MANAGED SELF ENROLLMENT (MSE) FOR NON-VA STAFF

Overview

Starting 2 Apr 2012, ALL staff who work at the VA must take their initial VA Privacy and Information Security training via TMS ONLY. There is no other process accepted. This guide will walk you through the self managed enrollment process. It is very important that new TMS users understand the process to make sure they are successful.

Using the Talent Management System Self Managed Enrollment

The Talent Management System is a World Wide Web site. The address is Once you get to the home page, you will see a link called Create New User.

Check your Computer

TMS is designed to operate within specific computer settings. If you are working from a non-VA computer, you may need to make adjustments. Use the Check System link to have TMS look for certain programs. If they are all present, you’ll see all green checkmarks. Otherwise, you’ll see red and a statement of why. If the program is missing, usually there is a link to get it free.

Once you click on this link, you’ll be asked to identify your role at the VA. The roles are Health Professions Trainee, Contractor, Volunteer, WOC (Without Compensation), or Others.

Health Professions Trainee: If you are coming to the VA because you are a Health Professional and will be working with patients, you are most likely a Health Professions Trainee. General descriptions would be Residents, Nursing students, etc. You are not being paid by the VA directly, known as PAID.

Contractor: You are coming to the VA and are under a contract. You will be under the supervision of a Contracting Officer.

Volunteer: You are coming to the VA and are not being paid by the VA.

WOC (Without Compensation): You are coming to the VA and are not being paid by the VA. If you are working with General Medical Research, you are in this category for our tracking purposes.

If you do not fit in ANY OTHER CATEGORY, you are Others.

Once you select your category, Click Next.

Make sure you read the My Account Information before beginning.

My Job Information

Each Service will need to provide the User with certain details. These include the VA Location Code, the Contact Person’s information and for some staff, whether they need to also take the Health Information Portability and Accountability Act (HIPAA) training.

This example is for Health Professions Trainees. Since HIPAA is included in their training, there is no choice to select HIPAA.

If all is done correctly, you’ll be taken to a congratulations page which will include your User ID…which is your Email Address.

Click Continue to access training.

Access Training

Your “To-Do List” will contain what training you need to complete.

Hold your mouse over the item name and a call out window will appear. Click the Go to Content button.

Completed Works and Reports

To print out proof of completion, you can either go to Completed Works and by hovering your cursor over the item name, you’ll see a Print Certificate button or you can run a Learning History report in Reports.

MinimumPC Settings for Launching Web-Based Content from the VA Talent Management System (VA TMS)

NOTE: The following information is not for the novice computer user. It may be required to add these settings if you need to take training at home.

The Department of Veterans Affairs (VA) has deployed an enterprise-wide Talent Management System (TMS). The VA TMS offers many benefits to VA, including the seamless launch of web-based learning content and the automatic recording of learning progress from that content. In order to support these processes to the fullest extent possible, it is critical to ensure that certain elements relating to Learners’ Internet access is managed. Specifically, there are settings in the Microsoft Internet Explorer (IE) browser software. Without these settings, learners attempting to take training modules who "think" they are getting credit will be prevented from communicating between their computers, the web-based content, and the VA TMS. Without this communications, the learners may not be credited for the learning they accomplish.

Here are the specific settings necessary to support VA TMS online training activities as of Sep 29, 2010:

Internet Explorer > Internet Options> Security Tab

Add the following to the Trusted Sites List (Trusted Sites Zone):

Internet Explorer > Internet Options> Advanced Tab

On this tab, you will see the Virtual Machines (VM) which are installed and enabled within your browser. If you have the Sun Java VM loaded it will appear here, as will the Microsoft VM. Because the Microsoft VM is no longer available for installation, we recommend only the Sun JVM/JRE in support of the VA TMS. And, due to the limitations of other VA programs running enterprise-wide, the minimum versions of the Sun JVM/JRE recommended for deployment are 1.6.0 (9/29/2010) and above identified on the Sun Java sites as JRE 6.0 (downloadable from While minimum for the VA TMS, these Java versions may conflict with specialty programs used at some facilities. If so, use of these computers with the VA TMS will be problematic.

In order to enable the Sun Java VM (after downloading and installing it), set the checkbox under the “Java [Sun]” icon. The Microsoft VM should be uninstalled from the PC.

“Add-on” Toolbars to IE

Any desktops displaying the Yahoo™ toolbar on the Browser should disable the Yahoo™ pop-up blocker. If enabled, Learners will not be able to launch certain mandatory courses nor the Profile Update form. VA TMS Administrators will not be able to launch the Profile Maintenance form.

To disable the Yahoo™ pop-up blocker, find the icon on the Yahoo™ toolbar that looks like a red explosion, right-click on it, and opt to turn off the pop-up blocker. Also disable the pop-up blockers on Google™ toolbars and/or others.
