Job Purpose

To deliver services and arrange resources in line with service policy in order to support the Corporate Aims and Integrated Risk Management Plan (IRMP).

Form an integral part of the Service Executive Team and provide effective strategic direction and leadership to the delivery of Prevention, Protection, and Responseacross the Service.

To provide value-adding professional support and guidance to Directors, Service Executive Team members and managers within the service that is consistent with the business needs of the Service and contributes to efficient performance and service delivery.

Through the effective use of financial, physical and human resources in area of responsibility, work as part of the Service Executive to determine the effective delivery of organisational objectives.

To champion and actively promote high professional standards, innovation, diversity and inclusion and the Core Values of Hampshire Fire and Rescue Service ensuring that these are central to all aspects and activities of the Service.

Implement Organisational Strategy

You will contribute to the development of the service strategy and be responsible for implementation and delivery to support achievement of the organisations aims and objectives. You will influence change within the service by ensuring that organisational strategy is implemented through the production of implementation plans and the prioritisation of strategic goals, generation of options for methods of implementation. You will achieve this by obtaining commitment and ownership from key stakeholders.

You will be responsible for assisting in the development of the of a risk basedPrevention, Protection, and Response Strategy in line with the National Framework and relevant legislation, in particular seeking innovative and challenging methods for measurable risk reduction.

You will be responsible for ensuring the Service can discharge its statutory duties as a Category 1 responder as detailed in the Fire & Rescue Services Act 2004 and the Civil Contingencies Act 2004 through the effective leadership and management of the Response Delivery Function.

You will establish and agree the optimum organisational structure for your area(s) of responsibility to support achievement of organisational aims and objectives through the determination of the type and level of resources required to achieve strategic goals. You will ensure that any shortfall in existing resources and those required for future service delivery is identified and you will review the financial and other implications of a change in resources.

Organisational Performance

Through the effective leadership and management of the prevention, protection and response strategies you will ensure the effective delivery of services.

You will measure organisational performance against targets and indicators. You will evaluate overall performance and take action to rectify actual or potential shortfalls within your designated areas and this will be achieved by the generation of options for action, evaluation of options and obtaining commitment to change.

Through contribution to the regional and national agendas you will ensure that HFRS collaborates with partner agencies, and in doing so achieves further successful risk reduction.

You will be responsible for the management of performance within the areas under your remit. You will set aims, objectives, targets and performance measures to enable the Service to make informed decisions and improve service delivery. You will identify and agree opportunities for improvement with stakeholders, and implement and manage change to meet Service needs in accordance with our core values.

Strategic Advice and Support

As part of the Brigade Managers Operational Rota you will represent HFRS at Strategicincidents, provide Advanced Level Command at significant emergencies and provide strategic advice to resolve operational incidents. When required you will undertake incident debriefs. You will be responsible for mentoring Area and Group Managers as required. In addition you may undertake command or support duties as part of the National Resilience arrangements on a regional or national when required. You may also be required to support and advice on corporate related matters as required. This may involve liaison with the community, media and other agencies.

Physical and Financial Resource Management

As part of the Service Executive team you will work as part of a team to ensure sound financial management of the service in line with the principles of best value. You will possess sound financial awareness and the acumen necessary to contribute to the planning and control of expenditure and revenue within your designated area of responsibility.You will also ensure the proper management of physical and financial resources within your area of responsibility and manage the success against agreed budgets. You will allocate resources appropriately to meet the needs of the Integrated Risk Management Plan (IRMP) and the Service Plan.

You will be responsible for the line management of the Head of Service for Fleet, and be responsible for ensuring our vehicles are fit for purpose, technologically capable and provide the necessary capability to deliver the Service Plan

Leadership and Management

As part of the Chief Officers Group and Service Executive Team you will provide strategic leadership to your area of responsibility as well as actively contribute to the strategic management of the service.

Through close working with the Deputy Chief Fire Officer – Director of Strategy and Planning and Assistant Chief Fire Officer - Director of Assurance and Performance, you will ensure that all delivery activities are aligned with our strategy, achieve demonstrable reductions to risk, and Make Hampshire Safer.

In conjunction with your direct reports you will ensure work is allocated and delegated to the most appropriate teams and individuals and ensure work plans and objectives are agreed and assessed and that regular feedback is given to individuals on their performance and any performance issues are resolved in accordance with organisational policy. You will also ensure that the development needs of teams and individuals in your Functions are identified and acted upon to ensure that personnel are equipped with both required knowledge, skills and aptitude and personal qualities and attributes to deliver the services corporate aims.
