Summer School
The 2009 Summer School dates are:
July 6 – July 31 for Elementary and Middle Schools
July 6 – August 14 for High Schools
The organization for summer school will be similar to last year. Most single-track middle schools and high school will be summer school sites. Elementary sites will be clustered as determined by each Local District.The Summer School Application period is scheduled for March 30 – April 24, 2009. Applications will be available online at http://summer.lausd.net Permanent and probationary teachers with a valid credential up to September 1, 2009 are eligible to apply. Multi-track, substitute teachers, teachers on leave, resigning, retiring, or whose contracts end June 30, 2009 MAY NOT APPLY.
Permissive Leaves
Requests for permissive leaves (personal, substitute, etc.) for the fall semester are due Wednesday, April 15, 2009 by 5:00 pm to the Certificated Placement & Assignments Office, Beaudry Site, 15th Floor. Only teachers with permanent status (R1) are eligible to apply. Refer to Article XII of the LAUSD/UTLA Agreement for more information. Please remind all teachers on half-time leave to submit a request for the coming year if they plan to continue in half-time status.
Halftime Leave – Partners and RIF
Teachers that received a RIF letter may apply to be a complementary partner but their leave request will be processed only if they are not released from their position at the end of the year. Teachers who apply for halftime leave and don’t have an approved partner will need to work fulltime or find a different partner who has already been approved.
Reduced Workload Leaves
Requests for reduced workload leaves for the 2009-2010 school year are due Wednesday, April 15, 2009 by 5:00 pm to the Certificated Placement & Assignments Office, Beaudry Site, 15th Floor. To be eligible, teachers must have a total of 10 years fulltime service credited with STRS, the last 5 of which are continuous, and be at least 55 years of age by July 1, 2009. The application packet is available at teachinla.com. Teachers need to apply each year to continue on reduced workload leave. Teachers returning to full-time from reduced workload must submit their return form (form 1038) by April 30, 2009.
Return from Permissive Leave
Teachers who are returning from a permissive leave such as personal, substitute, child care or half-time must submit their return form (form 1038) no later than April 30, 2009. All forms are available at teachinla.com.
Retirement Dates from Year-Round Schools
Teachers retiring from year-round schools may list the following earlier dates on their form:
o 4-track D schedule – the last day of assignment is 5/25 (HO), first day of retirement is 5/26.
o 3-track C schedule – the last day of assignment is 5/8 (SR), first day of retirement is 5/9.
Retirement Incentive
Teachers wishing to apply for the 40% Early Retirement Incentive must file appropriate form(s) with PARS (Public Agency Retirement Services). Online information, including workshop dates and locations, and forms are available at http://www.teachinla.com/retirement/docs/rip_ltr.pdf. For additional questions, please contact PARS directly at 877.812.PARS. Deadline for application is April 24th.
Matrix and Retirement-Incentive Applicants
Teachers who are retiring solely due to the retirement incentive should participate in the matrix. Once the announcement has been made that the District is moving forward with the incentive the administrator can remove them from the matrix. Additionally, if the District does not move forward with their decision and a teacher decides NOT TO RETIRE they should contact our office in writing to rescind their retirement form. The rescission statement must be received by June 15, 2009.
Displacement/Over-teachered Condition
If the Enrollment Forecast data combined with anticipated norm increases indicate a loss of teaching positions and you must displace a teacher, please follow the displacement order outlined in Article XI, Section 6.0 et seq. of the UTLA agreement. To each displaced teacher, please issue a Form 8937 “Notification of Displacement” (available at our website, http://www.teachinla.com/placement/). Give a copy to teacher, original for your file, and copy to your Personnel Specialist. Issue these by June 15th or as soon as possible.
Vacancies and the Priority Placement List
Vacancies will need to be filled by teachers from the Priority Placement List first. This list will consist of teachers whose assignments have ended based on local district and central office budget cuts, displaced teachers from over-teachered schools, and teachers returning from leave. Human Resources will be planning a number of Internal Placement Fairs in the month of May to assist schools who have vacancies and teachers who have been displaced. Once the Priority Placement list is exhausted, permanent teachers will be reinstated in inverse order of their release by seniority date followed by non-perm teachers, in the same manner, according to the needs of the district.
No Conversions for Provisional or Temporary Contracts
Teachers whose contracts end on June 30 (V1, F1, F2, G1, G2, K1) will not automatically be renewed for the coming school year. These assignments will end on June 30, 2009. This includes special education teachers. In an over-teachered situation, provisional teachers (Vs) and university interns (Fs) are released, not displaced.
FAQs about RIF
1. Q - What happens to teacher status and seniority date if they are reinstated?
A - The teacher’s initial seniority date shall be restored.
2. Q - If I want to purchase a position will I be able to select an employee that received a RIF notice?
A - Not until that teacher is reinstated. Be prepared to purchase a position not necessarily a specific person.
3. If not, how do I find a teacher or classified employee?
A - For teachers, see announcement above regarding Vacancies and the Priority Placement List. For classified employees, contact the Employment Transactions Services Branch at 213.241.6300.
4. Q - What happens to BTSA teachers who are released?
A - Upon their reinstatement they continue in the BTSA program where they left off. For further information contact the BTSA Coordinator at your Local District Office.
5. Q - Where can I find answers to questions for my teachers?
A - Teachers can go to www.teachinla.com/assistance or contact their Placement Specialist or for more information.
