Summary
Dr. Andrew McConney is Associate Professor in the College of Education at FloridaGulfCoastUniversity. Professor McConney is well experienced in educational research, program and personnel evaluation, and assessment, and teaches graduate educational research methods and undergraduate assessment and action research at FGCU. From 19952001, prior to his appointment at FGCU, McConney was Associate Research Professor at Teaching Research Division, WesternOregonUniversity, where along with Mark Schalock, he led the development of the Evaluation and Research Group (ERGO). Prior to working in Oregon,McConney directed the Cross-Cutting Theory Project of the national Center for Research on Educational Accountability and Teacher Evaluation (CREATE) at WesternMichiganUniversity’s EvaluationCenter.
As an evaluator, Dr.McConney has been project director and principal evaluator for the 4year external evaluation of the Structure of Intellect Model Schools Program, mandated by the Oregon Legislature, to determine the efficacy of the SOI program for Oregon’s students. McConney also codirected the evaluation of the Oregon Forestry Education Program, funded by the Oregon Forest Resources Institute. In addition, Dr. McConney has been team leader and coprincipal evaluator on ERGO’s 2001 subcontract to Westat for the final evaluation of improvements in the Baltimore City Public School System (BCPSS) under the CityState Partnership and New Board of School Commissioners. On this project, ERGO held responsibility for the evaluation of human resources in BaltimoreCity public schools, including teacher and principal recruitment and retention, mentoring, professional development, and performance evaluation. Dr.McConney was also coprincipal evaluator for the 21st Century Community Schoolhouse, a new charter high school in Salem, Oregon, and has also been coprincipal evaluator on the Oregon Department of Education’s Character Education pilot program for Oregon K-12 students. In Florida, McConney has completed a yearlong evaluation of Lee County Schools’ Goals 2000 Performance Assessment Tasks teacher development project, and is currently the external evaluator for Collier County Schools’ Comprehensive School Reform Demonstration project.
As an educational researcher, Dr. McConney codirected the Teacher Effectiveness ProjectPhase II, a foundationfunded project that over four years asked the question “Does the nature of teacher preparation make a difference in the practice and beliefs of new teachers, and in the quantity and quality of their students’ learning?” The aim of this project was to better understand, and thereby enhance, beginning teachers’ effectiveness in promoting student learning in the context of a standardsbased design for schooling.
ProfessorMcConney has designed and taught courses on research methods and assessment and evaluation, and has worked with teacher education programs, school districts, and a community foundation to develop assessments for gauging and improving the effectiveness of both programs and teachers. Dr. McConney’s scholarly work has been recognized with the FGCU Junior Faculty Scholarship Excellence Award for 2002-2003, and is published in the American Journal of Evaluation,Journal of Education for Students Placed at Risk, Journal of Personnel Evaluation in Education, Journal of Teacher Education, Studies in Educational Evaluation, Journal of Research in Science Teaching, and Science Education, and in the recent books Evaluating Teaching: A Guide to Current Thinking and Best Practice and Environmental Issues for the 21st Century: International and Interdisciplinary Perspectives. McConney has made more than 35 presentations at regional, national, and international conferences. In addition, he led the development of the Teacher Evaluation Kit, a CD-ROM resource that provides stepbystep guidance for designing or assessing teacher evaluation systems. Dr.McConney served two terms on the board of directors of the Consortium for Research on Educational Accountability and Teacher Evaluation, has been a member of the Ad Hoc Advisory Committee on Multicultural Assessment for Western Oregon’s EducationEvaluationCenter, and serves on FGCU’s Human Subjects Institutional Review Board, and Grants and Research Team.
