MINUTES, HENDERSON CITY COUNCIL REGULAR MEETING, TUESDAY, SEPTEMBER 23, 2014

Meeting called to order at 7:30 P.M. by Mayor Paul Menne at the community meeting room. Present were council members Jeff Steinborn, James Brenno, Kelly Braun and Randy Tiegs. Also present were Police Chief Randy Haken, Dennis Graham, Cory James and Troy Koester.

Motion Steinborn, seconded Tiegs approve minutes from the August 20, 2014 meeting. Motion carried.

Police Chief Haken presented the August monthly report including citation information and squad car use. He also provided information on a joint powers agreement with the Department of Public Safety relating to criminal justice communications. Also, he discussed the closing of North 6th Street during a dance for the Boelter benefit.

Motion Tiegs, seconded Brenno to approve Resolution 2014-9 authorizing a joint powers agreement with the State of Minnesota. Motion carried.

Dennis Graham representing the Henderson Baseball Association requested North 3rd Street is closed for a car show/cruise.

Motion Tiegs, seconded Braun to allow street closures as requested as needed for Saturday, September 27 for the events associated with the Boelter benefit. Motion carried.

Cory James from I and S presented the bid summary for the 2015 water system and erosion repairs project. There were 4 total bids with Chard Tiling and Excavating Inc. the low bidder for 3 the options.

Discussion on Option 3 for the erosion control project and FEMA funding eligibility. Motion Tiegs, seconded Brenno to accept the bid from Chard Tiling and Excavating ($113,237.8) and authorize entering into a contract with them for the project pending project completion details discussion with the contractor as it related to Disaster 4182. Motion carried.

Discussion on options 1 and 2, how the project would be financed, the extent of planning and review that have went into the project, the fact that the existing main line is over 80 years old and other relevant factors.

Motion Brenno, seconded Steinborn to accept the bid from Chard Tiling and Excavating Inc. ($587,087.20) for Option 2 for the 2015 Water System Improvement project. Motion carried

City Administrator reported on activity report, the 2014 FEMA disaster, Determan water service removal and Henderson Fire District items (payments should be made to the Henderson Fire Relief in a timely manner; the city is not responsible for buildings or grounds maintenance or improvement costs, how much is the preliminary 2015 budget) and other permits.

Motion Steinborn, seconded Brenno to approve the application of Joseph Determan for the discontinuation of utility service for 204 South 4th Street effective upon the purchase date of the property. Motion carried.

Steinborn discussed Henderson Library Board requests and projects.

Brenno reported there was no recent MRVPUC meeting due to lack of quorum.

Motion Brenno, seconded Tiegs to approve the August monthly report. Motion carried.

Review of 2015 preliminary budget and tax levy.

Motion Tiegs, seconded Steinborn to adopt Resolution 2014-11 approving the 2015 preliminary budget and setting a Truth in Taxation date for Wednesday, December 17 at 7 P.M. Motion carried.

Motion Tiegs, seconded Steinborn to adopt resolution 2014-12 approving to 2015 preliminary tax levy. Motion carried.

Motion Steinborn, seconded Braun to approve the revised meeting schedule; motion carried.

Mayor Menne adjourned the meeting at 9:45 P.M.
