangible impact

The timeframe over which the benefits of the proposed research will be realised should also be indicated.
