ThefollowingtextdescribestheactionstepstheGreater Nebraska Workforce Development Boardwillperforminordertointegrateandtailortheprioritiesdeveloped bytheStateWorkforce DevelopmentBoardtotheGreaterNebraskalocalarea.Currently,theaspartofthatinitiative,theGNWDBispartneringwiththeLibraryCommissiontoprovideaccesstoWIAservicesviacomputertechnologyatlibrariesacrosstheGreaterNebraskaLocalArea.ProposedpilotlocationswereidentifiedattheJune6-7,2012meetingsoftheGNWDB/CEOBas:ChadronPublicLibrary,BrokenBowPublicLibrary,McCookPublicLibrary,SaintPaulPublicLibrary,SouthSiouxCityPublicLibraryandFallsCityPublicLibrary.CareerCentersassignedtosupportthesepilotlocationsare:Beatrice,Norfolk,Scottsbluff,NorthPlatteandGrandIsland.WIAstaffwillcontinuetoservetheentireregionutilizingtechnologyandtravel,whennecessary.(ThisissimilartotheYouthSpecialistservice deliverymodel.)
GreaterNebraskaisfocusingtheireffortsonfindinggrantsforapplicantsinthelocalarea.TheGNWDBwillactivelyseekandapplyforgrantopportunitiestoincreasefundingoptions.TheGNWDBisnota501c3corporation,butitdoeshaveNon-ProfitStatusregisteredwiththeNebraskaDepartmentofState.ThisstatusallowstheGNWDBtoapplyformultiplenon-profitgrantopportunities.
TheGNWDBwillincreaseengagementwithpartnerandbusinessrepresentativesontheNebraskaWorkforce DevelopmentBoardtoimprovecommunicationregardingtheissuesaffectingtheGreaterNebraskalocalarea.TheGreater Nebraska Workforce Development BoardwillorganizeandimplementregionalmeetingsofrepresentativesfromthepartnerstakeholderentitiesofEconomicDevelopment,Education,ElectedOfficials,Labor,andCareerCenterManagementtogatherbestpracticesoncurrentinitiatives,setcommongoalstointegrateservicestoemployersandjobseekers,andrespondtotheneedtocreateacoordinated,efficient,andlessbureaucraticdeliverysystem.

TheGreaterNebraskaWorkforce Development AreawillcoordinateandcollaboratewiththeStateDepartmentofEconomicDevelopmentandLocalEconomicDevelopmentAgenciesinthecontinuingefforttomeettheneedsofemployersandjobseekers.
TheGreaterNebraskaOneStopOperatorcontinuestopartnerwithandcoordinateservicesfortargetedpopulationsbasedontheirneedtoprovideassistanceandeliminatebarrierstoemployment(ie.Veterans,VocRehab,Proteus,IndianCenter).Referralstopartneragenciesarebasedonindividual’seligibility.Targetpopulationsincludeveterans,personswithdisabilities,migrantfarmworkers,minoritiesandyouthtonameafew.CoordinationofservicesisestablishedthroughNEworks,communityresourcesandthroughproviderstaffdirectedquarterlypartnermeetingswithbothpartnersandOne-StopCareerCenterstaffpresent.

TheGreaterNebraskaCareerCentersbegantoutilizeanintegratedwebbasedsystemcalledNEworksonOctober4,2010.NEworkswillbetheprimaryreportingandcasemanagementtoolreplacingthepreviouslyusedNebraskaWorkforceAccessSystem(NWAS)andTrackingandReportingExchangeSystems(TREX).NEworkswillbeupdatedasnecessarywithchangesresultingfromthereauthorizationoftheWorkforce Innovation and Opportunity Actlegislationandimplementationofthecommondataperformancesystem.
ExpenditureshavebeenmadeagainstappropriatecostcategoriesandwithinthecostlimitationsspecifiedbytheWorkforce Innovation and Opportunity Actandimplementing.ThesystemmeetsthestandardsofGenerallyAcceptedAccountingPrinciples(GAAP).Thesystemprovidesrecordsandreportsthatareuniformindefinition,accessibletofederal,state,andtheGreater Nebraska Workforce Development Boardmembersorstaff,andareverifiableformonitoring,audit,programmanagement,andevaluationpurposes.Programcostsarereasonable,allowable,andnecessarytoachieveprogramgoalsandareinaccordancewithapplicablecostprinciples.
