Bhadrak is a new district and was administratively formed 1993. Earlier it was a part of Balasore district. The latitude and longitude of the district is from 20.45 to 21 21.15 and 68.15 to 87. The district lies to the northern part of Odisha bounded by Balasore District in North, Jajpur and Kendrapara districts in the South, Keonjhar district in west, and Bay of Bengal in East. It spreads over a geographical area of 2677 Sq. KMs.

Bhadrak district is having 7 Blocks Viz. Bonth, Chandabali, Dhamnagar, Tihidi, Basudevpur, Bhadrak and Bhandaripokhari. It has 193 GPs and 1370 villages.

As per the 2011 census, total population of the district is 15,06,522, out of which 7,60,591 are male, 7,45,931 are female, 2,86,723 are Scheduled Caste (SC) and 25,141 are Scheduled Tribe (ST). Density of population is 601 and the sex ratio is 981 female per thousand male. Average literacy of the district is 83.25%, out of which, male literacy is 90.58% and female literacy is 76.73%. As per the census, 87.67% of population of Bhadrak district lives in rural area amounting a total of 13,20,766.

Chandballi, Dhamangar, Thidi block is the most under developed & out of reach blocks among, seven blocks in the District. Geographically, the block is distributed across the Baitarani river system in north Orissa wherein most of the panchayats are settled adjacent to confluence of river system and/ or river mouths opening to Bay of Bengal. The Block is flood & cyclone prone, making local population vulnerable to natural disasters pre monsoon cyclones and flash floods in monsoon & Saline water invasion during different climatic phase, every year. Often, Health and hygiene system across the area fails miserably due to flooding waters coupled with open defecation & poor hygiene practices.

The socio-economic vulnerability and marginalization of the people turns these natural hazards into disasters. With nearly 99% of the population living in highly disaster-prone areas and about 70% below poverty line, the coping mechanism of the block and its people are continuously under severe strain.

Background of the Project: issues & challenges

Despite incidence of hundreds of child laborers in Bhadrak district, national government doesn’t recognize this district under its National Child Labor Projects implemented nationwide. So this district doesn’t have any such school that can rescue, extend formal education and technical skill to reshape their future rescuing themselves from different spots.

There are sixty neglected and orphan children identified in the Chandabali Block itself, who are living in critical condition like they are out of schools and forced to work as part time or full time labor in shop, domestic work or as beggar. They are abused or neglected by their step parents or exploited by employers. The problems encounter by the children due to they have lost their parents, their mother divorced by his or her father or their parents suffering with acute diseases, father addict with drugs and alcohol.

The project will extend their support for rehabilitation of neglected and orphan children in Chandbali Block of Bhadrak district in an Indian state Odisha. The children are living in very critical condition as they are out of school, forced to engage as part time or full time laborer in different shops, they are not getting proper food two times a day, tortured by their step parents or employers. The project intends to establish institutional rehabilitation shelter for their protection, care, education and employment opportunity.

Long term Goal:

To ensure protection, care and education of 100 neglected and orphan children through institutional rehabilitation.

Strategic Activities:

The project aims to rehabilitate the identified children through ensuring proper food, cloth shelter, health services and education. They will be placed in rehabilitation shelter for their care, protection and education to develop their full potentiality. The center will look after the children for their total development through counseling of children and parents, tagging with formal education, skill development training and advocacy with mainstream departments of state and central Government.

Activity Plan:

5Admission of imamates in different formal school, procurement of teaching learning material and arrangement of transportation vehicle.

6In-house co-curricular activities, skill development training and additional coaching class for formal education, computer education.

7Periodic Health check-up by competent physician.

8Exposure visit to successful shelter homes.

9Construction of permanent shelter home building with boundary and complete furnishing.

Expected output:

  1. We will rescue and ensure protection and education to up to 100 children(Starting with identified sixty children) within three years.
  1. A permanent shelter home will be established for the care, protection and education of neglected children.
  2. Leverage resources from the Government and other agencies for the sustainability of the shelter home in the long run.

Impact:

We foresee the long term impact as follows:

1. We will ensure formal education and gainful employment to the inmates.

2. Our advocacy with Govt. departments will sensitize and pro activate to tackle such social issues.

3. We will influence policy to have necessary changes in addressing issues of working and neglected children.

4. This shelter home will work as State of Art Center regarding social and economic shaping of such distress children.
