SUBJECT: University Compliance: Sharpening the Focus

As a means to enhance the institution's ability to manage its expanding research portfolio and ensure accountability that is consistent with our own norms as well as state and federal regulations, we are pleased to announce the following effective immediately.
First, our University General Counsel, Cristina Mendoza, will expand her responsibilities to become the institution's Interim Compliance Officer. In this capacity, Ms. Mendoza will initiate efforts to create a permanent office of University Compliance.
The Compliance Officer will develop, establish, and maintain an effective and broad-based compliance program as described in federal guidelines and other widely accepted models, which will be designed to monitor, detect, and recommend corrective actions when necessary to fully meet fiscal and regulatory compliance requirements.
Second, we have asked Harlan Sands, formerly Associate Dean of the College of Health and Urban Affairs, to expand his current responsibilities. Presently serving as the Chief Operating Officer of the Hemispheric Center for Environmental Technology, Mr. Sands will add to his duties by simultaneously serving as the Deputy Controller for Research Compliance. In this capacity, he will coordinate the work of all professional staff assigned contracts and grants administration.
We believe that these steps will assist the University in its quest to maintain its momentum in fulfilling its vision as a top, urban, public, research university.
