Recreational Basketball Rules and Regulations (Revised November, 2016)

The playing rules contained in the National Federation of State High School Associations shall govern play unless modified, altered, deleted or added to by the Collierville Parks, Recreation and Cultural Arts Department (CPRCA) as specified herein, or in any additional addendum approved and issued by the association. The Collierville Parks & Recreation Athletic Staff reserve the right to rule on any rule, rule interpretation, intent of a rule, etc. as deemed necessary in order to preserve the spirit of the game.

NOTE: Divisions can be grouped by multiple grades due to low numbers.

12 POINT DIFFERENTIAL = If a team is ahead by 12 or more points, that team may not press or fast break until the lead falls below 12 points.

1.ELIGIBILITY

A.Participants must be residents of the Town of Collierville unless approved by the department and participant pays appropriate non-resident fee.

B.Division shall be the grade as of the Fall Semester of each year.

2.PARKS & RECREATION STAFF

The 2015-2016 Collierville Recreational Basketball League will be supervised and administered by the Town of Collierville Parks, Recreation, and Cultural Arts Department. 3.GAME LENGTH

  1. Boys/Girls leagues 1st Grade to 8th Grade will play four (4) 9-minute quarters. There will be a continuous running clock, excluding the last 1 minute of the 2nd and 4th Quarters. The last minute of the 2nd and 4thquarters will be a standard clock, stopping on the referee’s whistle.
  2. The running clock will stop for timeouts and injuries.
  3. Free Throws (1st-8th Grades Boys and Girls) – if an official feels the players are taking an unreasonable amount of time lining up for free throws, he/she can call an officials’ timeout to stop the clock until the first free throw is shot. After the first free throw is shot, the clock will start back up.
  4. Each team will be given a four (4) minute halftime, where the team will meet and warm up. At the end of the four minutes, the second half will resume. In the event that games are late, the official can start the 2nd half when he/she sees appropriate.

4.PARTICIPATION and SUBSTITUTION

  1. Each participant must play a minimum of nine (9) minutes each half, unless declared unable to play due to sickness, injury, or disciplinary reason pre-approved by the Collierville Athletic Department. Failure to comply by this rule will result in penalties as deemed necessary by the Athletics Staff, which could result in removal from head coach position.
  2. The coach or team representative is to provide the scorekeeper with the First Names, Last Names, and Numbers for all players in the lineup within 10 minutes of game time.
  3. Community Center/College Street Gyms - Home Team shall take the bench to the right of the score’s table (as looking from the court at the scorer’s table) and shall warm up at the opposite court before the game. The Visiting Team shall take the bench to the left of the scorer’s table (as looking from the court at the scorer’s table) and shall warm up at opposite court before each game. Each team will warm up in front of their own bench at Halftime.
  4. Elementary School Gymnasiums/Gyms using tabletop scoreboards – The Home Team will sit on the left of the score’s table (as looking from the court at the score’s table), and the Visiting Team will sit to the right of the score’s table (as looking from the court at the score’s table).
  5. Home Team will wear the WHITE UNIFORMS.
  6. Any team may play in other tournaments put on by other organizations, as long as it does not interfere with CPRCA Recreational Basketball season schedule. Once schedules are distributed to the coaches, there will be no changes, unless approved by the Athletic Staff.
  7. PLAYER WAITING LIST – The number of teams and roster sizes will be determined upon closing of registration. Once registration has ended and/or teams and roster sizes are set, a waiting list will be used to place players registering late. Players from this list may be used to complete roster limits. Once rosters are set, players will be called off this list only if teams fall below the minimum roster size. In this case, the Athletic Staff will place the next player on the list on that team. Coaches will be notified as promptly as possible of the addition.
  8. No coach will be allowed to recruit and add a player at any time. There will be no roster changes unless deemed appropriate by the Athletic Staff.

5.MINIMUM PLAYERS/GAME FORFEITURE

  1. A team must have at least four players by game time to start a game.
  2. If a team does not have at least four players by game time, then it will go down as a forfeit.

6.BENCH PERSONNEL

  1. Only TWO (2)adults will be allowed on the bench at all times. Younger coaches must be approved by the CPRCA Staff.
  2. Only 1 coach may stand and direct players during the game. All other players and adults must be seated at all times.
  3. Nobody other than the two adults and players are allowed at/on the bench area.
  4. Coaches must remain in the bench area the entire game. Bench area is marked by a 28’ mark near center court.
  5. Coaches may request to converse with the officials during a timeout or dead ball ONLY. If a team is out of timeouts, the coach must wait until a dead ball to request permission.

