FYSA Administration

1.1.Name, Purpose, and Affiliation

1.1.1.Name – This organization shall be the Florence Youth Soccer Association (FYSA).

1.1.2.Purpose – To administer and support the promotion of soccer in Florence and the education of youth soccer in Florence at all levels of competition, i.e. Division I, Division II and Division III and associated programs

1.1.3.Affiliation – FYSA will be associated with Mississippi Soccer Association (MSA) and all organizations that MSA has an affiliation. FYSA will abide by MSA Constitution, Bylaws, and Policies and Procedures.

1.1.4.City Affiliation - The FYSA organization will work with the City of Florence Parks and Recreation Department to manage the day to day activities for the soccer league. The City of Florence and the Parks and Recreation Department will oversee league activities.

1.2.Territory - The territory under the jurisdiction of FYSA shall include :

The western boundary shall be the Pearl River, the southernmost boundary shall be the Simpson County line, and the Eastern boundary shall be the Simpson County line to the east going north and then continue to follow Rocky Hill Road to Hwy 18. The Northern boundary begins at Hwy 18 at a point parallel to Hwy 468 then following the creek north until it follows the railroad tracks to Hwy 49.

Further, FYSA shall service the older age groups that the City of Richland has agreed to cede in their letter of October 7, 2010 and top include the stipulation that any organization in Simpson County that wish to join MSA

1.3.Rule Administration and Suspension

1.3.1.Rules of Administration: FYSA shall be governed by its Constitution, By-laws, Rules and Regulations as supplemented by the MSA Constitution and policy and procedures established by the FYSA. In the event of a conflict latter shall apply.

1.3.2.Rules Suspension: In order to deal with an emergency and to protect the purpose of FYSA, any rule may be suspended at any meeting of FYSA or its Board of Directors by a two-thirds (⅔) vote of FYSA Board of Directors present at said meeting.

1.4.Terminology

1.4.1.AGM – Annual General Meeting. Held yearly with FYSA members to elect new officers, review/revise Constitution, review league issues/policy changes.

1.4.2.By-Laws, Constitution – Refers to the rules and regulations established in this document.

1.4.3.FFC – Florence Futbol Club. Managing organization of Florence Youth Soccer Association for Division I and II teams.

1.4.4.FPRD – FlorenceParks and Recreation Department

1.4.5.FYSA – Florence Youth Soccer Association

1.4.6.MSA – Mississippi Soccer Association

1.5.Disaffiliation – FYSA shall not disband or withdraw from MSA except on a two-thirds (⅔) vote of FYSA members in good standing at any business meeting as defined in the FYSA By-laws.

1.6.Savings Clause - If any word, phase, sentence or other provision of the Constitution or its application to any circumstances or person is held invalid, the invalidity shall not affect the other words, phrases, clauses, sentences, provisions or applications of this Constitution, and to this end, the provisions of this Constitution are declared to be severable.

  1. Amendments and Interpretations
  2. Effective Date – These policies and procedures will be effective from the date of their adoption which will be noted for each section of the document. Revisions will be made based on FYSA approval
  3. Amendments – This Constitution shall be amended as needed by FYSA. FYSA will coordinate policy changes with FPRD as necessary
  4. Interpretation – These policies and procedures are to be construed as a standard operating protocol. FYSA is responsible for the interpretation and final decisions regarding these policies and procedures as documented. When in the judgment of FYSA an inequity would result from a stringent application, and this inequity is of the sort that the FYSA wishes to address, FYSA shall have the authority to do so.
