Job Title: Vocational Training Coordinator, SRC

JOB PURPOSETo develop client employability skills and facilitate, support and monitor the placement of adult clients with disabilities within the Cayman Islands work force to promote individual growth and independence.
DIMENSIONS
- Develop, coordinate and evaluate the delivery of vocational training and vocational placement programmesavailable for up to 35-60 adults with disabilities.
- Supervision of 1-2 programme assistants, 18-25 Clients employed in the community, and 20-30 trainees enrolled in the vocational training programme.
- Represent and promote Sunrise Adult Training Centre and the needs of adults with disabilities in the Cayman Islands.
PRINCIPAL ACCOUNTABILITIES
- Facilitate, support, monitor and evaluate the provision of vocational training and placement activities for approximately 30-50 adults with disabilities to promote individual growth and independence includingVocational Training, Job Placement, Job Coaching, Client Support, and Apprenticeship opportunities:
- Job Placement: Contacting of potential employers and assisting with the application and interview processfor Clients who are ready for job placements
- Job Coaching: On-the-job coaching to further train Clients and support their employment
- Client Support: On-going monitoring and support to workers, families and employers to promote and maintain job placements
- Apprenticeship: Facilitation and monitoring of apprenticeship opportunities and placements for Clients requiring on-the-job experiences prior to formal employment
- Vocational Training: Provision of learning opportunities to a pool of approximately 10-15 potential work-capable Clients within the SRC Day programme in preparation for Apprenticeship or Job Placement
- DevelopIndividual Vocational Programme Plans (IVPPs) based on assessment, aligned within a curriculum framework, and initiatedin consideration of available employment settings
- Develop and nurture effective partnerships with families/caregivers/employers to support and improve Clients’ achievement and personal development
- Work collaboratively with colleagues within the Centre and undertake other duties as may be requested by the Director or other senior staff members which support the effective management of the Centre including:
- Contributing to the production and implementation of strategic plans for the development of SRC quality programme
- Actively participating in performance management activities and professional development opportunities
- Maintain a focus on Clients’ achievement and use data collected through the ASDAN framework to measure learning outcomes and update goals
- Supervise the activities of programme assistants and support staff
- Facilitate professional development opportunities for other SRC staff
- Facilitate bi-annual parent/client reviews and reports
- Bachelor’s degree in (a) Special Education,(b) Occupational Therapy (c) Vocational Rehabilitation, or (d) Behavioral Sciences combined withexperience in this field
- Master’s Degree preferred
- Minimum of 3 years experience working with persons with disabilities, preferably adults
- Familiarity with the ASDAN qualification framework preferred
- Good ICT skills, including Microsoft Word and Excel
- A valid driver’s license

ORGANISATION CHART
BACKGROUND INFORMATION
The Ministry is primarily concerned with the Education, Training and Employment outcomes desired by Government, and delivers interventions to achieve these. The core ministry team’s main responsibilities are: i) provision of policy advice and support to the Ministry and Cabinet and ii) accountability for the output and ownership performance of the Ministry, including its departments.
The Ministry consists of the following departments: Department of Education Services, Department of Employment Relations, Sunrise Adult Training Centre, Education Standards and Assessment Unit, National Pensions Office, Public Libraries and the National Archives. In addition, the Ministry has oversight responsibility for the University College of the Cayman Islands. The Ministry’s annual operating budget is around 82 million dollars.
The mission of the Sunrise Adult Training Centre programme is to provide: (1) training, support, and services towards the employment and independence of Adults with Disabilities (AWDs) and 2) habilitation services which supply AWD’s with the means to develop maximum independence in activities of daily living through training or treatment. SRC serves the needs of 60-80 such persons between the ages of 17 and 55.
ASSIGNMENT AND PLANNING OF WORK
The Vocational Coordinator reports directly to the Programme Manager of the Sunrise Adult Training Centre, who will establish broad performance objectives and parametersfor the post holder’s work, within the context of the Ministry’s outputs and strategic objectives.
SUPERVISION OF OTHERS
The post holder will have delegated supervision responsibility for (2-3) staff members, including direct line management of the Vocational Programme Assistant and a Life Skills Specialist.
OTHER WORKING RELATIONSHIPS
The post holder must maintain contacts and foster relationships with other government departments, community agencies and organizations, and the business community to promote awareness and advance inclusion of adults with disabilities within the community. Positive relationships must be established with families and caregivers of clients, along with other SRC staff.
DECISION-MAKING AUTHORITY AND CONTROLS
The post holder works within the parameters established by the Ministry of Education, Training and Employment, its Minister, Chief Officer and all governing laws, policies and procedures.
The post holder may make decisions on matters within the ambit of the post’s principal accountabilities. The post holder has delegated authority to oversee and liaise, assign tasks, agree and set deadlines, monitor work and review reports/proposals for the staff that they manage. The post-holder operates under the general direction of the Programme Manager and is required to keep him/her apprised of developments and issues.
PROBLEMS/KEY FEATURES
The physical and emotional demands of this programme may be considerable from time to time. There are few local resources outside the Centre for clients to access. All staff must be self-reliant, creative, and able to deal with emotional and physical stress. Due to limited geographic proximity to more traditional professional development offerings, creative training and networking options are required to keep skills current.
WORKING CONDITIONS
The current Sunrise Adult Training Centre is crowded, not purpose-built, and located in a remote area which limits optimum service to the clients. Plans are underway to develop a new facility that will better meet the future and growing needs of adult Persons with Disabilities in the Cayman Islands.
