New Mexico state law provides that the Public School Capital Outlay Council (PSCOC) may consider reduction of the local share requirement if certain criteria are met (see INSTRUCTIONS on reverse) and if the PSCOC determines that a school district has insufficient bonding capacity to provide the required local match.

INSTRUCTIONS

(1)  Please complete a local share reduction application for each project for which a reduction in the local match is requested. The following additional information is required and will be returned if not complete.

(2)  Please provide a copy of the school district’s most recent debt planning worksheet(s), including a contact name and phone number of the school district financial advisor responsible for preparing the worksheet(s). If not included in the debt planning worksheets, please provide the following additional information:

a)  Date of last bond election

b)  Total bonds authorized at the election

c)  Projected bond indebtedness on August 1, 2006

d)  Date of next bond election

e)  Estimated authorization amount at next election

f)  Enrollment growth(%) over the previous school year (04-05 v. 05-06)

(3)  Please provide a current list of district projects with total project amounts and sources of funding, particularly the amounts pledged from local bonds previously issued and currently outstanding. If the most current five-year facilities master plan shows construction of a new school within the next two years, identify that project in the list.

(4)  Please provide a list of current and proposed district projects to be funded from future bond sales; please include proposed sale dates, maturity dates and amounts.