7.TIMEOUTS

  1. 1st-8th Grades – Each team will be given two (2) timeouts per half, and can be used any time during regulation play. Time outs are all one (1) minute in length.
  2. Exception is all Overtime Periods, where each team will get one (1) timeout for each Overtime Period (no carry over of timeouts from regulation play or from one overtime period to the next).

8.OVERTIME PERIODS

  1. If a game is tied after regulation time, one overtime period will be played. Jump ball to start the period.
  2. Overtime periods are two (2) minutes in length.
  3. Boys/Girls Leagues 1st Grade to 8th Grade = there will be a continuous running clock except for the last minute. The last minute of the overtime period will be a standard clock, stopping on the referee’s whistle.
  4. Running clock will stop for timeouts and/or injuries.
  5. Free Throws (1st-8th Grades Boys and Girls) – if an official feels the players are taking an unreasonable amount of time lining up for free throws, he/she can call an officials’ timeout to stop the clock until the first free throw is shot. After the first free throw is shot, the clock will start back up.
  6. If a game is tied after the overtime period, then the game will be recorded as a tie.

9.FREE THROWS

  1. Any player not lined up in a marked free throw lane line must not enter the free throw area until the ball hits the ring or when the free throw ends.
  2. The free throw shooter may not release until the ball hits the ring or when the free throw ends.
  3. All other players occupying marked free throw lane line spaces may release into the lane upon the release of the ball.
  4. There will be no double bonus in all grades/ages. If there are 7 or more personal fouls, we will shoot one-and-one the entire game, except for shooting fouls, which are always 2/3 shots.
  5. 1st – 4th Gradesand Girls 3rd-4th Grades= All participants will get two free throw shots for points at Halftime. These points will go towards the team score, and are monitored by the game official, one at each end. Each team must have equal number of free throw shooters. When there is an uneven number of players on each team, the opposing coach will pick which player(s) to take free throws to even the number.
  6. Teams will line up for free throws as follows:
  7. 10’ Free Throw Line (1stand 2nd Grade, and Girls 3rd-4th Grade) = 3 players per side, with the bottom 3 lanes occupied. SEE DIAGRAM ON LAST PAGE.
  8. 12’ Free Throw Line (3rdand 4th Grade, and Girls 5th-8th Grade)= 3 players per side, with the bottom lane closest to end line vacant. SEE DIAGRAM ON LAST PAGE.
  9. 15’ Free Throw Line (5th through 8th Grades) = These leagues will follow the high school free throw lane assignment.

10.POINT DIFFERENTIAL RULE

  1. 1st, 2nd, Boys 3rd, Boys 4th, Girls 3rd-4th and Girls 5th-8thGrades – teams cannot press or fast break.
  2. Boys 4th, Boys 5th, Boys 6th, and Boys 7th-8th– If a team is ahead by 12 or more points, that team may not press or fast break until the lead falls below 12 points.
  3. Boys 5th – 8th Grade – If a team is ahead by 12 or more points, that team’s defense must stay behind the three point line until either the ball or player crosses the center line. Once this happens, the defensive team may approach and guard the ball and other defensive players.

11.DEFENSE RULES

  1. 1st, 2nd, Boys 3rd, and Girls 3rd-4th Grades= Defense must stay behind the three point line the entire game. See diagram at last page. Defensive players feet must remain behind the three point line at all times but hands may extend beyond the line to contact the ball / intercept a pass. If the defensive contact causes a loose ball outside the three point line, the defense must remain behind the line and not pursue the ball.
  2. 4th Grade/Girls 5th-8th Grade = Defense must stay behind the 3-point line until either the ball or player crosses the center line. Once this happens, the defensive team may approach and guard the ball and other defensive players outside the 3-point line.
  3. 5th & 6th Grade = First Half ONLY = Defensive team must stay behind the three point line until either the ball or player crosses the center line. Once this happens, the defensive team may approach and guard the ball and other defensive players outside the three point line. Second Half = No defensive restrictions, except for the 12 point differential rule above.
  4. 7th & 8th Grade = No defensive restrictions, except the 12point differential rule above.
  5. When a team is restricted behind the 3-point line, the defensive player must have his/her feet behind the 3-point line; however, arms can extend past the 3-point line. This means if a defensive player’s feet is behind the 3-point line, then he/she can make contact or make a play on the ball.

