2. Map and Information
The WLP must include information and a map that describes or identifies the items listed in the table below that are applicable to the WL area. The WL holder should review the objectives matrix for the district and then meet with MoFR District staff to confirm whichof the ‘Special Situations’currently apply to the WL area and must be addressed during the preparation of the WLP.

A WL holder who is affected by one of these notices must act in a manner consistent with the objective to conserve wildlife habitat that is described in the notice and supporting information that applies to the WL area. This may mean establishing additional areas where harvesting will be modified for specified ungulate species or establishing wildlife tree retention areas to conserve habitat for the species at risk.

3. Areas Where Timber HarvestingWillbe Avoided
A WLP must describe where timber harvesting will be avoided to protect resource features, address interests of private property owners or aboriginal peoples,manage resource values and satisfy applicable objectives for Resource Management Zones, Landscape Units, Sensitive Areas, wildlife habitat areas, scenic areas, ungulate winter ranges, community watersheds or fisheries sensitive watersheds. A WLP can be approved without showing areas where harvesting will be avoided if there are no areas where it is necessary to avoid harvesting.
The WLP must identifyareas wherethere is a legal prohibition on harvesting (e.g. a general wildlife measure completely prohibits harvesting in an area without any possible exemptions).
The WLP should show any areas where harvesting will be avoided, unless they can be adequately described in the text or are to remainconfidential.
Under WLPPR section 53(1), a WL holder must not harvest timber in areas identified in the WLP as areas where harvesting will be avoided during the term of the WLP.
Riparian reserve zones and wildlife tree retention areas do not need to be identified as areas where you will avoid harvesting since the WLPPR restricts but does not prohibit harvesting in these areas.

4. Areas Where Timber Harvesting Will Be Modified
You must describe where timber harvesting will be modified to protect resource features, address interests of private property owners or aboriginal peoples, manage resource values and satisfyapplicable objectives for Resource Management Zones, Landscape Units, Sensitive Areas, wildlife habitat areas, scenic areas, ungulate winter ranges, community watersheds or fisheries sensitive watersheds. This template provides headings for doing this which can be deleted if not applicaple.
The WLP map must show the proposed areas of modified harvesting, unless the areasare to remain confidentialor can beaccurately described in text (i.e. riparian management zones).
The intent of WLPPR section 8(3) is not to require the WLP to specifythe extent to which harvesting will be modified if the regulation containsa practice requirement that the WL holder must comply with to protecta value like a scenic area, a fisheries sensitive watershed, a community watershed, a resource featureor where general wildlife measures applies to an ungulate winter range or a wildlife habitat area. For these situations the WLPPR only requires the WLP to specify where harvesting will be modified.
In situations where practice requirements do not apply to a value (i.e. private property, other resource values or an ungulate winter range or a wildlife habitat area where there are no general wildlife measures),the WLP should provide a general description of the post harvest stand structure that is measurable and verifiable. Specific details about how the modification is to be accomplished are not required but should be kept on file as part of the WL holder’s due diligence.
WLPPR section 8(3)(c) specifically requires a description of the retention of trees inriparian management zones.
It issuggested that, in most cases, the WLP should be able to describe any harvest modification that is necessary to address aboriginal interests in the Strategy to Conserve and Protect Cultural Heritage Resources
Where harvest modification is described for an area in the WLP, section 53 (2) of the WLPPR, requires the WL holder to carry out timber harvesting in accordance with the modification described in the plan.
Modified harvesting where practice requirements in the WLPPR apply

If harvesting is anticipated in close proximity to a resource featureduring the term of the WLP,the WL holder may choose to provide optional information describing the extent to which harvesting will be modified.
