To receive an update on the Chilton Woods Place Shaping Group meeting of 9th December 2013.

To consider feedback on the Open Day held at the former Bush Boake Allen factory site on 14th December 2013.

a)Application No. B/13/00988/FHA/JP – Highlanders Farmhouse, Mills Lane – Erection of cartlodge style carport/garden shed store (approved under Planning Permission ref: B/10/00836/FHA) incorporating first-floor attic store with high level external door, and addition of plinth and weatherboarding to log store area (Retention of) - Granted.

  1. To Receive a Progress Report with Regards the Chilton Woods Development

Background

Chilton Woods is a proposed development of 1050 homes, employment/commercial development and waste transfer station (western end). Effectively it is a half-moon shape with Tesco supermarket in the middle. Approximately a third of the development site is within Long Melford Parish. It could impact considerably on the village and surrounding areas.

Place Shaping Meeting

The Council Chairman and Cllr Richard Kemp joined councillor colleagues from Sudbury and surrounding villages to receive an update on this development. It has been in the doldrums since Redrow, lead developer, pulled out for reasons not publicly known – possibly economic realities. The key points from the meeting were:-

  • Suffolk County Council appeared to have put around £6million on the table to kick start this development. This is vital given the high infrastructure costs.
  • The Inspector’s response to the Core Strategy Modifications is still awaited from the Hearing in March 2013. However, there appears to be the political will to resource a planning application by July 2015.
  • The lack of good strategic transport routes remain an issue.
  • Cllr Kemp raised the issue of surface water given much of Long Melford is low lying.
  • The concept of a garden village suburb was strongly supported – landscape dominated.
  • There is no clarity about community gain – Babergh DC will need to continue to be pressed on this consideration.
  • Strong support for the development to sit within one parish, probably Chilton Parish Council so boundary changes needed. This could provide a stronger sense of ownership.
  • Terms of reference were updated and approved along with Version Two of Quality Charter.

Looking ahead further meetings of the Place Shaping Group are planned on approximately six weekly basis. Next meetings are to focus on transport /access issues then looking at master plan/surface water drainage.
