1.0Confirmation of Minutes

Confirmation of Minutes of the April Monthly Meeting of Navan Town Council held on 6th April, 2010 at 7pm in the Town Council Chamber, Townhall, Watergate St, Navan, Co Meath.

The Minutes of the April Monthly Meeting of Navan Town Council held on the 6TH April 2010 at 7pm in the Town Council Chamber, Townhall, Watergate St, Navan, Co Meath were adopted on the proposal of Cllr J Hololoway and seconded by Cllr F Deane

2.0Correspondence and Reports.

Navan CDP --- Feile Na Paiste

The Members received and noted correspondence from the Navan CDP Committee in respect of the Feile Na Paiste Festival scheduled during the summer.

On the proposal of Cllr J Holloway, seconded by Cllr P Toibin, it was resolved by the Members to make a contribution of €600 towards the holding of the event.

Navan CDP – Social Inclusion Week

The Members received and noted correspondence from Navan CDP Committee in respect of the holding of events during the Social Inclusion Week from the 15th to the 21st May 2010.

On the proposal of Cllr A McCabe, seconded by Cllr P Toibin, it was resolved by the Members to make a contribution of €500 towards the holding of the event.

Inclusion of a Plaque in memory of Michael Hilliard on the Market Sq/Watergate St Enhancement Works

The Members received and noted correspondence in the above connection. On the proposal of Cllr J Reilly seconded by Cllr P Fitzsimons it was agreed by the Members that the Town Clerk would contact the Hilliard Family and obtain further details in relation to their request.

Office of Public Works – AthlumneyCastle

The Members received and noted correspondence from the OPW in response to a Notice of Motion that had been agreed by the Members of the Council.

On the proposal of Cllr S Cassells, seconded by Cllr J Reilly it was resolved by the Members to request a meeting with the Office of Public Works in relation to proposals to open and the lighting up of AthlumneyCastle.

NavanTown Bus Service – Bus Eireann

The Members received and noted correspondence from Bus Eireann in response to a Notice of Motion that had been agreed by the Members

An Post – Proposal for a Sub Post Office in Johnstown Shopping Centre

The Members received and noted correspondence on behalf of the Chief Executive Officer of An Post in relation to a Notice of Motion passed by the Members of Navan Town Council requesting consideration of the provision of a Sub Post Office in Johnstown Shopping Centre.

Navan Active Retirement Association

The Members received and noted correspondence from the Navan Active Retirement Association.

Meath Association of London – St Patrick Day

The Members received and noted correspondence from the Meath Association of London thanking Navan Town Council for sending the Mayor of Navan,Cllr Joe Reilly to represent the Town on St Patricks Day.

3.0To receive an update from the Housing Department of Meath Co Council in respect of on Housing matters.

The Town Clerk advised the Members that the Housing Department had requested that this item be deferred until the June Monthly Meeting of the Town Council.

On the proposal of Cllr F Deane, seconded by Cllr S Jamal, the Members agreed to the request as outlined by the Town Clerk.

4.0To receive an update in respect of issues raised regarding the Trim Rd area.

The Members received and noted a report in respect of issues raised by them in relation to the Trim Rd Area. The report was compiled by the Senior Executive Engineer in the Infrastructure Section of Meath Co Council and set out the position in relation to same.

Each of Members agreed that this was an important issue and needed to be addressed as soon as possible.

In relation to the necessity for the provision of a footpath at the location, the Town Manager advised that the Council were currently examining same and he was hopeful that funding could be secured in the near future.

5.0To receive a report on the Draft Disability Implementation Plan including reference to submissions received and synopsis of Audits carried out.

The Members received and noted a report on the Draft Disability Implementation Plan including reference to submissions received and synopsis of Audits carried out which was delivered to them by Mr Richard Donagh, Engineer, Community & Entreprise Dept.

The Draft Disability Implementation Plan was adopted by the Members of Navan Town Council on the proposal of Cllr P Toibin and seconded by Cllr F Deane.

6.0Notice of Question

Question to the Manager --- Cllr Frances Deane

“Please furnish us with information concerning the proposed starting date for works which are arranged for the Townparks Development Plan.”

The Members received and noted an update on the Townparks Regeneration Scheme.

Question to the Manager – Cllr. Peadar Toibin

“Cathain a socróidh an cruinniú idir ball den IDA agus EnterpriseIreland le ball Comhairle Baile na hUaimhe?

“When will representatives of the IDA and EnterpriseIreland meet with members of Navan Town Council?”

The Members received and noted an update on their request from the Members to meet with representatives from IDA Ireland and Entreprise Ireland .

