The Ministry of Social Development (MSD) is the lead agency for the social sector. We help the Government to set priorities across the sector, co-ordinate the actions of other social sector agencies and track changes in the social wellbeing of New Zealanders.

Group:

Organisational Solutions, together with the Organisational Governance group, form the Corporate Centre which supports the Ministry’s operating model and frontline services, promotes collaboration and collective leadership and gives the Leadership Team clear oversight of the Ministry. Organisational Solutions brings together Human Resources (HR), Finance, Procurement Solutions, Information Technology (IT), Property and Facilities, Health, Safety and Security (HSS), Legal Services, Insights MSD (iMSD), Organisational Projects, Information, Privacy, Policy and Practice, Organisational Security Intelligence, and the Information Security Office.

It is responsible for leading the development of integrated capability strategies across the whole of MSD and for developing a Ministry-wide view on organisational policies, practices and issues, with a strong focus on sustainability, providing smart solutions and backing the business to succeed.

OrganisationalSolutions provides essential best practice support services to the Ministry’s business groups and to over 10,000 staff across New Zealand. The group has responsibility for an operating budget of around $220 million per annum and employs more than 950 people.

Business Unit:

The Health, Safety and Security (HSS) group supports the Ministry’s managers and staff to put health, safety and security at the heart of everything they do. The group leads the development of HSS strategy and operational policy. It is also responsible for the design, development and deployment of programmes and initiatives that support and strengthen the Ministry’s HSS culture as well as providing technical expertise and support to frontline teams and health and safety committees.

The group ensures that HSS activities are integrated into all Ministry workplaces and workplace practices. They will do this by using the right information to predict potential threats and provide expert advice so that our staff have the right information at the right time to manage risk and do their job effectively. The team will also ensure that staff receive the right training, at the right time and that it’s suited to their role.

The group is also responsible for leading the design, testing and evaluation of physical and personnel security, using predictive analytics to shape and inform continuous business improvement programmes and initiatives, monitoring and assessing risks and hazards and developing and maintaining a robust HSS accountability and assurance function. It is also responsible for leading engagement and managing key relationships across the Ministry and the social sector in relation to HSS.

Purpose of the Position:

The Advisor Security is responsible for supporting the Senior Advisor Security to monitor the entire security eco-system within the Ministry and assist in the design, development and implementation of sound security strategies, policies,standards and measures for the Ministry. The role will provide operational support to Regional HSS Advisors and all Ministry managers to operationalise security policies,standards and measures, as directed by the Senior Advisor Security.

This includes supporting the Senior Advisor Security to collaborate with Regional HSS Advisors and coordinate security inspections of the Ministry’s premises and assessing the effectiveness and suitability of the Ministry’s security features to ensure they are relevant, fit-for-purpose and effectively mitigate any potential risk. This also includes assisting the Senior Advisor Security in the design and development of security tools and frameworks,providing specialist advice to managers and staff, supporting the implementation of strategic security standards and measures for all Ministry sites and assisting in the development of safety and security training programmes for all staff, as directed by the Senior Advisor Security.

Key Accountabilities:

Security Services and Controls /
  • Support the Senior Advisor Security in the development of security controls to detect, delay, respond to and prevent threats
  • Assess the suitability of technical security system features (e.g. CCTV, duress alarms, security guards) to ensure they are relevant, fit-for-purpose and effectively mitigate any potential risk, taking into consideration equipment life cycles
  • Assist in the management of national security-related contracts
  • Ensure all Ministry premises meet security standards and policies and are adhered to by:
  • Assisting with security surveys and inspections of all Ministry premises/Business Units
  • Recommending workable improvements to site security where necessary
  • Provide best practice security advice and support to the establishment of new sites or the refurbishment of existing sites by:
  • Assisting with the development of a comprehensive security plan for the site
  • Assisting in the implementation of systems and processes
  • Assisting with on-going monitoring and audits as required
  • Monitor, provide advice and oversee the purchase of security equipment through either tender contracts or consultants employed by property managers
  • Provide advice to all business units on all aspects of security including physical and information security and personnel security management
  • Perform ad hoc investigations in line with the HSS accountability framework
  • Identify security risks, providing advice and recommendations to mitigate these risks
  • Assist in site audits and investigations with particular emphasis on security aspects
  • Assist in the formulation and implementation of security training and staff training programmes
  • Maintain a service which ensures a proactive and effective response to the security needs of all business units..

