The Chairman welcomed everybody to the meeting and thanked members for attending on such a wet and windy evening. The Chairman also thanked Cllr B Griffiths for acting as chairman in her absence at the last meeting.

PRESENTATION TO RETIRING COUNCILLOR

Mr David Evans contacted Clerk this afternoon to inform her that unfortunately he would not be able to attend this evenings meeting for the presentation due to other commitments. He said he would attend the last Monday in January for the presentation.

There were no declaration of personal interest.

POLICING MATTER 05.06.15 Clerk received a text message just before start of meeting from officer Roger Anthony stating that he was unable to attend due to being busy out on the roads this evening and apologised for not being able to attend the meeting. No matters of concern were raised.

The minutes of the Ordinary General Meeting of Llanfihangel Aberbythych Community Council held on 26 October 2015 were distributed prior to the meeting. It was proposed, seconded and unanimously agreed, that they were a true and correct record and should be signed by the

chairman.

MATTERS ARISING

Page 206.05.15 – Cllr Walters voiced his concern on the speed of traffic passing through Carmel and expressed that the speed hump is now too low and that motorist no longer reduce their speed on the approach of the village.

It was suggested that Clerk write to the Chief Executive Mr Mark James request a Freedom of Information and expressing that the community councillors are not convinced on the effectiveness of the speed hump and request how much of tax payers money has been spent to install. It was also suggested that Clerk to contact Cllr Campbell to arrange a site visit at this location to see what can be done to improve matters.

A.Parents and Friends of Maesybont School Association – See letter re: Launch of new website. Clerk to inform secretary of Maesybont Parents & Friends Association that the Community Council are unable to fund any sponsership towards setting up a website for the school and as a community council we do yearly give a section 137 funding to the school and it would be discussed at our March meeting.

B.CCC Second Statutory Play Sufficiency Assessment March2016 – Survey to be completed. Clerk completed survey and returned to relevant department.

I.Cyngor Cymuned Llanarthne – Letter informing council that a road has been made from highway onto near Goetir, on the Llanarthne road. Clerk to ask Enforcement Officer to visit.

K.Letter of resignation from Councillor Mike Clacy. Due to other commitments and also living know outside the area it is with regret that Cllr Clacy has handed in his resignation as a Community Councillor of the South Ward.

L.Letter of resignation from Councillor Ken Griffiths – It is also with regret that Cllr K Griffiths has also handed in his resignation at this evenings meeting as Community Councillor of the North Word due to him having moved to Llandybie recently. The Chairman thanked both for their commitment and contribution over the years to the Community Council and wished them both health and happiness in their retirement.

ANNUAL DINNER 12.06.15

It was proposed, seconded and unanimously agreed that the annual dinner would be held at the Stag & Pheasant Carmel with the first choice being Friday 22 January and second date being Friday 29 January 2016. It was also proposed, seconded and unanimously agreed that we would send an invitation to our Local MP Mr Jonathan Edwards and wife. It was also proposed, seconded and unanimously agreed that in future past councillors would be sent an invite for three consecutive years to attend the annual dinner. If they do not attend for three years then they would no longer be on the list.

DISCUSS COUNCIL VACANCIES 13.06.15

There is know 3 vacancies to fill as Community Councillors one representing the North Ward and the other 2 representing the South Ward. Clerk to contact CCC so that the process of advertising can take place.

QUESTIONS 14.06.15

JWDrains need unblocking around the area of Llanfihangel Aberbythych on A476 and opposite Quarry in particular. Also sweeper needs to clean the roads in the area. Clerk to contact Highways.

There are two holes in road at location just after Garn and Bwlchau Farm Carmel. Water collated here when the weather is wet and is a safety issue for road users. Clerk to contact Highways. Also contact Cllr Campbell to follow this up also.

TSNantygroes School has been closed for nearly 5 years. CCC have applied for planning on two occasions and withdrawn the application. Clerk to contact them to see what is happening at this location.

Reported a blocked culvert near Welsh Quarry to CCC which is know cleared.
