CCR&Rprovides information on financial assistance for child care and referrals to communityresources.
For child care providers, CCR&R offers State approved training for newand established programs. It provides technical assistance in becoming a registeredor licensedchildcareproviderandmaintainingaqualitychildcareprogram.ItoffersassistanceincomplyingwiththeregulationsofBrightfromtheStart,informationonthefood program and reimbursement, and information on child care programfundingsources. Services provided by Career Connections are funded under the Workforce Investment Act (WIA). Congress established WIA for the following purposes:
1. To increase the employment , retention and earnings of participants;
2. To increase occupational skill attainment by participants;
3. To improve the quality of the workforce;
4. To reduce welfare dependency; and
5. To enhance the productivity and competitiveness of the Nation.
Orientation is conducted prior to any consideration of registration for other Workforce Investment Services. Registration includes a description of services available under the Workforce Investment Act and eligibility requirements. Labor Market Information is also provided.
Services under the Workforce Investment Act are divided into three (3) levels:
1. Core Services. These services are available to Adults and Dislocated Workers who are eligible to work in the United States. Included are services to determine eligibility, outreach, and recruitment, orientation, initial assessment, provision of labor market information, Unemployment Insurance (UI) determination, job placement assistance and/or referral to other service providers.
2. Intensive Services. These services are available to Adults and Dislocated Workers who are unemployed and unable to obtain employment through core services or who are employed and need intensive services in order to obtain employment allowing for self-sufficiency. These services include comprehensive assessment, in-depth interviewing and evaluation of employability, development of an individual employment service plan, counseling, case management, short-term pre-vocational services such as job search workshops.
3. Training Services. These services include skills upgrade and re-training, On-the-Job Training (OJT), job readiness training and other occupational training for jobs available in the labor market. Individuals must have met the eligibility requirements for core and intensive services and be determined to be in need of training to become employed or self-sufficient and to have the qualifications to successfully complete the training.
An individual must be determined eligible for each level of service. An individual may not qualify for all levels of service. Before a person may be eligible for intensive services, he or she must have completed at least one (1) core service and be
unemployed or be determined through initial assessment to be underemployed or be a dislocated worker who needs additional services to become re-employed. Before an individual may be eligible for training services, he or she must have received at least one (1) core service and one (1) intensive service. It must be determined through assessment that an individual lacks skills for the labor market and needs training. Training must be occupation specific and tied to jobs in the labor market. The potential trainee must be qualified for the training.
The WIA regulations require that eligibility for each level of service be documented. By law, all individuals who register for WIA-funded services must receive counseling and follow-up services for a minimum of one (1) year. Eligibility for additional services may be determined during counseling or follow-up.
Through WIA, Career Connections may provide you with funds for training including tuition, fees, books, tools, uniforms or other requirements not paid by HOPE or other financial aid. Career Connections may also be able to assist you with childcare, transportation or other support needs while you are in training or other approved services.
Each individual’s needs are evaluated separately. Services are approved based on each individual’s qualifications. At a minimum, individuals who register for WIA services receive one (1) core service and follow-up for a minimum of one (1) year following placement into unsubsidized employment and exit from service.
