2.1. Community Directors Meeting – Sunday April 14, 2013.

4. Agenda Items
4.1. Budget
4.1.1. Casino $28,813.20
4.1.2. General $42,547.08 with two investment certificates (1) $150,000 and (2) $125,000 for total of $275,000
4.1.3. After registration we will do another short-term investment.
4.2. Provincials
4.2.1. Provincials are scheduled for Fri. & Sat., March 14th & 15th, 2014 in Edmonton; all games will be scheduled at the SCSC.
4.2.1.1. Working with BA for number of courts, BA will get back to us with our requirements as far as volunteers.
4.2.1.2. Community Directors will get their volunteer requirements in November.
4.3. Community tournament
4.3.1. One day tournament date set for Saturday, Sept. 28th: 1st-come 1st-served up to maximum of 8 bantam boys 8 midget girls, 8 bantam girls 8 midget boys. No A teams. No cost for this tournament. Two (2) teams are booked in each division so far.
4.4. Bears/Pandas night out
4.4.1. Adopting a third Bear/Panda for extra funds, extra $200 for Bear $200 for Panda… $1200 total. This gives us two (2) coaches’ tickets per team.
4.4.2. Pandas night is Friday, Nov. 8th; Bears night is Saturday, Nov. 9th vs. Regina.
4.5. Coaches meeting
4.5.1. Chad spoke that we need to have coaches watch the video again without actual Coaches’ meetings being scheduled. Coaches had to report to EYBA, date as end of October to watch video by.
4.5.2. MOTION: Brad Coleman moved that all coaches watch the You-Tube EYBA “Be The Example” video and submit their answers to Shaun / 2nd Al Lee / MOTION CARRIED
4.5.3. MOTION: Kam Gill moved that if a Coach does not watch the You-Tube EYBA video and answer questions by October 31st, that Coach does not get to coach until he does watch the video / 2nd by Marvin Washington / DISCUSSION HELD / MOTION CARRIED
4.5.3.1. Donna Haggstrom abstained from voting.
4.5.3.2. All zones are highly encouraged to have their parents watch the video.
4.5.4. President Chad Bowie spoke with regards to police record checks not being mandated by EYBA. However, all zones should demand that their own Coaches obtain police record checks to protect themselves.
4.6. Oil King Hockey
4.6.1. Shaun approached the board with information about the Oil Kings First Annual Basketball Night being scheduled for Friday, Feb. 21st, 2014.
4.6.1.1. Discussion was held with regards to the event and whether or not we would be interested in taking on this event and supporting it to our membership.
4.6.1.2. Shaun to let the Oil Kings Association know that we are not interested in the event.
4.7. Rule Book
4.7.1. Chad spoke about rule changes, three important rule changes in particular:
4.7.1.1. Chad spoke of new rule; Rule G-54 quoted “Spectators/Parents/Minor Official are prohibited from entering on the court floor at any time during the course of a game.”
4.7.1.2. Shaun quoted new rule E-3 “No game shall be played by a team which is not accompanied by a coach, manager or responsible adult who shall be responsible for the conduct of all members of the team. The coach, manager or responsible adult shall be at least 18 years of age and cannot be a current player who plays on the team.”
4.7.1.3. Shaun quoted new part of rule E15 “It is highly recommended that players must use a change room or washroom to change into their uniform.”
4.7.1.4. Referee question from Marvin Washington; EBA has implemented use of the no-charge circle. Brad Colemane spoke that at the EBOA clinic (Brad Coleman) no charge circle is only for college/university.
4.7.1.5. Shaun advised membership that he had a discussion with EBOA’s Leo Mangano. It was decided that for this year’s single games (‘A’ division Tuesdays/Wednesdays games and an occasional Friday evening game for other community games), that the juvenile fee of $37 be paid for those single games.
4.8. A Division
4.8.1. An ‘A’ Division Committee is to be formed that anybody can be on. To date, Chad Bowie, Tim Walker, Marvin Washington, Brad Coleman, Bruce Schell will join this committee.
4.8.2. Chad discussed that this committee needs to be formed to discuss whether changes need to be made to the EYBA’s A Division.
4.8.3. Both Chad & Tim believe there has to be significant changes made to A ball.
4.8.4. This committee will meet and bring back ideas and information to group by January.
4.8.5. Chad discussed the idea of having ALL Edmonton zone kids try out for an A team all together.
4.8.5.1. The idea would be that EYBA would select eight (8) coaches per division.
4.8.5.2. All kids within Edmonton would try out together and teams would be selected to play on teams that will play each other (as well as against outside Edmonton zones) which would spread out Edmonton players so that there are not the discrepancies in the teams and it would level the playing field.
4.8.5.3. There is the idea that practices may have to be moved around on a regular basis or have all those practices at the SCSC.
