POSITION DESCRIPTION
POSITION: Receptionist I/Billing Clerk
DEPARTMENT:Department of Human Services
LOCATION:Courthouse
REPORTS TO:Director of Human Services, Financial Manager
SALARY:Grade 1
ESSENTIAL DUTIES AND RESPONSIBILITIES:
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
Receptionist
- Answer calls, assess nature of call and determine how call should be handled
- Assist clients at the front window
- Make copies and distribute paperwork to appropriate agency staff
- Keep front lobby & reception area clean & brochure racks stocked & up-to-date
- Accept payments for various programs and issues receipts
- Process/distribute incoming & outgoing mail
- Mail out requested information on Childcare, BadgerCare, FoodShare, etc
- Transcribe for social workers on child abuse interviews
Economic Support
- Accept Request for Assistance (RFA’s) & mail application packets
- Verify status & look up assigned worker of client cases
- Scan & process documents for the central processing unit for clients electronic case files
- Answer general questions about Income Maintenance (Health Care/FoodShare, etc) programs, processes, and services. This includes information about options available through the federal Health Insurance marketplace
- Individuals working in this area must be able to answer questions about available programs, options on how to apply, information on where to apply, and the importance of setting a filing date.
- Print copies of CARES notices
- Print replacement Six Month Report Forms
- Accept verification forms and other documentation
- Accept initial BadgerCare Plus premiums
- Facilitate access to interpreter services
- Provided dedicated space, which includes a telephone for the purpose of fair hearings, face-to-face appointments, or interviews
- Receive and hold mail for individuals who have no permanent mailing address
- Display and make available to all visitors the current state and USDA publications (pamphlets, informational flyers, posters, and other materials) that inform and advise of benefits and eligibility requirements. These publications must be available in all office locations in English and Spanish languages
- Provide a computer for people to complete ACCESS and/or federal Marketplace applications
- Provide a phone to enable a customer to call the Consortium Call/Change center as needed
WHEAP (Wisconsin Home Energy Assistance Program)
- WHEAP Mailings
AODA/Mental Health Clinic
- Schedule reoccurring appointments with therapists
- Make new client referrals to intake coordinator
- Generate monthly updated statements for AODA/MH clients
- Fill out PPS registration forms
- Track units, no shows and cancellations on a monthly and annual basis
- Bill Medicare, Medical Assistance and private insurance for services
- Input client demographics, units, and billing information into Visual Wissis
- Complete required paperwork to become a participating provider for private insurance companies when necessary
- Issue receipts for payments collected from Medical Assistance, Medicare, private insurance, and other third party payers
- Track clinic revenues
- Therapist credentialing paperwork & files
- Maintain updated financial forms / insurance cards for client charts
Financial Unit (Support Functions)
- Maintain filing system in office and storage room following mandated records retention laws and HIPPA Compliance standards
- Additional billing services as new programs are developed
Agency Resource Specialist
- Provide referrals and information about other agencies (ie. food pantries, WIC, family planning, Rural Housing, etc….)
- Set-up & clean-up for meetings/trainings held in this office (when requested)
- Assist with cleaning/organizing storage room
- Shredding, copying, collating, binding or other paperwork for agency / contract staff as requested
- Other duties as assigned
MINIMUM TRAINING AND EXPERIENCE REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS:
- A two-year Associate’s Degree in a related field with two years of billing and one year of reception duties in a setting requiring confidentiality.
AND/OR
- An equivalent combination of training and experience, which provides the required knowledge the required knowledge, skills and abilities, is preferred.
AND/OR
- Training or experience in basic accounting procedures, including practices used in collection, and in processing claims for Medicare, medical assistance and private insurance.
- Training or experience in operating and utilizing computers using a variety of word processing software, data bases and spreadsheets.
- Experience or training in use of a variety of computer word processing programs.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
- Considerable knowledge of modern office practices and procedures.
- Ability to perform a variety of clerical tasks.
- Working knowledge of business math, English, spelling, grammar, and good communications skills.
- Ability to understand and effectively carry out oral and written instructions.
- Ability to type at 50 words per minute and operate complex office machines and equipment.
- Ability to utilize a wide variety of computer programs and software, including word processing, spreadsheets, database, e-mail, electronic scheduling, and internet use.
- Ability to type neatly from plain copy or corrected manuscript.
- Ability to type documents and correspondence.
- Considerable understanding of agency programs, operations and policies with respect to functions performed.
- Ability to establish and maintain effective public and working relationships.
- Ability to maintain mental alertness, neatness and dependability.
- Ability to maintain confidentiality in all aspects of work and to maintain records security.
- Ability to work productively with minimum of supervision.
- Ability to work flexible hours if necessary.
- Ability to attend training as directed by the Director and/or Financial Manager.