Question to the Manager – Cllr Padraig Fitzsimons

“What is the Council’s position on the basic upkeep of roads in respect of the NavanTown area. There are a number of potholes in the Town that require attention for some time”.

The Members received and noted a response to the question posed by Cllr P Fitzsimons.

7.0 Notice of Motion

Notice of Motion – Cllr J Holloway

“Navan Town Council calls on Government and the Administrators of Quinn Insurance to regonise the importance of retaining the workforce at Quinn Navan and ensure that the range of skills and new capacity at Quinn Navan is not lost in efforts to ensure sound financial management at the company”

This Notice of Motion was proposed by Cllr J Holloway and seconded by Cllr S Jamal.

Notice of Motion – Cllr J Holloway

“Navan Town Council will as a mater of urgency effect the clean up of the roadsides and plantation in the area of BeaufortCollege and in the process have provided a set down for traffic associated with the two schools in the area, and towards this end engage in discussions with the management of both schools”

This Notice of Motion was proposed by Cllr J Holloway and seconded by Cllr S Jamal. It was agreed by the Town Manager that the matter would be investigated by the Town Engineer and officials would revert back at the June Monthly Meeting

Notice of Motion – Cllr Francis Deane

“I call on Navan Town Council to investigate the possibility of creating a pedestrian walk way between BeaufortCollege, Trim Rd., and Kilcarn Court.

Unfortunatelymany residents (and Teachers) on both sides have expressed their displeasure to me about this area which has become an eyesore and extremely unsightlydue toillegal dumping.”

This Notice of Motion was proposed by Cllr f Deane and seconded by Cllr A McCabe. It was agreed by the Town Manager that the matter would be investigated by the Town Engineer.

Notice of Motion – Cllr. Francis Deane

“I call on Navan Town Council to designate the O’Mahony’s car park on the Commons Road, Navan as a “free of charge” car parking area for the employees of Navan town. The businesses in Navan are hard pressed and need to promote an increase of activity on the streets of our town. In my opinion any incentive to free up town car parking spaces will greatly encourage a bigger footfall and will welcome more shoppers onto the streets of our town. I believe this plan will be complimentary to our idea of Smarter Travel for Navan.”

At the outset Cllr F Deane stated that he wished to withdrawn the Motion as proposed until further Notice.

Notice of Motion – Cllr. Peadar Toibin

“Go n-iarrann Comhairle Baile na hUaimhe ar an rialtas gach rud a dhéanamh chun na poist i Quinn Direct An Uaimh a shábháil.”

“That Navan Town Council calls on the government to all within its power to save the jobs which are under threat in Quinn Direct Navan.”

This Notice of Motion was proposed by Cllr P Toibin and seconded by Cllr P Brennan.

Notice of Motion – Cllr Peadar Toibin

“Go dteann Comhairle Baile na hUaimhe i dteagmháil le Ionad Siopadóireachta na Uaimhe chun stad Tacsaí a cruthú a Bóthar na Mainistreach.”

“That Navan Town Council contact the owners of Navan Shopping Centre in order to develop a new Taxi Rank on Abbey Rd.”

This Notice of Motion was proposed by Cllr P Toibin and seconded by Cllr A McCabe.

Notice of Motion -- Cllr Phil Brennan

“The Members of NTC welcomes and congratulates Navan Facelift for their excellent community initiative of cleaning up some of Navan's black spots.

In launching Navan's Pride of Place Committee and the success of the Smarter Travel initiative, NTC asks all of the community and residents organisations to play a major role in making Navan of the future the TidiestTown in Ireland”.

This Notice of Motion was proposed by Cllr P Brennan and seconded by Cllr P Toibin.

Notice of Motion – Cllr Padraig Fitzsimons

“ I call on this Council to write to the relevant Minister to examine the legislation so as to prevent illegal occupation of lands”

This Notice of Motion was proposed by Cllr P Fitzsimons and seconded by Cllr J Holloway. Following a discussion on the matter it was agreed by the Members that the Town Clerk would write on their behalf to the Minister for the Environment Heritage & Local Government and also the Minister for Justice in respect of same.

9.0 Managers Orders

The Members received and noted the Managers Orders as previously circulated

10.0Any Other Business

  • The Members congratulated the Town Clerk and the Team in relation to the success of the Walking School Bus.
  • The Members thanked the Town Clerk and staff on the erection of the Medges Road Signs that had recently been erected.
  • The Members requested the final report from the Town Engineer following discussions with the NRA and Road Safety Officer in relation to St Pauls National School.
  • In relation to works at St Patrick Tce, The Members requested that contact should be made with residents after 7pm so as to ensure that they are available.
  • The Members outlined the situation in relation to the rear of No 26 Ashbrook Estate and requested that works be carried out.