4.8.5.4. Teams would be selected within strict guidelines, keeping in mind of logistics, address and such.
4.8.5.5. This plan would result in #1) much less time being spent in dealing with ‘A’ division issues that constantly arise and #2) better basketball all around being more competitive for all City zoned teams.
4.8.5.6. Discussion held that there may be the need for separate rule books, one for the regular community teams and one for the A Division.
4.8.5.7. Edmonton issues with regards to the A Division have been going on far too long and it was discussed that something needs to be done to change the way it is now and the way it’s been in the past.
4.9. Entering into GoalLine
4.9.1. Lots of players still on the system from last year.
4.9.2. Shaun needs to update information, but old passwords should still work.
4.9.3. Communities to let Shaun know if any additional members need to be given access.
4.9.4. The deadline for entry of players onto GoalLine is October 11th, 2013.
4.10. BACC
4.10.1. Nat Hoy spoke as the Basketball Alberta representative about the upcoming Basketball Alberta Coaching Clinic.
4.10.1.1.1. Information to be passed on to coaches about the upcoming BA Coaches Clinic being held September 21st / 22nd.
4.10.1.1.2. Learning facilitator training for Steve Nash and FUNdamentals only.
4.10.1.1.3. Future clinic has not been planned.
4.10.1.1.4. For 2014 youth provincials FUNdamentals is a requirement for all Head Coaches.
4.10.1.1.5. Old CCCP does not count any longer so coaches must update to FUNdamentals clinic or use NCCP level 1 certification.
4.11. Update from last Executive meeting
4.11.1. Chad Bowie shared with all members that a separate emergent meeting was held and a decision was made for player, Tyler Dobish, who was seeking special exemption, to be released from St. Albert and to play in SW. Our bylaws state that our mandate is to have every kid play basketball. Unanimously, we decided to let him be released from St. Albert to play in another zone and as a Board we decided to allow him to move to play in NE, SE or NW. Nat Hoy confirmed that he was registered in the SE Zone.
4.12. Special Exemptions request - Marina Cain
4.12.1. Letter of special exemption request from Carla Cain is attached and was read by President Chad Bowie.
4.12.2. Zones have the opportunity to release a player, if a zone chooses not to, that’s fine and their choice.
4.12.3. Rule E-45 states: “Exceptions to the above rules must be submitted in writing to the Board of Directors for consideration and ruling.”
4.12.4. Discussion held with regards to midget aged player, Marina Cain, being given a release from St. Albert and given the opportunity to try out for the A division team out of Parkland.
4.12.5. Shaun commented that the address she has in the SW zone, where she wants to be released to (to play for the Spruce Grove midget girls A team), is in Westerose, Alberta which is over an hour drive from St. Albert where she attends school. The bylaws is where Carla Cain is getting her zoning information which states the SW includes Stony Plain, Spruce Grove, Leduc, Wetaskiwin, Beaumont & Camrose.
4.12.6. Lengthy discussions held between St. Albert’s Bruce Schell and Parkland’s Dave Oldham in regards to releases/imports and the case of Marina Cain.
4.12.7. Chad Bowie quoted rule E-44 which states “Import player(s) not properly released through their Zone Director shall be considered an ineligible player.”
4.12.8. Chad Bowie quoted rule E-45 which states “Exceptions to the above rule must be submitted in writing to the Board of Directors for consideration and ruling.”
4.12.9. EYBA’s interpretation of these rules are as follows: if one of you zones do not release a player, our mandate is to have as many kids as we can to play basketball and if they aren’t going to release a player and cause a ruckus and send a special exemption request, I’m going to consider it because under rule E-45 allows that to happen.
4.12.10. Chad Bowie commented that again we have spent far too much time on issues with the A ball, so again we need to make changes to the way the A division is being done.
4.12.11. Shaun quoted EYBA By-Law #1.4.4 which states that “The SW zone shall include the city of Leduc, town of Beaumont, town of Wetaskiwin, town of Devon, city of Spruce Grove and surrounding areas.”
4.12.12. Chad spoke with regards to zones having a waiting list and if there is the chance to release kids to other zones due to a waiting list, zones should let EYBA know so that those kids can get the opportunity to play elsewhere. That is an exception to the import rule. Otherwise, players within the city of Edmonton need to play within their own zones unless there are issues with a Coach or a split family situation. We want kids to play basketball, so we should do all we can within our rules to allow that to happen.
4.12.13. MOTION: Marvin Washington moved that we say yes to the special exemption from St. Albert of Marina Cain to play in the 2013-14 basketball season / 2nd Nat Hoy / DISCUSSION HELD / Bruce Schell opposed / MOTION CARRIED
4.12.14. MOTION: Marvin Washington moved that Marina Cain can play in any of the four Edmonton zones, those being SW, SE, NW & NE / 2nd by Natalie Hoy / MOTION CARRIED
