 / Is the proposed objective consistent with the FRPA model (e.g., due consideration to FRPA goals, adds value to FRPA framework, science based)?
 / Is the proposed objective results based (e.g., as-need basis based on “risk”, stewardship liability in hands of tenure holder and their professionals)?
 / Is the proposed objective flexible and adaptive?
 / Is the objective measurable and/or verifiable?

Part B – Development Process
 / Did you collaborate with other agencies when drafting the objectives and order?
 / Did you establish a technical team to provide expertise as needed?
 / Did you involve the Ministry of Attorney General (Aboriginal Law and Resource Management)?

Part C – Items to Address
 / Do you need a strategic, or general, objective (e.g., need flexibility, account for unforeseen events, non-spatial, proven track record of licensees, professional guidance available)
 / Do you need a specific, or detailed, objective (e.g., higher risk issues, stable science available, spatial values, prescriptive attitude by licensees)
 / Is the order clearly stated (e.g., common understanding of intent)
 / Can measureable and/or verifiable results/strategies be written for the objectives in an operational plan?
 / Does order meet the requirements of the regulation (e.g., GAR, LUOR)?
 / Is the order reasonably consistent with similar orders?
 / Are terms in the order consistent with definitions in FRPA and its regulations?
 / Is the order identifiable (features), achievable (measure), directly enforceable (features, measures) or indirectly enforceable (objectives)?
 / Does the order include map(s) where appropriate?
 / Will the DDM be able to apply the tests in legislation when adjudicating an operational plan?
Will the DDM be able to determine whether or not the results and strategies in a proposed FSP are consistent with the objective, measurable and verifiable, and describe the situations or circumstances where they apply?


Part D – Items to Avoid
 / Does the order avoid including background information, detailed procedural requirements or rationalefor the decision?
 / Does the order avoid devolving a decision to a future planning process or subsequent decision maker?
 / Does the order avoid including provisions for joint decision making or directing government staff?
 / Does the order avoid duplicating existing legal direction in either legislation or existing orders?
 / Does the order avoid providing another individual other than the statutory or delegated decision maker the ability to amend an objective?
 / Does the objective avoid suggesting policy documents are the ones that determine objectives?
 / Does the order avoid replacing sections of FRPAor other Acts?
 / Does the order avoid conflicting with sections of FRPA or other Acts
 / Does the order avoid including a mandatory review date?
 / Does the order avoid including footnotes?
 / Does the order avoid including a preamble?


Part E – Review and Comment
 / Has a letter/email of intent/invitation been prepared and sent to all stakeholders
 / Has a review and comment consultation package been prepared and sent or mail available to all stakeholders? Package could contain details of the objective(s), rationale, maps and a request for comments.
 / Has your due diligence obligations been met for contacting all stakeholders?
 / Have you contacted, and documented the outcome with all stakeholders:
  • All affected Forest Act agreement holders
  • All affected Range Act agreement holders
  • All not directly affected Forest Act agreement holders
  • All not directly affected Range Act agreement holders
  • MFR (forestry staff)
  • MFR (range staff)
  • Integrated Land Management Bureau (ILMB)
  • Ministry of Environment
  • Ministry of Energy, Mines and Petroleum Resources
  • Ministry of Tourism, Culture and the Arts
  • All non-FRPA agreement holders
  • All First Nations
  • All other relevant stakeholders



Part F – Preparation of Final Package
 / Have you statused the area to ensure it is entirely on Crown land?
 / Do the corresponding spatial files meet the provincial GIS standards?
 / Has the forest impact been estimated and documented?
 / Has the range impact been estimated and documented?
 / Have all potential future exemptions been documented?
 / Have all of the issues been resolved?
Part G – Meeting the objective(s) tests
 / Is the objective consistent with established objectives?
 / Does the objective meet the timber supply impact policy?
 / Does the DDM have the information to consider in approving/rejecting the objective?
 / Have the review and comment requirements been met?
 / Have the consultation requirements been met?
 / Do the objectives meet the tests for GAR or LUOR? See the GAR Policy and Procedures Manual or the LUOR Administrative Guide for more information on these tests.