12.OFFENSIVE RULES

  1. This rule is put into place to keep teams from stalling time.
  2. 1st, 2nd, Boys 3rd, and Girls 3rd-4th= Once the offensive player establishes front court, the offensive team will have a 5-second count to get the “BALL” inside the 3-point line. Once the “BALL” is put inside the 3-point line, the 5-second count will cease until the “BALL”goes outside of the 3-point line, which will start the 5-second call.
  3. This does not interfere with any second rule in the paint, only getting the ball inside of the 3-point line.
  4. The “BALL”is considered inside the 3-point line if it touches the line; meaning the whole “BALL”doesn’t have to be inside the line.

13.PRESS RULE

  1. IT IS NEVER A PRESS IF THE OFFENSIVE TEAM IS ATTEMPTING A FAST BREAK. IN THE CASE OF A TEAM FAST BREAKING, THE DEFENSE WILL HAVE THE OPPORTUNITY TO GUARD THE FAST BREAK.
  2. 1st, 2nd, Boys 3rd, Boys 4th, Girls 3rd-4th and Girls 5th-8thGrades = cannot press the entire game.
  3. 5th & 6th Grade= May press the 2nd Half ONLY. 12-point differential rule is in effect.
  4. 7th & 8th Grade = May press entire game. 12-point differential rule is in effect.

14.FAST BREAK

  1. A fast break is defined as a stolen ball, turned over ball, or rebounded ball, in which the ball is advanced ahead of the defense, with intent to beat the defense to the basket. It is not a fast break if, by judgment of the official, the offensive team brings the ball up the court slowly behind the defense, but does not intend to beat the defense down the court.
  2. IT IS NEVER A FAST BREAK IF THE DEFENSIVE TEAM APPLIES A PRESS. IF A TEAM APPLIES A PRESS, THE OFFENSIVE TEAM HAS THE OPPORTUNITY TO TRY TO BREAK THE PRESS.
  3. 1st, 2nd, Boys 3rd, Boys 4th, Girls 3rd-4th and Girls 5th-8thGrades= cannot fast break the entire game.
  4. 5th & 6th Grade = May fast break the entire game. 12-point rule is in effect.
  5. 7th & 8th Grade = May fast break the entire game. 12-point rule is in effect.

15.JEWELRY

  1. No jewelry of any type, including by not limited to, earrings, bracelets, hair beads, necklaces, etc. shall be worn while engaged in any basketball game.
  2. Sweat bands shall be worn on the arm or on the head.
  3. Compression sleeves on the leg or arm are permitted.

16.GENERAL LEAGUE RULES

  1. No player, parent, or spectator is allowed, at any time, to converse (no matter in what manner) with any game official. Any parent or spectator must call the Athletic Staff and make an appointment to set up a meeting to discuss any issues.
  2. Head coaches may request to converse with the officials during a timeout or dead ball only. If a team is out of timeouts, the coach must wait until the dead ball to request permission from the official. If a rule interpretation is under question, the coach must call a timeout and discuss with the official. If the call is overturned, the timeout will be returned to the team.
  3. The ColliervilleParks, Recreation & Cultural Arts Department and the Collierville Sports Officials Association will not tolerate any outburst (verbal or physical) from any coach, player, parent, or spectator at any time during or after the game. Any physical or verbal abuse by a coach, player, parent or spectator will call for a technical foul and/or possible ejection from the game and/or dismissal from town facilities. Any coach, player, parent or spectator could face further suspension from any town event, if deemed appropriate by the Athletic Staff.
  4. Coaches are responsible for their assistant coaches, players, parents and spectators at all times. Any coach that is warned about verbal or physical abuse from coaches, players, parents or spectators towards anyone has the opportunity to restore order. If a coach is unable to control the situation, a technical foul will be issued to the head coach. If the situation continues, a second technical foul will be issued to the head coach and the head coach will be ejected from the game and facilities; however, the head coach must request the Athletic Coordinator or Athletic Assistant to assist in controlling the situation. Any further matters will be handled between the spectator, parent, coach or player and the Athletic Staff.
  5. A Technical Foul Report will be completed for all Technical Fouls. The report is essential I making decisions regarding suspensions. Officials must get exact names and numbers of all players, coaches, spectators or parents involved. Technical fouls include, but are not limited to:
