A State Aid to Local Law Enforcement Committee meeting will be held on Tuesday, October 11, 2016, 12:00 p.m. in the conference room of the City of Dover Police Department, 400 South Queen Street, Dover, Delaware. The agenda will include the following:

I.  Approval of March 8, 2015 Minutes of the Meeting

II. Consideration of FY17 State Aid to Local Law Enforcement applications

S-01-17 Cheswold Police Department $3,545.97

Applicant requests approval to use funds for overtime for investigations, undercover work, extra uniformed patrols and toward the cost of travel, housing and registration to the IACP training conference.

S-02-17 Camden Police Department $4,455.92

Applicant requests approval to use funds for the purchase of 1 Blac-Rac weapon mount for a new patrol vehicle and 9 EOTech G33 magnifiers for patrol rifles.

S-03-17 Laurel Police Department $5,547.33

Applicant requests approval to use funds for 1 vehicle laptop tray, 1 vehicle console box with armrest, 1 Federal Valor light bar, 2 headlight flashers, 1 set transport lights, 1 vehicle partition, 1 transport seat with cargo barrier and 1 control box.

Applicant requests approval to use funds for in and out-of-state training for sworn officers attending advanced law enforcement and drug enforcement training to include all registration fees, travel, lodging and per diem expenses.

Applicant requests approval to use funds for a one-time vehicle enhancement for one vehicle to include visor lightbar, siren, speaker, LED lights, LED rear lights, strobes, rear strobes, partition, gun rack, cigarette plug, console, lap top mount, fire extinguisher, hardware, light actuator, storage box and equipment install costs.

Applicant requests approval to use funds for overtime for community meetings and events and for officers to patrol by vehicle, bicycle and foot in drug and crime areas.

Applicant requests approval to use funds for overtime and to purchase 20 Taser PPM Signal batteries, 3 HP printers and 2 Taser dual cartridge tasers.

Applicant requests approval to use funds for the purchase of 2 Yellow Handled Tasers with BlackHawk holsters, battery packs and 5 each 15 and 25 feet Smart Performance Cartridges, 6 5-Point break away traffic safety vests and 4 Dixie First Responder stocked trauma first aid kits.

Applicant requests approval to use funds for buy/informant funds, for the rental of motor vehicles on an as-needed basis to conduct drug investigations and for overtime for serving search warrants, surveillance operations and proactive patrols as well as quality of life complaints.

S-18-17 Frankford Police Department $3,181.99

Applicant requests approval to use funds for overtime to conduct special investigations and programs, and to purchase hand-outs for children and related expenses for their “Cookies with Cops” program aimed at educating children and establishing good communications with the school children.

Applicant requests approval to use funds for overtime specifically targeted at drug activity and to purchase 2 remote IR cameras with SD cards, 3 GPS tracking devices and 4 upgraded latent fingerprint kits.

S-20-17 Delaware Police Chief’s Council $6,000.00

Applicant requests approval to use funds to support a Statewide Staff Development Seminar for police chiefs and command level officers sponsored jointly by the Dover Police Department and the Delaware Police Chiefs’ Council. Funds will primarily be used to offset housing and space rental costs for the three-day conference to be held in May 2017.

Applicant requests approval to use funds for overtime to conduct increased uniform patrols and undercover operations related to drug investigations.

D-02-17 Camden Police Department $3,745.52

Applicant requests approval to use funds for overtime to conduct investigations, remote surveillance and high visibility patrols in areas of suspected drug activity and to purchase 7 Seek Thermal scanners used to detect weapons and contraband concealed on persons.

D-03-17 South Bethany Police Department $3,652.33

Applicant requests approval to use funds for overtime to conduct interdiction patrol and drug investigations.

Applicant requests approval to use funds for overtime for drug investigations and patrols targeting drug offenses.

Applicant requests approval to use funds for overtime to conduct investigations including crimes of violence, drug sales, possession, trafficking, surveillance, search warrants, property crimes and other quality of life complaints relating to drug offenses.

Applicant requests approval to use funds for overtime to conduct additional patrols targeted at the illegal drug trade.

Applicant requests approval to use funds for overtime to conduct additional patrols targeted at the illegal drug trade and for special investigations to apprehend narcotics dealers.

The following department has requested an amendment to the following FY16 SALLE and EIDE grants:

S-55-16 Milton Police Department

Applicant requests approval to amend this 2nd Cycle Funding grant by spending $2,098.02 for body worn cameras instead of mobile video recorders.

D-40-16 Milton Police Department

Applicant requests approval to amend this grant by spending $2,119.14 for body worn cameras instead of mobile video recorders.

FY 2017 Grant in Aid Application

The application for grant in aid funds for FY 2018 stipulates that the amount of the application must be discussed and approved at the Committee meeting.
