DISTRICT 13 TRAINING ASSOCIATION

MINUTES

April 30, 2015

Members present: Dave Kingsbury, Gary Hulse, Mari Bottoms, Chris Galiszewski, David Blair, Rocky Desimini, Kevin Silvernail, Josh Hulse, Heath Prince, Larry Wooldridge. John & Lila Young, Phil & Judy Whitley and Perry & Corinna Jacobs

The meeting was opened by President Dave Kingsbury at 7:37 pm. The minutes from the previous meeting were read. Gary Hulse moved to approve the minutes as read, the motion was seconded by Perry Jacobs and the motion passed.

Treasurer’s Report: There is $17,363.79 in the account at this time. Not all of the accounting for the OFIA conference is complete. We are very grateful for funds from the Carpenter Foundation that helped us host the conference and reminded members of the availability of funds for training. OFIA sent the billing for both 2014 and 2015 dues at $200 each year. We received notice of a request to pay for the use of the facility used for the 130/190 class. Perry moved to make the payment, Gary seconded the motion and it passed.

Fall Fire School: Perry suggested having Dallas come and do a certified extrication class. He will contact Fred Hertel to see if they are available those dates. Chancy had previously suggested a full Brothers in Battle irons and forcible entry class. The live fire burn trailer is always popular however David stated he would be taking a class but he would assist in setting up and making arrangements for another instructor if we decide to offer it again. An Instructor I class was also suggested, so Rocky will talk to David Jensen. Judy suggested shorter half day training presentations on fire hazards. Dave will check class limits and see if we have room and/or instructors for any other class offerings. Corinna will create a sign up sheet for people to help with various aspects of Fall Fire School, including an IC/Event Coordinator.

DPSST: Rocky reported that there were 11 people that attended the SAFE class at Bowen Valley. The same class will be held in Baker City on May 26th. The SKID truck will be in Ontario June 25-28 and July 9-12. Check the DPSST website for helpful guides to the certification process and to use the updated forms. Julie teaches a class on the forms titled Training Program Management. Sept 17 is the Fallen Firefighter Memorial Ceremony at DPSST. A grant was received for the frame for a new SKID truck. Both vent props have been received and they are in the process of putting together the curriculum for the class. This will be a ventilation class, teaching how to ventilate, joist awareness and different cuts, etc. Student will be expected to already know how to run the saws prior to class.

DLO: Kevin has not heard when the DLO Conference will be. It is apparently still in the planning stage and a date has not been announced. Kevin will become our new DLO at that time.

Trainings: Baker was awarded a grant for an Incident Safety Officer class scheduled for May 30-31 from 0800-1700 hrs instructed by Jason McKinnon. District 13 received a proposal for training form from Sumpter who is hosting a Firefighter I Academy. There was discussion on what it meant to sponsor or host a class and whether or not fees were mandatory. Mari moved to accept the proposal, Chris seconded the motion and it passed. Judy stated that OTEC is going to do a presentation on electricity safety at Medical Springs on May 13 at 7pm. Mari moved to allow other classes to use District 13 website to register on line. The classes will be in our area although not necessarily sponsored by District 13. David Blair seconded the motion and it passed.

Recent Incidents: Baker City responded to the freeway to assist people in a sedan that crashed into the back of a semi. David Blair advised of the difficulties of getting speeding traffic to stop and reminded all responders to be careful.

Comments: Chris was not able to talk to George Dunkel about the insurance questions, so Larry offered to ask as he will see him soon.

The next meeting will be Thursday, May 28, 2015 at 7:00 pm at the Keating Fire Station.