Security and Information Systems /
  • Maintain knowledge of relevant global best practice in regards to physical and personnel security and work with the Senior Advisor Security to ensure this is represented in all HSS activities across the Ministry
  • Keep up to date with developments in physical and personnel security, including relevant technology
  • Support the Senior Advisor Security in thedesign, development and implementation of physical and personnel security systems across all Ministry sites, including new and refurbished sites.

Risk Management and Threat Assessment /
  • Support the delivery of frameworks and tools to identify HSS risks, threats and hazards, in alignment with the Ministry’s Risk Management Framework
  • Analyse risk, threat and hazard identification information from sites and regions at a national level and actively contribute to building the information into HSS plans and activities
  • Escalate critical threats, risks and hazards as necessary.

Technical Advice and Support /
  • Provide technical advice and guidance to stakeholders across the organisation (as directed by the Senior Advisor Security)
  • Support Regional HSS Advisors through the provision of technical advice (as directed by the Senior Advisor Security)
  • Maintain knowledge of relevant globalbest practice in regards to physical and personnel security.

Assurance and Audit Management /
  • Support the Senior Advisor Security and the Senior Analyst HSS Business Processes in the development and maintenance of the HSS assurance and reporting frameworks from a Security perspective.

Monitoring and Reporting /
  • Support the Manager HSS Strategy and Planning by contributing to the on-going maintenanceand continuous improvement of the HSS Reporting Framework as required
  • Support the Senior Advisor Security by actively monitoring HSS reporting performed across the organisation and supporting interventions to improve reporting as required
  • Support the Senior Advisor Security by coordinatingsecurityinformation into HSS reports as guided by the HSS Reporting Framework
  • Assist in reporting on non-compliance with HSS standards and procedures and recommending actions to address non-compliance as required.

Change Management and Continuous Improvement / Support the Senior Advisor Security by:
  • Contributing tothe development of securitychange programmes, initiatives and campaigns and ensuring they align with physical and personnel security strategy and best practice
  • Ensuring that physical and personnel security is appropriately considered in all Ministry-wide plans and change initiatives
  • Working closely with the Regional HSS Advisors to implement physical and personnel security programmes and initiatives, as directed by the Senior Advisor Security and the HSS management team
  • Actively assessing the effectiveness of security-relatedchange programmes and initiatives delivered across the Ministry
  • Contributing to the on-going development and maintenance of the HSSProcess Management Framework
  • Mapping,analysingand identifying opportunities to continuously improve key security processes and guidelines

  • Develop and maintain relationships with internal stakeholders to facilitate timely consultation on security-related issues

Team Collaboration /
  • Work collaboratively with members of the Technical Advisory team and the wider HSS group to ensure the successful achievement of the HSS Work Programme
  • Provide assistance to the Regional HSS Advisors and any other Advisor members of the HSS group.

Technical/Professional Knowledge and Experience
  • Extensive knowledge and experience in security (preferably in the public sector or a large and complex national organisation)
  • Experience in security in a service-oriented office environment, including security surveys and inspections, policy formulation, and investigation of security breaches
  • Knowledge of electronic security systems and proper installation of these systems(including access control, intruder alarms, closed circuit television)
  • Knowledge of security equipment, monitoring, maintenance and security guard services and related costs
  • Knowledge of current legislation relating to security (e.g. crimes, trespass and privacy)
  • A strong understanding of physical and personnel security systems and best practice
  • A good understanding of the Employment Relations Act 2000 and the Health and Safety at Work Act 2015
  • Knowledge of risk management methodologies and best practice
  • Computer skills, preferably in the Windows environment
  • A knowledge of computer security measures and current developments.
