This report details the proceedings of the Traffic Management Unit on the 29 September 2004 and puts forward the recommendation of the Unit regarding the following:-

a) PEGWELL DRIVE, BROUGHTON, SALFORD

A request has been received from the residents of Pegwell Drive, Salford, to introduce some form of waiting restrictions at the entrance to Pegwell Drive.

This request is due to problems being experienced when vehicles park on both sides of the entrance to Pegwell Drive along its entire length.

The residents of the area stated that this problem is caused by Local employees and car sales showrooms that relocate trade vehicles to Pegwell Drive during the working day.

To alleviate this problem it is proposed to introduce a working day restriction to include Saturdays, 15 metres southwest of the junction of Bury New Road on the northwest side for a distance of 47 metres in a south westerly direction. Emergency services have no objections to the recommendation.

WOODSTOCK DRIVE/WORSLEY ROAD, WORSLEY

b) A complaint has been received from a local resident regarding the parking of vehicles around the junction of Woodstock Drive and Worsley Road, Worsley.

It is claimed that when vehicles are parked on the west side of Woodstock Drive, vehicles entering the road from Worsley Road are often obstructed. In addition, vehicles parked on Worsley Road adjacent to Woodstock Drive block the sight lines for exiting vehicles.

Observations on site have revealed that some parking does take place at this location and that junction protection waiting restrictions should be introduced. However, there is a pedestrian refuge on Worsley Road just to the west of Woodstock Drive and it is considered that the waiting restrictions should extend to protect this facility. Emergency services have no objections to the recommendation.

c) HILTON LANE / HULTON AVENUE, WALKDEN, WORSLEY

A complaint has been received from the Head Teacher at Harrop Fold High School regarding traffic problems on Hilton Lane, Walkden. One of the issues raised is the parking of vehicles at school picking up and dropping off times which compromises the operation of the school crossing patrol.

The entrance to the school located on the southeastern side of Hilton Lane, has in place mandatory school zig zag markings which prevent vehicles stopping whilst passengers board or alight. There are no waiting restrictions in operation on the north western side of the road.

The school crossing patrol operates from outside No’s 72 and 74 Hilton Lane, just to the south of Hulton Avenue. Observations taken on site have revealed that vehicles park immediately adjacent to the operation point which makes it difficult for oncoming vehicles to see the crossing patrol and vice versa.

The observations further revealed that Hulton Avenue is a bus route and on occasions vehicles parked around the junction make it difficult for the buses to enter and egress the road. This then leads to congestion of Hilton Lane, which causes further problems for the crossing patrol.

Although in the main the problem only occurs for a short time during the school dropping off and picking up times, it is considered that highway safety is being compromised. It is therefore proposed to introduce 24 waiting restrictions around the junction of Hilton Lane and Hulton Avenue. Emergency services have no objections to the recommendation.

Hulton Avenue, north east side, from its junction with Hilton Lane, in a north westerly direction for a distance of 23 metres.

Hulton Avenue, south west side, from its junction with Hilton Lane in a north westerly direction for a distance of 26 metres.

Hilton Lane, north west side, from a point 15 metres north east of the north western kerbline of Hulton Avenue, in a south westerly direction for a distance of 54 metres.

d) FAIRHOPE AVENUE, WEASTE & SEEDLEY

Complaints have been received from both local residents and councillor regarding the parking of vehicles near to the junction with Eccles Old Road.

After a number of site visits it was found that vehicles are parking along the east side of the carriageway close to the junction with Eccles Old Road, which could cause any vehicles turning into Fairhope Avenue to come into conflict with any vehicles coming down Fairhope Avenue.

The problem was highlighted during one site visit when two cars turned into Fairhope Avenue, quickly followed by a Medium Goods Vehicle, which was unable to completely turn into Fairhope Avenue causing an obstruction on Eccles Old Road.

It is therefore considered that no waiting at any time restrictions be introduced in order to protect the junction and also the entrance to the Methodist Centre, whose entrance lies to the west as you turn into Fairhope Avenue. Emergency services have no objections to the recommendation.

e) STEVENSON ROAD, SWINTON

Earlier this year a parking complaint was received from a resident on Shelley Road.

The resident explained that during the last twelve months the parking situation along Stevenson Road between its junctions with Shelley Road and Shakespeare Road had increased.

Photographs were provided which showed vehicles parked on the footway and around the junction area, which disrupted the required visibility splays.

This is a problem experienced throughout the City, but the main factor with this section of road is that it is only 4 metres wide. As a consequence of this when vehicles are parked they are blocking the footway making it in-passable and excessively reducing the width of the carriageway thus preventing two way traffic flow.

Further photographs were provided which showed extensive damage to an inspection chamber cover which, it was alleged had been caused by a vehicle parking on the footway.

Observations have been conducted during the course of the day, but no vehicles were parked within this location.

Based on the information provided the parking situation can occur at various times, but becomes more regular when the football season is in progress and the public use the local park which is situated nearby for football matches.

To address this situation it is proposed to introduce no waiting at anytime regulations along this section of road and around both junctions. Emergency services have no objections to the recommendation.

f) VICTORIA LANE DEVELOPMENT, SWINTON

A new housing development is currently being constructed around the Victoria Lane area of Swinton.

As part of the planning approval an agreement has been entered into with the developer for the introduction of traffic calming measures on the estate roads and for the area to be made a 20 mph zone.

The traffic calming measures will include road humps and a junction plateau. The approximate locations of these are shown on the attached plan. Emergency services have no objections to the recommendation.

g) PASSAGEWAY TO REAR OF ORIENT STREET, BROUGHTON

A complaint has been received regarding the amount of vehicles that are using the passageway as a short cut and also the speed at which they are doing so. The complaint came from a resident who backs onto the passageway, who has witnessed numerous vehicles speeding down the passageway and on one occasion was nearly knocked down.

A public consultation has been carried out and from the seven houses consulted, five have replied with four being in favour of the proposed scheme and one not in favour.

It is therefore proposed to introduction two bollards in the passageway between number 6 and 8 Orient Street. This will mean that houses 2 to 6 will be able to gain vehicular access to the rear of the properties from Moston Street and houses 8 to 14 will be able to gain vehicular access to the rear of the properties from Southam Street. The bollards will prevent vehicles from using the passageway as a cut through but will still enable pedestrians to walk through unhindered. Emergency services have no objections to the recommendation.
