The Minutes of the Meeting of Shipley Parish Council held on Thursday, 23rd October, 2014 at the Andrew Hall, Shipley at 7.30pm.

Meeting Open to the Public

Sondra Fulbrook, Village Agent for the Elderly – sent her apologies and would like to attend the 4th December meeting. Sondra would like to provide a Christmas lunch for the parish elderly and welcomed any further suggestions and names of vulnerable elderly.

TD Shipley Football Club - attended the meeting to outline their plans for the football site, including increasing the floodlighting to pitches, on the A272 near Dragons Green Lane, land belonging to the Knepp Castle Estate with a long term lease held upon the grounds. They were looking to reconnect the three existing flood lights that have been standing on the site for more than 15 years. They have spoken with local residents and that so far there has been support. The lights would be turned off no later than10pm and ideally they would like to have access to the pitch for a minimum of 4 days per week. concerns were expressed over the impact of floodlighting on traffic using A272 and on the junction of Dragons Green Lane/A272 and whether this was generally a suitable location for their long term plans. It was advised that JE should have declared an interest.

Planning Applications considered

DC/14/2194 - BT Openreach Box, White Cottage, Brooks Green Road, Coolham - permitted development high speed broadband box sited against existing fence. No objections.

DC/14/1998 – McDonalds – alterations to drive through layout and change of order booth windows. The Council recommended that overall signage for entrance and exit be improved. Suggested the possibility of car number plates being printed on take-away packaging so if littered can be traced.

DC/14/1977 – McDonalds – as above.

DC/14/2098 - Byways, Billingshurst Road, Coolham – loft conversion. No objections.

DC/14/2099 - Reynolds, Coolham Road, Coolham – timber framed barn. No objections.

DC/14/2144 - Mobile Home, Perrets, Smithers Hill Lane, Shipley - change to full time occupation. Objections – the mobile home to be tied to the landowners and reviewed after three to five years.

DC/14/2149 - Pondtail Farm, Coolham Road, West Grinstead – demolish existing barn and build new, rotating footprint. No objections.

DC/14/2237 - Patmans Farm, Billingshurst Road, Coolham – horse walker. No objections.

Decisions

DC/14/1811 – Kinswood Eggs, Emms Lane, Brooks Green – chick rearing building. Application permitted.

Roads, Footpaths, Bridleways & General Maintenance of the Parish

·  Kings Lane bridleway running from Countryman Lane to the windmill -Public Rights of Way will provide the materials if the Council provide the labour. The work will be done in the spring 2015 but the Clerk to liaise with Mary-Ann Edwards, WSCC Public Rights of Way before then.

·  Hill House Farm entrance still flooding due to a blocked drain the Clerk to submit a further and separate Operation Watershed application.

·  Hooklands Lane quality of pot-hole repair - Clerk to report.

·  Saucelands Lane ditches are blocked – Clerk to report.

·  Kings Platt drains blocked by silt washed off Red Lane – Clerk to report.

·  Ownership of the ditch at Wisteria Place between Oak Cottage and Acorn House still in question.

·  Old tree to be removed by the new lay-by and pedestrian walkway the Clerk to contact the landowner Mr Robertson.

·  Gullies opposite the Capps on Pound Lane have been reported and cleared by WSCC

·  Affinity Sutton has stopped cutting the grass in the communal areas by the affordable housing in Church Close. The Clerk has contacted the company to remind them of their obligations.

·  Church Close parking could be used for church parking – the ditch belongs to the Council. The Clerk to contact Reverend Sinton regarding the possibility of a bridge over the ditch to provide access from the car parking to the church across the graveyard. Proposal was declined by Reverend Sinton previously due to lack of space within the grounds.

Mill Straight Development and CIL/S106 Schemes to be identified

No further information on the possible development by Wates at Mill Straight following the exhibition on 30th September at Southwater. Suggestions for CIL/S106 funded schemes were put forward as follows:

·  Mains gas for the village

·  Foot path and bridleway improvements

·  Lighting in Shipley Village

·  Hard standing bus stops for the parish.

·  New pavilion

·  Bridge and pathway from Church Close to the church.

·  Broadband internet access for the village halls.

Playing field Path, Safety Barriers and Pavilion

Quotes for removing dead willow trees and logs from Coolham playing field have been received from the Wiston Estate and Alex O’Neill Tree Surgeon. It was agreed Alex O’Neill to do the work as soon as possible.

One further quote has been received for the re-building of the pavilion. JC has withdrawn his quote to advance the process. A decision needs to be made about the future of the pavilion at the next meeting due to possible risks involved in the current state of the building. The Clerk to arrange a daylight meeting with interested Councillors to discuss the options. A further quote will be sought depending upon the outcome of the site meeting.

No further quotes for the safety barriers – two received so far.

The S106 funding for the Coolham Village Hall path project has been sourced by the Clerk and the procedure appears to be straightforward.

Change of Dates for 2015

The dates for 2015 have been changed from Thursday to Monday at Coolham Village Hall to accommodate their bookings.
