INTRODUCTION:
Talahik Elementary School of Surallah North District structured to provide opportunities to develop school children their maximum potentials and better learning where in safe, caring and responsive environment given. Hence, a child may experience free from any acts of violence, discrimination, corporal punishment, bullying and any form of abuses.
For the implementation of this program a collaborative effort and ideas of every teacher, parents, stakeholders, organization with in the school and in the community as well, has been realize to protect every child inside and outside the school primesis.
SCOPE AND LIMITATIONS:
This Contextualized Child Protection Policy is intended to protect pupil from Kinder to Grade Six, out of school youth who are part of the community and with teachers & stakeholders of Surallah Central Elementary School.
DEFINITION OF TERMS:
The following terms are defined as used in this policy.
Child- Refers to any person below eighteen (18) years of age or those over but are unable to fully take care of themselves or protect themselves from abuse,neglect, cruelty, exploitation or discrimination because of aphysical or mental disability or condition(RA 7610)
For purposes of this policy, “child abuse” is any action (or lack of action) that endangers or harms a child’s physical, psychological or emotional health and development. Child abuse occurs in different ways and includes the following:
Ø Physical abuse – any physical injury to a child that is not accidental, such as beating, shaking, burns, and biting.
Ø Emotional abuse – emotional injury when the child is not nurtured or provided with love and security, such as an environment of constant criticism, belittling and persistent teasing.
Ø Sexual abuse – any sexual activity between a child and an adult or between a child and another child at least four years older than the victim, including activities such as fondling, exhibitionism, intercourse, incest, and pornography.
Ø Neglect – depriving a child of his or her essential needs, such as adequate food, water, shelter, and medical care.
Bullying- refers to any severe, or repeated pression, or a physical act or gesture or any combination thereof, directed at another student that has the effect of actually causing or placing the letter in reasonable fear of physical or emotional harm or damage to his property. 3 Types of Bullying-physical, emotional, cyber bullying.
Ø Physical bullying-any unwanted physical contact between the bully& the victim like punching, pushing, kicking slapping, tickling, infecting pain, teasing, fighting and the use of available objects as weapon.
Ø Emotional Bullying- any act that cause damage to a victims physical/or emotional well being.
-any slanderous or accusation that causes the victims undue emotional distress like directing foul language or profanity at the target, name calling, tormenting and commenting negatively on victims looks, clothes and body.
Ø Cyber Bullying- done through the use of technology or any electronics means such as texting email, instant messaging , chating, internet, social media onlinesgames, or otherother platforms or formats as defined in Dep-Ed Orders No. 40, series 2012
Child labor-refers to the employment of children in any work that deprives children of their childhood, interferes with their ability to attend regular school, and that is mentally, physically, socially or morally dangerous and harmful.
Corporal Punishment – refers to a kind of punishment or penalty imposed for an alleged or actual offense, which is carried out or inflicted for the purpose of discipline, training or control by a teacher, school administrator, an adult, or any other child who has been given or has assumed authority or responsibility for punishment or discipline. It includes physical, humiliating or degrading punishment, including, but not limited to the following:
v blows such as, but not limited to beating, kicking, hitting, slapping, or lashing, or any part of a child’s body, with or without the use of an instrument such as, but not limited to a cane, broom, stick, whip or belt;
v striking of a child’s face or head, such being declared as a “no contack zone”;
v pulling hair, shaking, twisting joints, cutting or piercing skin, dragging, pushing or throwing of a child;
v forcing a child to perform physically painful or damaging acts such as, but not limited to holding a weights or weights for an extended period and kneeling on stones, salt, pebbles or other subjects;
v deprivation of a child’s physical needs as a form of punishment;
v deliberate exposure to fire, ice, water, smoke, sunlight, rain, peeper, alcohol, or forcing the child to swallow substances, dangerous chemicals, and other materials that can cause discomfort or threaten the child’s health, safety and sense of security such as, but not limited to bleach or insecticides, excrement or urine;
v tying a child;
v confinement, imprisonment or depriving the liberty of a child;
v verbal abuse or assaults, including intimidation or threat of bodily harm, swearing or cursing, ridiculing or denigrating the child;
v forcing a child to wear a sign, to undress or disrobe, or to put on anything that will make a child look or feel foolish, which belittles or humiliates the child;
v permanent confiscation of persons property of pupils, students or learners, except when such pieces of property pose a danger to the child or to others; and
v Other analogous acts.

SIGNS OF ABUSES:
1. Difficulty in making friends
2. Unexplained changes in behaviour like, upset, restless, quiet, displaying sudden outburst of temper.
3. Suspicious injuries in body side Hematoma, bruises, cuts, burns.
4. Could not develop an “ eye to eye” contact tend to stoop down when being asked.
DUTIES & RESPONSIBILITIES OF FACULTY & STAFF.
1. Conduct the capacity building activities of the member of child protection Policy and Guidance Counselor/ teacher.
2. Ensure that the school has the effective child protection policies &procedures and monitor compliance there of:
FUNCTIONS OF THE CHILD PROTECTION COMMITTEE
1. Invitations information dissemination proper & organized activities for the protection of the children.
2. Establish a system for identifying student who may be suffering from significant harm based on any physical emotional or behavioural signs.
INTERVENTIONS:
A. SCHOOL WIDE INITIATIVES
1. Periodic assessment and monitoring of the nature extend and perceptions of bullying behaviour and attitude of pupils.
2. Periodic review and enhancement of the students and personnelmanual or conduct in relation to bullying & child protection policy.
3. Continuing personal development to sustain bullying prevention program.
4. Coordination w/ Local Government Units, Barangay ( BarangayCounsil for the Protection of children) and other stakeholders.
5. Creation of Signage bored on the rights of every child based on P.D. No. 603 for public awareness to be posted on different areas of the school.
6. Conduct forum, information dissemination, workshop on the Rights of the Child & responsible parenthood seminar to parents of Surallah Central Elem. School.
POLICIES:
1. No saying of foul or vulgar & bad words with peers.
2. Avoid physical contacts with peers.
3. Pupils in the higher grades/grade level should not intimidate, harass, bully other pupils through words and actions.
4. Report to school regularly to decrease the number of absenteeismcases.
5. Teachers are not allowed to use sticks as board pointers in teaching .
6. Avoid using “green jokers” sexually suggestive comments to other persons even in fun.
7. Avoid bringing or holding sharp objects such as barbeque sticks, knifes, nail cutter, stones, erasers etc. To prevent physical injuries/abuse.
8. Promote healthy competition on the class/school to avoid misunderstanding and conflicts.
9. School child protection committee and teachers should ensure appropriate interventions, counselling and other services provided for the victims of abuse violence implementation, discrimination and bullying.
